11/05/2009 - Minutes TIGARD PUBLIC LIBRARY BOARD MINUTES Thursday, November 5, 2009 Call to Order: 7:02 p.m. Roll Call Present at the meeting: David Burke, Chair, Board members Scott Hancock, Richard Heath, Karen Levear, Linda Monahan, Jennifer Vasicek, Cecilia Nguyen and Alternates John Storhm and Grace Amos; Library Director Margaret Barnes and Executive Assistant Alison Grimes. Minutes The September 11, 2009 Board meeting minutes were reviewed and, there being no additions or corrections, were approved as read. Motion — Monahan Second — Levear Burke —Aye Levear - Aye Hancock—Aye Monahan - Aye Heath —Aye Nguyen —Abstain Vasicek - Aye Agenda Additions and Deletions Add Artwork Policy to Other Business. Call to the Public Storhm introduced his son, Kele, to Board members. Katherine Szeto, Technical Services Library Aide, was the guest employee for November. She started out volunteering in the old library in the Technical Services division, and then became a part-time employee about five years ago. Katherine displayed materials showing the Board the different pre-processing stages of incoming books. She also checks in and shelves the various newspapers received at the library. Library Operations Reviewing the monthly statistics from WCCLS showed that the Tigard library is the fourth highest in check-outs in the Cooperative. Volunteer hours continue to rise; their assistance is invaluable to the Library. Email notification of holds still going strong and patron responses are positive. Due to the high volume of usage, parking still remains challenging. Bark dust and several new flagstone paths were installed by Public Works; a remaining stone path will be concreted in the coming weeks. The lot will be re-sealed and striped next spring. The extension of Fanno Creek Trail is on track, the bridge has been installed and work is progressing well. Library Policies Two policies, the Library Bill of Rights and The Freedom to Read, were reviewed, endorsed and reaffirmed by the Board. Motion: Levear Second: Monahan Burke —Aye Levear - Aye Hancock —Aye Monahan - Aye Heath — Aye Nguyen —Aye Vasicek —Aye The other two policies, Internet Acceptable Use and the Confidentiality of Library Records, will be placed on December's agenda for discussed next month, so Board members have more time to review. Strategic Plan 2010-2015 Barnes reviewed the service responses for the benefit of Board members who did not attend the planning sessions. Barnes and the managers will be working on specific goals while a committee of library staff will work on the objectives. The Board then voted to endorse the service responses for continued development. Barnes informed the Board of a website called "Chili Fresh" where the public can post their own reviews of books for others to read. Other Business Library Trends — None. Artwork — as the Director and the Library Board review and decide upon any new or donated artwork, Barnes informed the Board that the Friends of the Tigard Library will be receiving approximately $100,000 in a bequest and that they are considering using a portion of it to purchase a new piece of artwork for the Library. The artwork they have in mind is a world map showing latitude and longitude, made entirely of different types of wood. Barnes will have a photo of it for the next meeting to give the Board a better idea of how it looks.
