The Chair of the CCAC requested a meeting with the Board of the CCDA to get their direction on
implementing the urban renewal plan in 2014.
Tigard Municipal Code 2.64.070 establishes the City Center Advisory Commission to be comprised
of seven to twelve members appointed by the City Council, and its purpose is to assist in
implementation of the City Center Development Plan, to make recommendations to the City Center
Development Agency, and to help inform Tigard citizens of the plan's content and activities.

2013 Annual Report of the City Center Advisory Commission to the City Center

In February,2013, the City Center Advisory Commission (CCAC) presented its goals for the
calendar year 2013 to the Board of the City Center Development Agency (CCDA). The agenda for
the CCAC for the balance of 2013 was largely devoted to developing and implementing these goals.
This report is organized around that framework.
Goal I. Project Infrastructure
a. Oversee, review and provide input including the following key projects:
i. Main Street / Green Street Phases 1 and 2
ii. Public parking lot on Burnham Street near Main Street
iii. Open space / Downtown park / Plaza site
iv. Consider public restroom accommodations near plaza or transit center
b. Monitor ongoing projects:
i. 99W/Hall Gateway- flagpole park
ii. Lower Fanno Creek Park improvements and re-meander
iii.Tigard Street Trail
Outcomes:The CCAC was briefed on, and provided input for,a number of infrastructure projects
including the Burnham Street parking lot (completed),and the Main Street Green Street (contractor
selected). For potential open space/plaza CCAC worked to evaluate and prioritize Plaza site
selection. Promoting&gaining consensus on sites with CCDA allowed staff to enter active
discussions with owners of potential sites,which are still ongoing.
The CCAC Public Art Subcommittee worked with an artist this year on concepts for gateway art,
including a Downtown art visioning session held in March. The subcommittee and CCAC endorsed
the artist's concept; however, the Board of the CCDA,responding to stakeholder comments
expressed a desire to see additional concepts,which are currently being developed.
Partially as a result of CCAC advocacy, the Lower Fanno Creek Park improvements and re-meander
project was revived and will be included in an upcoming CIP. After funding and other issues are
worked out, the CCAC will also have input into the Tigard Street Trail design,particularly the
section that intersects with Main Street.
Goal II. Economic Development
a. Support the efforts of downtown businesses and property owners to better market the
area.
i. Receive reports from and monitor the work of the contracted facilitator in
downtown.
ii. Engage neighborhoods, business owners,property owners,potential tenants and
developers within the process.
b. Ensure that Main Street/Green Street phases 1 and 2 are constructed with as little
economic impact as possible on downtown businesses.
i. Apply lessons learned from completed Burnham Street process to Main Street

Green Street Phases 1 /2.
ii. Include businesses on and adjacent to Main Street within this process.
c. Promote downtown Tigard through outreach to developers and solicitation of
businesses.
d. Encourage land assembly and direct development options.
e. Review developer incentives matrix and advocate as necessary for implementation
with CCDA.
f. Continue to improve our knowledge of the downtown businesses and customer base
using census information, cultural demographics, trends, and other statistics.
Outcomes: The CCAC has welcomed the activities of the Tigard Downtown Alliance,which started
to coalesce in 2013.Two commissioners participate on the group's ad hoc committee.The CCAC
has received updates from the Tigard Area Chamber of Commerce, the contractor for Downtown
events on the Street Fair and the Explore Downtown Tigard website. Members of the CCAC
encouraged the development and promotion of the Third Friday events
Based on local businesses feedback from the Burnham Street experience,the commission focused
on advocating for business needs during the upcoming Main Street Green Street project.
The CCAC endorsed and wrote a letter of support for the city's successful CET Grant application,
which will provide $100,000 to do feasibility work for housing/ mixed use development on two
Downtown properties,including the Ash Ave. Public Works Yard. The CCAC will provide input on
criteria to base a decision on moving ahead with the projects.
A demographic report for Downtown and the larger Tigard area was distributed to the commission.
Goal III. Facade Improvement and Targeted Incentive Programs
a. Review program outcomes and define program success
b. Continue to promote, expand, and adjust the program.
i. Consider expanding program onto streets in addition to Main.
ii. Pursue endorsements from participants.
Outcomes:The commission, through its participation in the Urban Renewal Improvement
Programs Joint Committee,has continued to provide oversight to the Facade Improvement and
Targeted Improvement Programs. In 2013,seven approved facade projects were completed (Max's
Fanno Creek Brewpub, Cafe Allegro,Sherrie's Jewelry Box, 12564 SW Main Street,FishField,Wei
Li Acupuncture, and Pacific Paint). Since the start of the program in 2009,twelve projects have been
completed,with four others in progress,and an additional seven businesses/properties have
received design assistance. On the recommendation of the joint committee, the first two Targeted
Improvement Program matching grants were made to new catalytic businesses (Symposium Coffee
and Jeffrey Allen Home Interior).
Goal IV. Land Use &Transportation Planning
a. Advocate to TTAC and CCDA on behalf of top three priority Connectivity Plan
elements:Ash Avenue rail crossing, Scoffins/Hunziker intersection realignment, and
Commercial/Main intersection realignment.

b. Engage in regular communication with TTAC to ensure SW Corridor planning, and
other transportation plans meet the needs and values of downtown and the greater
community.
c. Begin an action plan to cover the remaining years left in the URD
Ctut�om_e_s:The commission continues to engage with the Tigard Transportation Advisory
Commission,and the chair has acted as a liaison between the two groups. Commissioners have also
been active in participating in Metro's Southwest Corridor planning program, helping to shape
future land use and high capacity transit plans affecting downtown.The CCAC advocated that both
Bus Rapid Transit and Light Rail,with stations in Downton-n,continue to be studied as part of the
Alternatives Analysis.
The CCAC developed a three-year action plan for urban renewal projects. Staff,with consultant
assistance,developed a Financial Plan for the urban renewal agency. Both of these plans will help
the CCAC develop an action plan for the remaining years in the urban renewal district.
Goal V. Communication
a. Liaise with CCDA,PRAB,TTAC, Budget Committee, and other boards.
b. Engage in on-going communication with CCDA, Council, and Staff.
c. Engage in on-going communication with citizens of Tigard through Cityscape and
other means.
Outcomes:The commission continued to maintain and improve its communications with other
boards and commissions. One or more commissioners routinely attend Park and Recreation
Advisory Board (PRAB) and TTAC meetings.The PRAB/CCAC joint committee tapered off due
to real estate negotiations slowing the process of plaza site selection.The chair of the CCAC has
regularly attended CCDA Board meetings,including executive sessions,and Council/CCDA's
liaison regularly attends CCAC meetings. The chair and other commissioners also serve on the ad
hoc committee of the Tigard Downtown Alliance.
After the city successfully obtained a$25,000 grant to start up a Brownfields Initiative, the CCAC
sponsored a well-attended workshop nn their October meeting date.
The CCAC engaged with the general public in a number of ways. Sraff incorporated CCAC feedback
into the urban renewal ballot measure explanatory statement,making the language more straight
forward. CCAC members wrote a letter of support for the urban renewal ballot measure that was
published in the Tigard Times. Many members advocated individually for its ultimately resounding
win.
The City Center Advisory Commission looks forward to further progress in the year to come.

STAFF RECOMMENDATION /ACTION REQUEST

for decision making on redevelopment of the Public Works Yard.
KEY FACTS AND INFORMATION SUMMARY
In September,2013,Tigard was awarded a$100,000 Community Planning and Development Grant
(funded by CET) from Metro for Downtown Tigard Mixed Use Development Projects. The desired
outcome of the grant- funded activities is to redevelop two opportunity sites in the downtown with
housing and mixed use development,one on the city's 3.26 acre Ash Avenue Public Work Yard (Site
1) and a separate site to be acquired by the developer (Site 2). The Development Agency is partnering
with a local developer,George Diamond properties.
The grant will fund a number of pre-development tasks,with the CCDA and the developer also
contributing funding. Among the tasks are environmental investigations, appraisals and surveys,
market studies, conceptual design and cost estimates,potential public/private funding strategies and
draft development agreements. Any resulting development agreements will be brought to
Council/CCDA Board for review. The resulting projects are expected to deliver the first significant
new market-rate residential units in the downtown.
To date these tasks have been completed:
1. The Intergovernmental Agreement (IGA) with Metro was signed (authorized by Council in
November 2013.)
2. A consultant,John Spencer has been hired to manage the project. He will hire subcontractors in
real estate economics and architecture.
3. A Memorandum of Understanding has been negotiated with the developer stating expectations for
the project.
4. A Phase III Environmental Site Assessment was performed on the Public Works Site. The site was
found to have no major environmental issues.
5. Survey and appraisal on the Public Works Yard site are in progress.
The developer is currently attempting to gain site control of a second site. When that is complete, the
grant will pay for environmental reports, a survey and an appraisal for the second site. The schedule
for the rest of the tasks is:
- Conduct Market Studies for 2 Sites—April 2014
-Prepare Conceptual Design and Cost Estimates-June, 2014
- Evaluate Development Feasibility July 2014
-Draft Development Agreements and bring to CCAC for comments and CCDA Board for review
The City Center Advisory Commission has also recommended criteria for the City Center
Development Agency (CCDA) Board/City Council to consider when making decisions regarding the
redevelopment of the Public Works Yard. At their December 11 meeting, the CCAC recommended
the following criteria be considered:
1. Is consistent with urban renewal plan
2. Has ultimately positive effect on tax base
3. Maximizes leverage from private and other public sources
4. Promotes high quality,pedestrian friendly urban design and architecture
5. Contributes to placemaking and local identity
6. Promotes transit usage and accessibility
7. Provides increased housing density
8. Provides public amenities, for example,community meeting room, bike and pedestrian
connections.
9. Accommodates on-site parking
10. Includes a variety of price points and unit sizes
11. Integrates nature into project
12. Promotes sustainability
1-3 were considered mandatory,and 4-12 highly desirable.
The Board is requested to review these criteria.

The CCDA was reactivated by Resolution 05-32 on May 10,2005,and will meet occasionally to address issues related to
urban renewal.The CCDA,functioning as the city's urban renewal agency,will work on an urban renewal plan designed
to facilitate the development and redevelopment of downtown Tigard and possibly other areas within the city.
