SECTION III. BACKGROUND INFORMATION
The project site is located north of SW Durham Road on SW 98th Avenue (15670 & 15750 SW 98th
Avenue). The 2.77 acre site is developed with a church, administrative building, related parking,
children's play area and one accessory building. Zoning of the site and adjacent properties is R-7,
Medium Density Residential with R-4.5,Low Density Residential across SW 98th Avenue. Surrounding
uses include residences and Summerfield golf course to the north and east and another religious facility
to the south.
The proposed application is to construct two new storage sheds. One shed of 256 square feet will be
constructed along the eastern side of the property behind the sanctuary building. It will be used to
store church equipment. A second shed will be constructed near the southeast corner and will replace
an existing accessory building. This second shed (320 square feet) will be used for storage by Boy Scout
Troop 423. Both buildings are set back from the eastern property line by at least 20 feet. The second
shed is set back seven feet from the southern property line.
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW:
The proposed change in use requires a Minor Modification to approved plans or existing
development. Section 18.330.020.C.3 states that a minor modification shall be approved,
approved with conditions or denied following the Director's review and as follows:
1. The proposed development is in compliance with all applicable requirements of this
title; and
FINDING: Upon review of the proposal's plans and narrative, staff finds that the proposal
complies with all applicable requirements of this title. This includes setback
requirements for the proposed accessory buildings. No trees will be removed to
construct the buildings. Minimum landscaping percentages will still be met.
The proposed locations of the sheds do not impact parking, common areas, or
access to the site. This criterion is met.
2. The modification is not a major modification.
FINDING: Staff finds that the changes listed in TDC18.330.020.B.2. a-h are either satisfied
or do not apply. Therefore, the proposed development is not a major
modification. This criterion is met.
CONCLUSION: The proposal is a minor modification of an existing conditional use and is in
compliance with the applicable requirements of this tide.

We are requesting permission to add one 16' x 16' storage shed for extra Church equiptment such as tables and chairs which will
be located directly behind the church. In addition to this, Boy Scout Troop 423 would be building a new 16' x 20' Troop shed in the
South East corner of the property. The Troop shed location will include the removal of one existing 10' x 12' shed. ( See attached

(2) Screening; or
(3) Landscaping provisions;and
h. A 10% increase in the approved density;
3. Upon the Director determining that the proposed modification to the conditional use plan is a
major modification, the applicant shall submit a new application in accordance with Section
18.390.050.
C. Minor modification of approved or existing conditional use.
1. Any modification which is not within the description of a major modification as provided in
Subsection B above shall be considered a minor modification.
2. An applicant may request approval of a minor modification by means of a Type I procedure, as
regulated by Section 18.390.030,using approval criteria in Subsection C.3 below.
3. A minor modification shall be approved, approved with conditions, or denied following the
Director's review based on the findings that:
a. The proposed development is in compliance with all applicable requirements of this title; and
b. The modification is not a major modification as defined in Subsection A above.
D. Phased development approval. As part of the approval process, the Hearings Officer shall approve a
time schedule for developing a site in phases over a period of time of one year, but in no case shall
the total time period for all phases be greater than three years without reapplying for conditional use
review. The criteria for approving a phased conditional use review proposal is that all of the following
are satisfied:
1. The public facilities shall be constructed in conjunction with or prior to each phase.
2. The development and occupancy of any phase shall not be dependent on the use of temporary
public facilities. A temporary public facility is any facility not constructed to the applicable City
or district standard.
3. The phased development shall not result in requiring the City or other property owners to
construct public facilities that were required as part of the approved development proposal.
E. Approval period. Conditional use approval by the Hearings Officer shall be effective for a period of
1-1/2 years from the date of approval. The conditional use approval by the Hearings Officer shall
lapse if:
1. Substantial construction of the approved plan has not begun within a 1-1/2 year period; or
