BOARD MINUTES
Thursday, July 8, 2010
Call to Order: 7:04 p.m.
Roll Call
Present at the meeting: Board members Grace Amos, Chairman David Burke, Richard
Heath, Linda Monahan, Cecilia Nguyen, John Storhm, Library Director Margaret Barnes
and Executive Assistant Alison Grimes. Scott Hancock and Jennifer Vasicek were
excused.
Minutes
The June 10, 2010 Board meeting minutes were reviewed and, there being no additions
or corrections, were approved as read.

Agenda Additions and Deletions
Add Proposed Levy information to Item # 11 -WCCLS Update.
Add Councilwoman Gretchen Buehner to Item #12 - Other Business.
Call to the Public
Teresa Ferguson, Technical Services Manager, scheduled as the July staff introduction,
was not able to attend.
Library Operations
June has been a busy month — it saw the beginning of the Thursday hours reduction;
after several weeks of the later opening patrons now seem used to the change. Blu-
Ray DVDs were placed on the shelves this morning, more are being processed; e-mail
notification of holds has been going on long enough that years of data are now available
—TPL alone sends out 10 to 12,000 notifications. Barnes passed out the monthly
statistics for the Board's review. Connie Anderson, a 26-year Library veteran, retired
this month. She and Bobby White, Technical Services Senior Library Assistant, have
been here the longest; they remember working in the old paint store in downtown
Tigard. The Library has been inundated with teen volunteers who seem to be enjoying
their first work experience. Programs in June included music in the gazebo, movies that
have been filmed in Oregon (Mr. Holland's Opus, Sometimes a Great Notion) and a visit
by teen author Rolland Smith.

Library Strategic Plan
Barnes passed around the draft of the Library's plan. Office Services should have the
finalized version completed by next month's Board meeting.
Policy Review
The City attorney approved version of the Social Media policy was reviewed. After
clarification and slight tweaking of the verbiage, Burke called for a motion to adopt the
policy as revised.

By-Laws Review
Currently the Library Board's By-Laws state that the election of officers are held in July
(Article IV, Section 2). As that is generally the month new members begin, discussion
was held regarding moving the election of officers to September. It was also noted that
there is no section in the by-laws regarding the removal of members. Board members
were asked to review the by-laws for discussion during the September meeting.

Nguyen made a motion to postpone the election of officers until the September meeting.

WCCLS Update
Barnes passed out a draft hand-out created by WCCLS regarding the levy. She hopes
to have more Tigard-specific information on the final hand-out.
Other Business
Councilwoman Gretchen Buehner, the Library's liaison to City Council, attended
tonight's meeting. She informed the Board that Council was working on a new Code of
Conduct that would affect Board members.

Adjournment: There being no further business, the meeting adjourned at 7:57 p.m.
As there will be no meeting in August, the next Library Board meeting is scheduled for
Thursday, September 9, 2010 at 7:00 p.m. in the Conference Room at the Tigard Public
Library, 13500 SW Hall Blvd.
