Approval of December 2013 Meeting Summary—the meeting summary was
approved.
Visitor Comment- None
Other Comments -Judith read a welcome message from City Councilor Marc
Woodard, the Council liaison to TTAC,who was unable to attend this meeting.
2.New Member Introductions —As this was the first meeting in 2014 with several new
committee members attending, all persons present introduced themselves.

3. Area Events
A. Members and staff spoke about the highlights of the city's reception for board and
committee members and the mayor's State of the City address which had taken place
the evening before. It was noted that several new TTAC members were able to
attend.
B. Tom Mills from TriMet talked about the ongoing Transit on Tap events and Tigard's
Transit on Tap event which was held January 29 at Max's Fanno Creek Pub. TriMet is
doing a series of talks after hours in informal settings to talk about various topics
related to transit. The Tigard event focused on bus rapid transit (BRT). Tom will
forward a copy of the presentation to Judith for those who haven't seen it yet. Elise
had seen the presentation and said she thought it was very interesting;Kevin had
also attended and suggested the presenter come to a future TTAC meeting to give
the presentation in person. Erik said he has ridden the BRT in both Seattle and
Eugene and thinks bus rapid transit adds a lot of value to bus service.
4. TriMet Service Enhancement Plan—Tom Mills
A. Tom gave everyone a copy-of his PowerPoint presentation (ATTACHMENT 1).
He cautioned the group not to confuse "Southwest Service Enhancement Plan" and
"Southwest Corridor Plan". The Southwest Service Enhancement Plan looks at the
local bus system,not BRT or commuter rail. The objective of this plan is to make
improvements to existing bus services. In March,TriMet is restoring line#12 to run
every 15 minutes from approximately 6 a.m. to 6 p.m. and will eventually extend the
15 minute schedule until 1 a.m. and on weekends. This was a need identified during
the Southwest Corridor process.
B. Tom asked the committee members to break out into two groups to participate in an
exercise that is being repeated throughout the local communities whereby the TTAC
members would have an opportunity to identify where they would like to see bus
service enhanced. The cost funding table (page 7 of Attachment 1),was included for
purposes of the exercise only and does not reflect actual costs.
C. At the end of the exercise each group reported their results. Tom collected the
information and told the committee he would scan the maps they drew their route

proposals on and enter their data into a spreadsheet which he will bring back to the
group. Tom said he would like to come back to a future TTAC meeting sometime in
the summer after all the community meetings are held and bring TTAC the map that
will show the visioning for future service. Then using that data,hopefully by the end
of this year,Triplet will have a plan in place.
D. Alike McCarthy asked Tom for a map with the route stops and the rider data for his
own reference.
5. Southwest Corridor Plan Update (ATTACHMENT 2)
Judith brought the newer members up to date on the SW Corridor Plan past and present
and handed out copies of post cards (ATTCHMENT 3) that are being sent to Tigard
residences to announce the Southwest Corridor Plan Community Meeting scheduled to take
place at Tigard Town Hall on Thursday, February 13 from 6:30 to 8:30 p.m.
6. Main / Scoffins Signal Removal
Mike reported to the TTAC the results of a traffic analysis recently conducted at the plain /
Scoffins intersection by the McDonalds restaurant in downtown Tigard. The analysis
determined that an all way stop would work better there than the existing traffic signal,
resulting in less overall delay,reduced anticipated crash rate and better pedestrian crossing.
Changing the intersection to an all way stop will also save money and the traffic flow will
work better for the bus stop nearby,not to mention that it will give the area more of a
downtown feel. Before staff makes a recommendation to permanently remove the signal,
staff will want to run a test period using an all way red flash and temporary stop signs to make
sure the analysis is correct. Staff is hoping to have this set up within a few weeks.
7. Other Updates
A. On Friday, February 14, there will be a Tigard Loves its Parks dr,Open Spaces event held
at Max's Fanno Creek Pub in downtown Tigard from 2:30 to 4:30 p.m. to celebrate
the completion of the 92nd Avenue sidewalk from Tigard High School to Cook Park,
East Butte Heritage Park,Jack Park, and Fanno Creek Trail from Main Street to
Grant Avenue.
B. On Saturday, February 15,TTAC's ped/bike subcommittee will bike to three of the
parks. The group will meet at Max's Fanno Creek Pub at 10 a.m. The ride is from
10 a.m. to 12 p.m. It is an 8-mile ride. There will be snacks for riders at each of the
park stops and coupons for non-alcoholic drinks. Please contact Alike if members
have any questions.

C. Judith will miss the March TTAC meeting. She will be going to Washington DC
with local officials and members of Metro's Joint Policy Advisory Committee on
Transportation UPACT) as part of Metro's staff-level Transportation Policy
Advisory Committee (TPAC) to discuss transportation issues for the region.
D. Job Access and Reverse Commute Q ARC) funds have been awarded to help with
Tigard's goal for new bus transit service on 72nd Avenue however the funds awarded
are not enough to launch the service at this time, so they've been "set aside" until
they can be supplemented. JARC was a Triplet initiated process to help bring
money to Tigard for this added service.
