HISTORICAL PERSPECTIVE: The City of Beaverton recently annexed approximately 544 acres along the north side of SW Scholls Ferry Road, and the City of Tigard has annexed approximately 500 acres south of SW Scholls Ferry Road. Pursuant to Metro Code Title 11, both jurisdictions are required to prepare and adopt comprehensive plan and zoning designations for these areas that have been brought into the Urban Growth Boundary (UGB) prior to authorization of urbanization. A special joint meeting of the Beaverton and Tigard City Councils was held on February 12, 2013, during which the councilors from both jurisdictions discussed the opportunities to collaborate on matters of mutual interest, such as: transportation, sanitary sewer, storm water management, infrastructure financing, trails, etc., as the planning work moves forward. There was general agreement that the cities would benefit from close coordination, and councilors from both Beaverton and Tigard expressed support for the joint resolution (attached as Exhibit 1), directing staff to collaborate to address planning, and extension and financing of infrastructure needed to support planned development in South Cooper Mountain and River Terrace. Staff from both cities has continued to coordinate through reciprocal participation on the South Cooper Mountain and River Terrace technical advisory committees. City of Tigard staff members also serve on the Finance Task Force charged with guiding preparation of an infrastructure funding plan for South Cooper Mountain. In January 2014, the Tualatin River Watershed Council invited planners from the cities of Hillsboro, Beaverton and Tigard to present information on strategies being developed for preservation of natural Agenda Bill No: 14043 resources and stormwater management in the new areas for which urbanization plans are being prepared; South Hillsboro, South Cooper Mountain, and River Terrace. INFORMATION FOR CONSIDERATION: As the cities of Beaverton and Tigard move forward in developing the community plans for South Cooper Mountain and River Terrace, there are several opportunities for continued coordination of infrastructure planning. The following list of topics is provided for discussion: 1. Transportation • Scholls Ferry— how to address congestion and traffic flow, primarily eastbound (potential new signal east of Roy Rogers intersection where new collector would connect as being planned in RT? How does this line-up, or not, with transportation network being planned in SCMAA?). Jointly lobby Metro for MTIP funding for Scholls Ferry Road improvements. • Support Roy Rogers/175th — widen to five lanes from the southern UGB line in River Terrace, north to approximately the UGB line/Beaverton City limit — jointly lobby Washington County Coordinating Committee to combine into one project eligible for MSTIP funding, and making it a priority due to its importance to regional N/S traffic flow. • Acknowledge that improvements to the "kink" intersection on 175`h would also greatly improve N/S regional traffic flow. • Acknowledge that proposal to improve 175th to three lanes (two travel lanes w/ left turn pockets at major intersections) and making a new connection to 185th (subject to the exceptions for Transportation Improvements on Rural Land in OAR 660-012-0070) is also important for regional N/S traffic flow. • Acknowledge that reclassification of Grabhom/Tile Flat from collector to three lane arterial (two travel lanes w/ left turn pockets at major intersections)is also beneficial to N/S regional traffic flow. • Consider future support for a potential interim collector passing through the SCMAA and running south of Scholls Ferry through the urban reserve connecting to Bull Mountain Road (new roads in urban reserves subject to the exceptions for Transportation Improvements on Rural Land in OAR 660-012-0070). • Consider future support of an arterial running directly from Tile Flat south of Scholls Ferry connecting with Bull Mountain Road or Beef Bend Road (new roads requiring an exception currently not allowed in rural reserves). 2. Sanitary Sewer • Support expedited construction of pump station to be constructed by Clean Water Services south of Scholls Ferry Road (in or near River Terrace) necessary to serve River Terrace and the SCMAA west of 175th) 3. Stormwater Management • Support flexible approaches; potentially including cross-jurisdictional regional stormwater facilities if determined advisable/feasible in the future, local on-site facilities, and conventional piping as appropriate and feasible. Encourage LIDA where feasible. Continue to coordinate jointly with CleanWaterServices to develop stormwater management strategies, including funding and financing. 4. Trails • Coordinate connection of the River Terrace Trail to the proposed trail system in SCM that will provide access to Cooper Mountain Nature Park, regional trails to the north, east and west, and to the Tonquin Trail to the south. • Cooperate to seek regional, state, and federal funding for this trail connection and other trail improvements planned in both SCM and RT 14043 Agenda Bill No: EXHIBIT I RESOLUTION NO. 4163 , City of Beaverton RESOLUTION NO. 13. 0`7 , City of Tigard A JOINT RESOLUTION OF THE CITY OF BEAVERTON AND CITY OF TIGARD REGARDING COORDINATION OF THE SOUTH COOPER MOUNTAIN AND RIVER TERRACE PLANNING EFFORTS • WHEREAS, the City of Beaverton recently annexed approximately 544 acres along the north side of SW Scholls Ferry Road in the South Cooper Mountain (SCM) area known as Urban Reserve Area 6B, and over the next 18 months intends to complete a concept plan and community plan leading to comprehensive plan and zoning amendments authorizing urbanization; and WHEREAS, the City of Tigard has annexed approximately 500 acres known as the River Terrace Community Plan (RTCP) area , adjacent to the SCM area annexed by Beaverton along the south side of SW Scholls Ferry Road, and intends to prepare a community plan over the next 18 months based on the West Bull Mountain Concept Plan completed by Washington County in 2010 that will refine land uses identified in the concept plan into city zoning and regulations, and update city infrastructure plans to reflect future urbanization needs; and WHEREAS, the cities of Beaverton and Tigard are both commencing planning efforts in preparation for future urbanization of areas added to their respective jurisdictions in the general vicinity of SW Scholls Ferry Road and SW 1751h/Roy Rogers; and WHEREAS, the geographic proximity of the two planning areas, and concurrent project timelines, create opportunities for the cities to collaborate on matters of mutual interest, including: transportation; sanitary sewer; stormwater; infrastructure financing strategies; natural resource issues; and public involvement; and WHEREAS , the Beaverton City Council and the Tigard City Council held a joint meeting on February 12, 2013, for the purpose of discussing coordination and collaboration on the SCM and RTCP planning efforts; and WHEREAS, the cities recognize and acknowledge the mutual benefits in working together closely on matters of mutual interest as the urbanization planning proceeds; and WHEREAS, both cities concur that it is advantageous to collaborate on infrastructure financing strategies to potentially eliminate duplicate efforts and lower the costs for each jurisdiction for funding improvements needed to support development in the newly urbanizing areas; and WHEREAS, both cities agree that timely completion of the planning necessary to accommodate urbanization in SCM and RTCP is important for economic growth and vitality, and that these planning efforts and subsequent capital improvement programming for infrastructure projects needed for urban development, will be prioritized accordingly.
