SECTION IIL, BACKGROUND INFORMATION Site Information: The project is located at 12244 SW Garden Place; at the northeast corner of SW Hall Boulevard and SW Garden Place. This building is part of the Park 217 Business Center. The site is made up of 4 parcels, a total of 19.85 acres and contains eight commercial buildings and site improvements that include landscaping and associated parking lot. The entire site has 800 parking spaces. Proposal Description: The applicant intends to perform tenant improvements in order to accommodate a religious institution establishment. The proposed improvements include: demolition of existing office spaces, a new meeting room,interior finishes (carpet and paint), and removal of an existing window to accommodate a new double door on the north facing portion of the building. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: The proposed change in use requires a Minor Modification to approved plans or existing development. Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: Upon review of the proposal's plans and narrative, staff finds that in accordance with TDC 18.765, the proposed use does not require additional parking, as the site has a surplus of 191 spaces. In accordance with Chapter 18.765 Off-street parking and loading requirements, religious institutions are calculated at a rate of 1 parking space per 3 seats,while an office use is calculated at the rate of 2.7 spaces per 1,000 square feet. Therefore, the new tenant is required to provide 84 off-street parking spaces while the office was required to provide 39 spaces. The development currently has 800 off-street parking spaces and with other existing uses the total required amount is 609 spaces (a surplus of 191 spaces). As demonstrated below, the proposal has sufficient off-street parking and additional parking is not required. Therefore, the proposed development is not a major modification. This criterion is met. CONCLUSION: The proposal is a minor modification of existing site development and is in compliance with the applicable requirements of this title. SECTION V.
