1. Call to Order—Chair Steve Bass called the meeting to order at 6:30 p.m.
2. Roll Call—Chris Wiley called roll. A quorum was present.
3. Consider summary of July 11, 2012 meeting.
The meeting summary was approved.
4. Announcements
a. 2013 TTAC recruitment (Judith Gray)
b. MSTIP (County) funding awarded. (Mike McCarthy)
MSTIP is an acronym for Major Streets Transportation Improvement Program. It's a Washington County
program paid for by tax dollars. The County just put out their project list for the next four years. It
includes a $4M expenditure for improvements at the McDonald Street/Gaarde Street intersection and
improvements for Walnut Street from Tiedeman Avenue to 116`h Avenue.
5. Visitor Comments
Michael Enloe introduced himself as a prospective member of the Pedestrian& Cyclist Sub-Committee.
Michael told the committee he moved to Tigard about a year ago from Vancouver where he lived for two
years after relocating from Medford. He bikes a lot and wants to help improve facilities in the city. Mike
McCarthy told the committee Mr. Enloe was a candidate for appointment to membership on the Pedestrian
and Cyclist Sub-Committee. Mr. Enloe left the room while the nomination and vote were taken. The
TTAC members unanimously approved Mr. Enloe's appointment.

6. Comments on TTAC's recent joint meeting with the Tigard City Council
The committee thought the joint meeting was a good experience. They were pleased that the issues the
TTAC is studying align with the Council's goals for the city. Council expressed their appreciation for the
TTAC's work on the High Capacity Transit Land Use Plan and the level of detail that went into it. The
committee members thanked Judith and Mike for guiding them through the meeting process.
7. SW Corridor Plan Update/Outlook
a. Judith reported that Council has referred a ballot measure to voters for the November election that
will give citizens the opportunity to vote on any new funds raised for construction of light rail.They
took the action because a related citizen initiative was around 45 signatures short to qualify their
measure for Tigard's ballot. A similar initiative was successful in King City.Judith reported that
Council drafted their own measure to give citizens an opportunity to express their views,while
ensuring that Tigard is able to participate in the regional planning process.
b. Judith passed out a hand out (shown as Exhibit 1 to these notes) outlining the "Refined Phase
Work Plan Approach" for the SW Corridor and gave an update of the regional process. A
Community Planning Forum is planned for early October, though the date is still to be determined.
It will be open to the public but is intended for citizens already involved in past activities, such as
the High Capacity Transit (HCT) Land Use Plan.Judith will email the committee members with the
date once one is set. She encouraged the committee members to attend if possible and suggested
those attending might meet with her prior to the Forum so she can brief them on any updates
between tonight's meeting and the Forum meeting.
8. Project Updates.
Mike McCarthy told the members street improvements this season have gone well. Forty percent of the city
has been covered with slurry seal or overlay within the past four years. He also explained the details in two
exhibits that were included in the packet (shown as Exhibits 2 &3 to these notes) and provided a large size
exhibit of the satellite view of the 92nd Avenue sidewalk project area (item d. listed below). Discussion
included the following projects:
a. Pacific Highway/McDonald-Gaarde
b. Wal-Mart Mitigations
C. 72nd Avenue/Dartmouth
d. 92 d Avenue sidewalk Tigard HS to Cook Park— 8' curb-type sidewalk (large roll-out display)
Design comes out around Jan/Feb- construct in jul/Aug
e. Walnut Street—WACO will lead this project—construction in 2015 due to funding ability
9. Future Agendas
a. Very shortly it will be time to start prioritizing projects to propose for FY 2013-14. Staff will put
together a list of projects and the committee will prioritize them. This will begin in October, at
which time the committee will look at a summary of projects to be considered. In November, there
will be more analysis of the proposal and in December the committee will put together its final
recommendations. Staff is taking recommendations for projects at this time.
b. Due to scheduling conflicts, staff asked if the TTAC meeting that would normally take place on
October 3 could be moved to October 17. All the committee members concurred that they are
available to attend an October 17 meeting. Mike McCarthy will lead the October 17 meeting. It will
take place in the Town Center's Red Rock Creek Conference Room beginning at 6:30 p.m.

PLAN COORDINATION
Southwest Corridor Plan
The Southwest Corridor Plan guides the pursuit of opportunities throughout the Southwest corridor.
This overarching plan unifies local land use and community vision plans—Sherwood Town Center Plan,
Tigard Connections, Linking Tualatin, Barbur Concept Plan, and other city-or county-focused plans; the
transportation plan; transit alternatives analysis; and the final shared investment strategy.
Southwest Corridor Transportation Plan
The transportation plan is a subset of the overall Southwest Corridor Plan and Implementation
Strategy,with a specific focus on transportation, including roadways, freight movement, bike
facilities, pedestrian facilities, high capacity transit and local bus service.
Southwest Corridor Transit Alternatives Analysis
The transit alternatives analysis is a subset of the overall Southwest Corridor Plan
and the transportation plan,with a specific focus on exploring high capacity
transit options.
