APPLICATION SUMMARY FILE NAME: McDonald's Remodel CASE NO.: Minor Modification (MMD) MMD2013-00043 PROPOSAL: The proposed minor modifications to existing development would allow the exterior remodel of an existing 4,910 square-foot restaurant (McDonald's), including the addition of a 27 square foot cash booth to facilitate drive- through ordering, and site improvements associated with the addition of a second order lane for drive-through customers. The C-G zoning district is designed to accommodate a full range of retail, office and civic uses with a City-wide and even regional trade area. A wide range of uses are permitted conditionally. APPLICABLE REVIEW CRITERIA: Community Development Codc Chapters 18.360.060.0 SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. BACKGROUND INFORMATION Site Information: The project site is located at 16200 SW Pacific Highway, at the peripheral edge of the Tigard Towne Square Shopping Center, located at the southeastern corner of Pacific Highway and Durham Road. The parcel is approximately 0.87 acres in size and contains a McDonald s fast food restaurant approximately 4,910 square feet in size. The parcel constitutes Pad "C" of the Tigard Town Square Shopping Center and is surrounded by shared parking lots to the south and east, and buffer landscaping to the north and west. Proposal Description: The proposed minor modifications to existing development include the following site and structural modifications: > Removal and replacement of existing exterior siding and mansard roof, to be replaced by new cement board lap siding, corrugated metal, ceramic tile, metal trellises and awnings, and a new parapet roof that would raise the structural height from 16"10" to 19"11". > Expansion of the existing structure by approximately 27 square feet on the western side in order to accommodate a cash booth addition to facilitate ordering. > Modification of the existing drive through lane in order to create a second ordering point along the northern side of the building, including the conversion of six angled parking spaces into two parallel parking spaces, and the conversion of approximately 299 square feet of impervious surfaces to new landscaping. > Site modifications necessary to comply with the Americans with Disability Act. > Addition of five bicycle parking spaces near the southern entrance. Sign permits were not included as part of the application. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: The proposed change in use requires a Minor Modification to approved plans or existing development. Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: The proposed site modifications comply with city standards regarding motor vehicle and bicycle parking. drive-aisle dimensions, minimum queuing lane lengths for drive-throughs, structural height limits, and setbacks. Existing rooftop equipment that is now visible from the public right of way and parking lot will be screened by the height of the new MMD2013-00043 McDonald's Remodel Page 2 of 8 parapet roof. The project site is not within a designated plan district and as such exterior design standards do not apply. The percentage of impervious surfaces on site would be reduced by approximately 299 square feet, to be replaced with new landscaping. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in TDC18.360.050.B.1-11 are either satisfied or do not apply. No relevant conditions of approval were discovered during a review of the site's permit history. City engineering staff determined that the proposed changes to the drive-through facilities and parking areas would not affect off-site traffic. Therefore, the proposed development is not a major modification. This criterion is met. CONCLUSION: The proposal is a minor modification of existing site development and is in compliance with the applicable requirements of this title. SECTION V. As such, the Director's decision is final on the date it is mailed or otherwise provided to the applicant,whichever occurs first. Location and access. With regard to the location and access to bicycle parking: 1. Bicycle parking areas shall be provided at locations within 50 feet of primary entrances to structures; 2. Unfortunately the revisions don't satisfy all of the completeness issues, as detailed below. First, the existing rooftop equipment is presently visible from the public street due to the existing restaurant being located at a lower elevation than the adjacent roadways. This is illustrated in the attached photographs,which shows view from both the sidewalk (taken by myself this morning) and inside a moving vehicle (attached screenshot from Google Maps streetview). As such we will need more affirmative documentation that the altered parapet wall will be of sufficient height to screen the rooftop equipment. I recommend placing the dimensions of the equipment on the elevations. Second, we require additional plan details to show compliance with bicycle parking standards set forth in 18.765.050, including but not limited to parking for five bicycles. The note provided in "SP-17" is not sufficient to show compliance with standards. Unfortunately the revisions don't satisfy all of the completeness issues, as detailed below. First, the existing rooftop equipment is presently visible from the public street due to the existing restaurant being located at a lower elevation than the adjacent roadways. This is illustrated in the attached photographs,which shows view from both the sidewalk(taken by myself this morning) and inside a moving vehicle (attached screenshot from Google Maps streetview). As such we will need more affirmative documentation that the altered parapet wall will be of sufficient height to screen the rooftop equipment. I recommend placing the dimensions of the equipment on the elevations. Second, we require additional plan details to show compliance with bicycle parking standards set forth in 18.765.050, including but not limited to parking for five bicycles. The note provided in "SP-17" is not sufficient to show compliance with standards. If you have questions regarding these requirements, please do not hesitate to contact me before six pm today or after I return from Christmas holiday on December 30, 2013.
