It is our understanding that you wish to increase the height of the building in order to begin construction and that the intent is to come in at a later date to request approval to add a mezzanine level inside the building. The review is based soley on the building height increase and in no way approves any additional changes to the building including floor area. Staff will review additions to the floor area once an application is submitted which includes an adjustment to the parking requirements. The Tigard Community Development Code, Site Development Review Section, states; "if the requested modification meets any of the major modification criteria, that the request shall be reviewed as a new Site Development Review application." Section 18.330.020.B.2 states that the Director shall determine that a major modification(s) has resulted if one (1) or mote of the changes listed below have been proposed: 1. An increase in dwelling unit density or lot coverage for residential development. The proposal does not involve residential property. Therefore, this standard does not apply. 2. A change in the ratio or number of different types of dwelling units. This criterion is not applicable, as this request does not involve a residential development. 3. A change that requires additional on-site parking in accordance with Chapter 18.765. The proposal will increase the height only and will not increase the building square footage, therefore, additional on-site parking is not required. 4. A change in the type of commercial or industrial structures as defined by the Uniform Building Code. No change in the structural occupancy type of the building is proposed. Therefore, this criterion is not applicable. 5. An increase in the height of the building(s) by more than 20 percent. A change in the type and location of accessways and parking areas where off-site traffic would be affected. This request will not require a change in accessways or parking areas where off-site traffic would be affected. Therefore, this criterion does not apply. 7. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day. This modification will not generate additional vehicle trips. Therefore, this criterion does not apply. 8. An increase in the floor areas proposed for a non-residential use by more than ten percent excluding expansions under 5,000 square feet. The proposal will not increase the square footage of the building or floor area. Therefore, this standard does not apply. 9. A reduction in the area reserved for common open space and/or usable open space that reduces the open space area below the minimum required by the code or reduces the open space areas by more than ten percent. The modification will not affect landscaping or open space, therefore, this standard does not apply. 10. A reduction of project amenities (recreational facilities, screening; and/or, landscaping provisions) below the minimum established by the code or by more than ten percent where specified in the site plan. The increase in height will not affect project amenities. 11. A modification to the conditions imposed at the time of Site Development Review approval that is not the subject of criteria (B). 1 through 10 above. The modification will not impact any of the conditions of approval. THIS REQUEST HAS BEEN APPROVED. PLEASE SUBMIT A COPY OF THIS LETTER WITH YOUR PROPOSED MODIFICATIONS TO THE BUILDING DEPARTMENT. As you are aware, the 2.31-acre site is located on o Cascade Boulevard west of Greenberg Road (Tax Lot 500 in T1 S, R1 W, Section 35BC). Z The Minor Modification request is to add 4 feet 9 inches to the height of the building. The opurpose of the height addition is to accommodate a 4,878-square-foot mezzanine space that the dealership proposes to add in the future. The mezzanine is not included in this Type I review because the increase in floor area from the mezzanine will require an N additional 14 parking spaces on site, and the dealership is in the process of requesting a reduction to this requirement. A preapplication conference for a Type II Adjustment to reduce the parking requirement is scheduled for August 22. This Modification application is being submitted prior to the Adjustment application to allow Building Group Department review of the structural changes to the building as soon as possible. Mackenzie, Incorporated The building approved by the previous Site Development Review is shown at 24 feet high. Interior Design The proposed addition of 4 feet 9 inches would increase the building to 28 feet 9 inches Land Use Planning high. This represents a 20% increase in the height of the building, which does not exceed the 20% threshold for a Major Modification listed in 18.360.050 B.5. Group Mackenzie Engineering. The property is zoned I-P (Industrial Park). The maximum height allowed in the I-P zone Incorporated is 45 feet, so increasing the height to 28 feet 9 inches will not exceed the requirements of Civil/Structure: the IP zone. No other changes to the building are proposed at this time, so no other code Engineering Transportation requirements apply to this Modification request. The addition of the mezzanine will require 14 additional parking spaces on site. Because no new parking spaces are proposed with the addition, it is necessary to obtain a Type II Adjustment to reduce the number of required parking spaces before the mezzanine can be included on the building permit. August 9th Submit an application for a Pre-application Conference with the City of Tigard for the Type II Adjustment to the number of parking spaces. City review fee-$240. (Done) August 14`h Submit an application for a Type I Minor Modification to the Development Review to increase the height of the building. City review fee-$100. August 21" Submit the building permit application showing the increased height and"future" mezzanine and canopy(not included with the permit). August 22"d Pre-Application Conference for Type II Adjustment at 10 a.m. at the City of Tigard. August 25th Submit the Type II Adjustment application. Also submit an application for a Type I Minor Modification for the mezzanine addition. The City review fee for the Adjustment is$545, and the Minor Modification is$100.
