Staff Present: Downtown Redevelopment Project Manager Sean Farrelly and Community Planning Senior Administrative Specialist Chris Wiley. AGENDA ITEM #1: Welcome and Introductions Tom opened the meeting and Chris recorded the roll call. AGENDA ITEM #2: Review / Approve Minutes The January 8, 2014 CCAC Minutes were approved as amended. AGENDA ITEM #3: Non-Agenda Items / Public Comment Sean reported that the traffic light at the Main/Scoffins intersection may be replaced by an all-way stop. The signal is aging and needs to be replaced or removed. Streets and Transportation Senior Project Engineer Mike McCarthy believes that an all way stop would work better there than the existing traffic signal,resulting in less overall delay, reduced anticipated crash rate and better pedestrian crossing. Before staff makes a recommendation to permanently remove the signal, staff will want to run a test period using an all way flashing red to make sure the analysis is correct. Staff is hoping to have this set up within a few weeks. CCAC members expressed concern over conducting the trial at the same time the downtown street renovations are going on. Tom Murphy said before staff goes forward,he would like CCAC member Paul Miller to have an opportunity to talk to Mike McCarthy about the commission's concerns since Paul's business is located right at that intersection. Tom suggested this item be moved to the March agenda and the other CCAC commission members concurred. AGENDA ITEM #4: Main Street Green Street Update Update on Construction (Sean Farrelly) Attachments 1 &2 Sean asked attendees how they felt the project was going. Margaret from Tyler Automotive said she had witnessed some confusion about how the traffic is moving and was concerned about seeing a couple drivers turning around and leaving Main Street to avoid the traffic backup. Naturally the downtown merchants don't want that. The most important thing to improve is to keep the traffic moving. Deanie said she thought the flaggers should be able to keep two lanes of traffic going instead CCAC Meeting Minutes for Wednesday,February 12,2014 Page 1 of 3 of only allowing traffic to move in one direction at a time. Elise said State law allows a ten minute stop during construction activities however that's not going to be acceptable on the downtown streets. It was suggested that waits be no longer than two minutes. Margaret acknowledged that workers are cutting pavement during this phase of the project and that is not something that can be done quickly. Tom Murphy said the flagging team that worked during the Burnham Street project did an outstanding job. He asked if someone on staff could observe the work being done by the flaggers and see it the process can be improved. Margaret said she has seen some improvement since the project first started. Sean said he will communicate the commission's concerns to Kim in Engineering Sean said the city wants to make sure traffic works as efficiently as possible. AGENDA ITEM #5: Southwest Corridor and Ballot Measure Update Information regarding Sly Corridorplanning and Measure 34-70 (March 7 9 election)— (Councilor Gretchen Buehner)Attachment 3 Councilor Buehner brought the commission up to date on SW Corridor, High Capacity Transit (HCT) Planning and said the committees have progressed to the point where the focus is now on two areas for continued study- bus rapid transit and light rail. The city's objective is to look at alternatives that might solve present and future traffic issues in the area. If Measure 34-10 passes, Tigard couldn't attend future planning meetings with the other agencies in the area that are doing transportation planning for the SW Corridor and Tigard would be required to formalize its non-participation by sending an opt out notice every year addressed to all agencies that are involved in the HCT process. The outcome would be that Tigard would lose the chance to have a meaningful voice in what will happen transportation-wise that will affect this area. The city could also lose funding sources to continue to do transportation projects. Opportunities for connecting trails and other road projects linking Tigard to neighboring communities could be lost as well. AGENDA ITEM #6: Strolling Street Landscaping Program Concept Action item: Review concept and consider making a recommendation to the CCDA Board(Sean Farrelly) Attachment 4 Sean presented a slide presentation to the commission members asking for their support to carry a proposal forward to CCDA for this program which would be managed similar to the fa§ade improvement program. The Strolling Street Landscaping Program would provide matching funds for business owners to improve the private landscaping areas in front of their businesses. There was some peripheral discussion about the availability of garbage and recycling bins, and installing public restrooms however the commission agreed these are matters that should be addressed further on in the process. Phil Thornburg suggested members look at the North Mississippi area to see what they've done there. The commission members agreed that the program is worth exploring. Chair Murphy said he will be at the CCDA the fist Tuesday in March and let the CCDA know the CCAC supports further study for this new program proposal. CCAC Meeting Minutes for Wednesday,February 12,2014 Page 2 of 3 AGENDA ITEM #7: CCDA Liaison Report/CCAC Goal Setting Re ort from Febrayry 4 CCA mecLnZ revieav ro osed CCDA Board calendar, and goal discussion (Chuir.Vfupby and Sean Farrelly) Attachment 5 Carine said the calendar is indicative of what discussion items will be coming up on future CCAC agendas however she wasn't clear on what level of detail should be addressed. This is a new process for communicating with CCDA. This calendar organizes upcoming topics for the CCDA and CCAC. Tom proposed doing goal setting in stages this year instead of in one session. The members decided it would be most effective to look at Council's strategic plan for this year, see how it corresponds to the CCDA action items and look at the bubble chart again. Carine proposed organizing relevant information from key documents. Carine will organize reference documents for the CCAC goal setting process. Sean pointed out the calendar is not all inclusive as it doesn't include the 2014 joint CCAC/CCDA meeting and other items could be added. Tom tasked the CCAC members to look at the calendar and be prepared to discuss any recommendations they might have regarding ghat the CCAC and CCDA should do during the coming year. AGENDA ITEM #8: Criteria for Fee Reimbursement Requests (continued) Action item: Consider criteria to reimburse building and planning permit fees and make recommendation to CCDA Board. (Sean Farrell ) Attachment 6 The commission continued their discussion from the January meeting. Richard Shavey said it might be helpful for the commission to invite Economic Development Manager Lloyd Purdy to their Match meeting to help with the discussion on economic development aspects. Deane said she would like to see a list showing all the fees a developer would pay for a project. Tom said it would be helpful to have staff lay out the entire process a developer goes through to do a project. Carine suggested an overview of processes, costs and incentives. The topic will be scheduled for a future meeting. AGENDA ITEM #9: Liaison Reports A. Carine said she didn't make it to the PRAB B. Elise updated CCAC members on TTAC discussion items from TTAC's last meeting. C. Tom asked that once the new CCAC members are appointed, they have executive session training as soon as possible. D. Fees include design review,building permit fees,Transportation Demand Tax, Clean Water Services fees. Currently fees associated with approved Facade and Targeted Improvement Program projects are 50%reimbursable within the maximum reimbursement of$25K for facade program, or the maximum reimbursement for Targeted Improvement Program. For projects outside of these programs, a fee reimbursement could be an additional incentive. Potential criteria Does the property improve the property, not just maintain it? Does the project have the potential to enhance Downtown? Does the requested reimbursement leverage significant private investment? Will project increase tax increment (by adding square footage to an existing building)?
