This site is located in an area that is known to have poor coverage. . PROJECT DESCRIPTION: Install a new 20' extension onto an existing 101' communication tower. Install 12 new panel antennas on the top. The antennas will provide coverage in the area for the three radio technologies that AT&T uses. There will be support equipment located inside of a shelter on the ground. For AT&T's support equipment to fit it needs to increase the size of the compound by 102 square feet. BACKGROUND: The pole extension is a use permitted outright, per 18.798.040 (A.) because the underlying zone is I-P and the extension does no more than 20' higher than the existing structure. However, the increase in the compound size requires a Minor Modification. Following is a short narrative addressing section 18.360.050 (B) demonstrating why the extra 102 square feet should be permitted by the City of Tigard. O 3 B. Evaluation criteria. The director shall determine that a major modification(s) will result if one or more of the following changes are proposed. There will be: 1 . An increase in dwelling unit density, or lot coverage for residential development; Proposal will not increase dwelling unit density or lot coverage of a residential development. 2. A change in the ratio or number of different types of dwelling units; Proposal will not change the ratio or number of dwelling units. 3. A change that requires additional on-site parking in accordance with Chapter 18.765; Proposal will not require additional on-site parking. 4. A change in the type of commercial or industrial structures as defined by the Uniform Building Code; Proposal will not change the type of commercial or industrial structures as defined by UBC or IBC. 5. An increase in the height of the building(s) by more than 20%; Proposal will not increase the height of the tower by more than 20%. There is not an equipment shelter on the site currently. 6. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day; There will be approximately one vehicle visit per month. 8. An increase in the floor area proposed for a nonresidential use by more than 10% excluding expansions under 5,000 square feet; The footprint of the existing compound is 392 square ft. The proposed expansion of the compound would add an additional 102 square ft. For a total of 494 square ft., well below the 5,000 square ft. threshold. 9. A reduction in the area reserved for common open space and/or usable open space which reduces the open space area below the minimum required by this code or reduces the open space area by more than 10%; Proposal will not change any area reserved for common open space. 10. A reduction of project amenities below the minimum established by this code or by more than 10% where specified in the site plan: a. Recreational facilities; There will be no change. b.
