You have requested to modify the use of the site including storm drainage, parking re-distribution, driveway relocation, tree planting, common space upgrades and re-paving. There will be no proposed change of use of the property. Exterior changes to the buildings consist of minor structural replacements and cosmetic work. The submitted plans reflect the current and proposed conditions. Analysis of Modification Request: Section 18.360.060 of the Tigard Development Code Site Development Review chapter states: "Any modification which is not within the description of a major modification as provided in section 18.360.050 shall be considered a minor modification." Section 18.360.050 states that the Director shall determine that a major modification(s) has resulted if one (1) or more of the changes listed below have been proposed: 1. An increase in dwelling unit density or lot coverage for residential development. The proposal does not involve an increase in dwelling unit density. Therefore,this criterion does not apply. 2. A change in the ratio or number of different types of dwelling units. The proposal does not change the ratio or number of different types of dwelling units. Therefore, this criterion does not apply. 3. A change that requires additional on-site parking in accordance with Chapter 18.765. The proposal does not require additional parking and the re-distribution of spaces conforms to current standards. Therefore,this criterion does not apply. 4. A change in the type of commercial or industrial structures as defined by the Uniform Building Code. The proposal does not change its current multi-family use and does not apply to change in type of commercial or industrial structures. Therefore,this criterion does not apply. 5. An increase in the height of the building(s) by more than 20 percent. The applicant has not proposed to increase the height of any buildings. Therefore,this criterion does not apply. 6. A change in the type and location of access ways and parking areas where off-site traffic would be affected. The proposal does include a re-location of the entry drive from Greenburg Ave., but off site traffic will not be affected as there are two other access drives onto North Dakota Ave. Therefore, this criterion does not apply. 7. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day. The proposal does not result in an increase in vehicular traffic to and from the site. Therefore, this criterion does not apply. 8. An increase in the floor areas proposed for a non-residential use by more than ten percent excluding expansions under 5,000 square feet. The proposed modification is a multifamily residential use and does not include an increase in floor area. Therefore,this criterion does not apply. A reduction in the area reserved for common open space and/or usable open space that reduces the open space area below the minimum required by the code or reduces the open space areas by more than ten percent. The proposal and plans reflect an upgrade in the usability of common spaces and a small increase in area of useable open space. Therefore, this criterion does not apply. 10. A reduction of project amenities (recreational facilities, screening; and/or, landscaping provisions) below the minimum established by the code or by more than ten percent where specified in the site plan. The proposal and plans reflect upgrading recreation facilities and landscaping. Therefore this criterion does not apply. 11. A modification to the conditions imposed at the time of Site Development Review approval that is not the subject of criteria (B). 1 through 10 above this subsection. There have not been any previous conditions of approval for the use of this site. Therefore, this criterion does not apply. I had not taken into account the weather and staffing in other divisions. The application was returned to incomplete awaiting information required by the Development Engineering Division. The following is necessary for your application to be reviewed and deemed complete: • Discharge of the runoff from the buildings and pavement (proposed storm system) will require an easement from the adjacent property owner. • The proposed storm system will require review by Clean Water Services (David Schweitzer, 2550 SW Hillsboro Highway,Hillsboro, OR 97123). So a private treatment system using the StormFilters seems to be indicated. The major point is how the flows will be directed into the public system. Your plan shows a 60" water quality manhole leading to a 12" PVC line from the tax lot through what is described as a 15' Stm Easement on sheet C2.0 and a 10' pedestrian easement on figure 4 in the drainage report and into the existing catch basin at the end of the public ROW. The questions I have are: 1. Which easement is it and is it a public easement for storm drainage? 2. What type of catch basin is existing that is proposed to connect into? 3. The site plan shows the enclosure to have two front load containers, one being an 8yd trash and an 8yd mixed recycle, the largest size we have for the mixed recycle container is a 4yd. You will still be able to have both front load containers in this enclosure if you desire. The gate opening must be no less than 20'wide. There must be full swing gates that open at least 120 degrees. The gate placement must be in front of, not inside the walls to allow for the full 20'required. The gate also needs cane bolts and holes put in place so the gates can be held in the open and closed position. The owner is planning to remove some asphalt surface for landscaping along the buildings. There will be some sidewalk along the front of the buildings. EXISTING CONDITIONS Currently,the site has eight buildings and several small trees throughout the site. Most of runoff from hard surface is flowing toward the pavement and landscaping area located northeast of building 2. Based on the owner's contractor,there is a significant amount of runoff that enters the building crawl spaces(See Figure 2 for existing condition). There is one catchbasin at the southwest corner of building 1 and one catchbasin at the northeast of building 2 that drain into an existing infiltration system that is no longer working. A lot of the stormwater is from North Dakota that is draining onto the site. PROPOSED DRAINAGE The proposed storm system is shown as Figure 3. The areas were determined using existing condition and a final site design of the proposed pervious and impervious surfaces. Maps showing the existing and proposed development areas are contained in Appendix A. Curve Numbers Curve numbers used for the analyses are based on characterization of the site's soils as primarily Type C soils. The curve numbers represent values appropriate for wet antecedent moisture conditions, which is typical of the wet-weather conditions for the area. A curve number of 86 is assumed for the grassy conditions of the existing site. Curve numbers of 86 and 98 are used for pervious surface and impervious surface, respectively. Time of Concentration The times of concentration used for the analyses are summarized in Table 1. The pre-and post-development times of concentrations take into consideration of the on-site area that contributes to the peak discharges for the site. Calculations and flow paths for the calculated times are presented in Appendix A. Table 1. WATER QUALITY The existing impervious surface onsite is less than five acres and the existing impervious area disturbed by the redevelopment is less than 25 percent,therefore only 25 percent of the existing impervious area that will be required to treat(CWS R&O 07-20, Chapter 4, C page 11, & Table 4-1). Approximately 50 percent of the impervious area will receive — waterquality treatment in the stormfilter catchbasins.
