APPLICATION SUMMARY FILE NAME: THE CIRCUIT PARKING ADJUSTMENT CASE NOS.: Variance (VAR) VAR2013-00024 PROPOSAL: The applicant is requesting approval for an adjustment to reduce the minimum parking requirements for a new indoor entertainment use, The Circuit, a bouldering gym. The adjustment is to reduce the required parking from 82 spaces to 66 spaces (a 204)/0 reduction). APPLICANT: Andy Coleman OWNER: Same as applicant The Circuit 6050 SW Macadam Ave Portland,OR 97239 ZONING: I-P: Industrial Park District. The I-P zoning district provides appropriate locations for combining light manufacturing, office and small-scale commercial uses, e.g., restaurants,personal services and fitness centers,in a campus-like setting. Only those light industrial uses with no off-site impacts, e.g., noise,glare,odor,vibration,are permitted in the I-P zone. In addition to mandatory site development review,design and development standards in the I-P zone have been adopted to insure that developments will be well- integrated, attractively landscaped, and pedestrian-friendly. LOCATION: 16255 SW Upper Boones Ferry Road;WCTM 2S113AB,Tax Lot 00700 APPLICABLE REVIEW CRITERIA: Community Development Code Section 18.370.020.C.7 SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above requested Adjustment to the minimum parking requirements. The findings and conclusions on which the decision is based are noted in Section V of this Decision. SECTION III. BACKGROUND INFORMATION Site Information: \'AR2013-00024 THE CIRCUIT PARKING ADJUSTMENT Page 1 The project is located at 16255 SW Upper Boones Ferry Road; at the intersection of SW Durham Road and SW Upper Boones Ferry Road and bound by the railroad to the north. The site is approximately 3.3 acres and contains one commercial building and associated parking lot. Currently, the site does not have any striped parking spaces. The property is zoned Industrial Park (1-P) as are surrounding properties to the north, east and west; the property to the south/west is located within the City of Durham. Site History In a search of city historical records, the construction of the building occurred prior to 1986; however, exact year is unknown. In 2013, a minor modification (MMD2013-0(0)40) for The Circuit, a bouldering gym, was approved to allow a change of use from sales-oriented retail to indoor entertainment. Also in 2013, a temporary use permit (1'UP2013-00012) was issued to accommodate a benefit sale. No other land use cases were found. Proposal Description: The applicant is requesting approval for an adjustment to reduce the minimum parking requirements for a new indoor entertainment use,The Circuit, a bouldering gym. The adjustment is to reduce the required parking from 82 spaces to 66 spaces (a 20% reduction). SECTION IV. PUBLIC COMMENTS Staff mailed a notice of pending land use application to property owners within 500 feet of the subject site and to the Interested Parties list maintained by the city. The city received no written comments. SECTION V. APPLICABLE REVIEW CRITERIA AND FINDINGS A. ADJUSTMENT TO PARKING REQUIREMENTS Section 18.370.020.C.7.a states that by means of a Type II procedure, as governed by Section 18.390.040, the Director may authorize up to a 20% reduction in the total minimum vehicle parking spaces required in Section 18.765.070.H when an applicant for a development permit can demonstrate in a parking study prepared by a traffic consultant or in parking data from comparable sites that: 1. Use of transit, demand management programs, and/or special characteristics of the customer client employee and resident population will reduce expected vehicle use and parking space demand for this development, as compared to standards Institute of Transportation Engineers (ITE) vehicle trip generation rates and minimum city parking requirements, and; 2. A reduction in parking will not have adverse impact on adjacent uses. In accordance with TDC 18.765.070, the indoor entertainment use is required to provide 82 spaces. The 20 percent adjustment reduces the required spaces to 66 spaces. The table below summaries the site's parking calculation and adjustment request. Minimum parking required based on existing uses (TDC 18.765.070) 82 spaces Parking adjustment request of 11% (82 x .2= 16 spaces) 66 spaces V_1R2013-00024 THE CIRCUIT PARKING ADJUSTMENT Page 2 Proposed number of parking spaces 166 spaces The applicant submitted a trip generation comparison and parking analysis, prepared by Chris Brehmer of Kittelson & Associates, Inc, dated October 30, 2013 and Stephen Gerber, Architect, dated January 2, 2014. The applicant owns two other bouldering gyms in the Portland area. The check in data from these two locations was utilized to evaluate the parking demand and utilization rates. The peak periods of demand were 5PM-8PM on weekdays and IPM-5PM on the weekends. The table below illiterates the parking demand and utilization rate during peak hours. The report concludes that based on the parking counts, the proposed use has unique characteristics that result in significantly lower parking needs compared to typical parking rates generated by similar uses. In addition, several TriMet bus lines (Lines 38, 76 and 96) run within the vicinity along SW Upper Boones Ferry Road and SW Durham Road. These lines provide both local and regional services to the site. The information provided by the applicant shows that the proposed reduction in parking will not have an adverse impact on adjacent uses, as likely parking demand for this specific use can be accommodated on site with 66 spaces. FINDING: Based on the analysis above, the adjustment approval criteria have been fully satisfied. B. IMPACT STUDY Section 18.390.040.B.2.e states that the applicant shall provide an impact study to quantify the effect of development on public facilities and services. For each public facility system and type of impact, the study shall propose improvements necessary to meet City standards, and to minimize the impact of the development on the public at large, public facilities systems, and affected private property users. The proposed parking adjustment will not impact parks, the sanitary sewer, water or drainage system, or transportation system. The adjustment will not result in construction of additional parking facilities or paving therefore, there will be no impact to the storm drainage system. The surrounding areas are similar commercial and office uses. The adjustment will not impact public facilities or services. This criterion is met. SECTION VI. OTHER STAFF COMMENTS The City of Tigard Development Engineer and Tualatin Valley Fire and Rescue reviewed the proposal and stated no objections to it. \'.\R2013-00024 THE CIRCUIT P.\RKING ADJUSTMENT Page 3 SECTION VII. While the parking code would require 82 spaces for an 'indoor entertainment' use of this size, the applicant is requesting a variance to allow only 66 spaces for this proposed use. In my opinion the application provides sufficient information, particularly in the parking usage study from a similar climbing gym, to demonstrate that adequate parking will still be available on-site if the variance is granted. Currently they have two gyms open, one in Johns Landing (est. 2005) and the other in NE Portland (est. 2010). They have been investigating sites/properties near SW Portland in Beaverton and/or the Tigard area for the last two years. They now have an opportunity to purchase this property to establish their third climbing gym. There are two steel kit buildings on site. The older smaller of the two has been structurally compromised and will probably be demolished and recycled. The 25,000 square foot Building was constructed in the 70's and housed the retail lumberyard Elmo Studd's until closing mid 2000's, where it has sat vacant and advertised for lease since. the Circuit would utilize the larger building for their business by modifying the walls within previous office suite to create an office, toilet and locker room for both genders, and reception area. Within the remaining enclosed portion of the building will be used for a party area and to construct free standing 3D bouldering formations with padded floor in the remaining enclosed portion of the building. The lot around the building is paved and will be resealed and restriped to accommodate the required parking spaces and landscaping. We are doing this to present a worst case parking scenario in order to evaluate the parking requirements for the redevelopment of the Elmo Studd's Building Supply site in Tigard, OR. In reality the bouldering gym these numbers are hosed, utilise a much smaller parking lot due to members arriving by public transit and bicycle, which will be applicable at this proposed site but not near the intensity used in Portland metro area. Included in this Parking Study submittal are the Circuit SW check-in data, Parking Study spreadsheet, Tri-met maps showing bus lines and stops adjacent to the site. In addition, there are also site plans from the other two Circuit gymnasiums located in the metro area, giving precedence for lower required parking at these existing constrained bouldering gym parking lots. The former site is comprised of 3.3 acres of land with a 25,000 square foot metal building and a structurally compromised 2,500 square foot metal building, which is to be abandoned and recycled. The 25,000 square foot building has a 6,000 square foot covered area and a 19,000 square foot enclosed space. The covered area will act as a large covered gym entry with bike parking, and the enclosed space will be primarily climbing areas with two yoga rooms, male and female toilet and shower rooms, offices, and storage/utility rooms. The Circuit's other two gyms are similar in building program/spaces. They require minimal parking spaces to accommodate the lower intensity use and attendance by its members. The Circuit SW check-in data averages attendance from 2005 to 2012 for all times open for weekdays and weekends. The calculations within the Parking Study spreadsheet are for one person's check-in being equal to one automobile with the average stay for each person/automobile being 2 hours. The required number of spaces may be mitigated by the use of public transportation, such as Tri-met, and has therefore been included. Only a 5%decrease has been applied since the area being served by public transit is not served as extensively as the other two existing bouldering gyms located near downtown Portland. We are not asking for the adjustment based on just this criteria, but more on the fact that the bouldering gym use is a lower intensity use compared to a typical "24 Hour" exercise gym for which the 82 required parking spaces are based. In addition to the public transportation reduction, we looked at possible intensity occurrences. Based on the Circuits experience and data we determined a 1/3 intensity increase would be appropriate but rounded up to 40%. The average weekday parking requirements are at the highest demand between 5-8 p.m. The table shows the maximum average required spaces at this time to be 45, which is 55%of the 82 required parking spaces. With the intensity increase applied the maximum number of required parking spaces is 43,which is 52%of the 82 required parking spaces. As shown in the parking study spreadsheet as well as the Circuits positive experience with minimal parking spaces within the existing lots at their two other gyms, it seems reducing the onsite parking by 20%for this proven lower intensity use is appropriate at this site for this phase of site development. Note that the remaining +/- 1.5 acres is comprised of compacted gravel and could easily accommodate over flow parking that may be needed and during future planning of the remaining property we will be required to reassess the automobile parking and circulation for the existing bouldering facility as well as any other development that may be explored and proposed on the remaining site.
