Notice is hereby given that the City of Tigard Community Development Director's designee has
APPROVED the above request. The findings and conclusions on which the decision is based are noted
in Section IV.
THIS APPROVAL SHALL BE VALID FOR 18 MONTHS
FROM THE EFFECTIVE DATE OF THIS DECISION.
SECTION III. BACKGROUND INFORMATION
Site Information:
The project is located at 11460 SW Pacific Highway; south of SW Pacific Highway and west of SW 68th
Parkway. The site, located within Tigard Triangle Plan District,is approximately 2.8 acres and contains
one commercial building,operating as Quality Inn Hotel, and associated parking lot.
Proposal Description:
The proposed application is to modify the previously approved landscaping plan. The proposal includes
removal of 36 existing trees, approximately 18,809 square feet of tree canopy due to the trees poor health
conditions. The proposal also includes replanting of 73 trees, of which 58 will be used toward meeting the
canopy requirement. The trees are varieties that were selected from the city's approved tree list. The
modification results in an increase in mature tree canopy for the site.
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW:
The proposed change in use requires a Minor Modification to approved plans or existing
development. Section 18.360.060.0 states that a minor modification shall be approved,
approved with conditions or denied following the Director's review and as follows:
1. The proposed development is in compliance with all applicable requirements of this
title; and
FINDING: Upon review of the proposal's plans and narrative, staff finds that the proposal
complies with all applicable requirements of this title. This includes but is not
limited to building height, setbacks, and parking requirements. Specifically, for
this proposal TDC 18.790 Urban Forestry Plan requirements are the main
concern. The applicant states within the application materials that the newly
planted trees will result in an increase in tree canopy area. The current trees
proposed for removal are approximately 18,809 square feet of tree canopy and
the newly planted trees will provide 37,943 square feet of tree canopy. This is
an increase of approximately 19,134 square feet. As demonstrated below, the
proposal meets the minimum canopy requirement of 33% (40,105 square feet)
for the 2.79 acre site. This criterion is met.

2. The modification is not a major modification.
FINDING: Staff finds that the changes listed in TDC18.360.050.B.1-11 are either satisfied
or do not apply. Therefore, the proposed development is not a major
modification.This criterion is met.
CONCLUSION: The proposal is a minor modification of existing site development and is in
compliance with the applicable requirements of this title.

The City has received your application for minor modification permit review
(MMD2013-00045) to modify the landscape plan at the existing Quality Inn site. The
development site is located at 11460 SW Pacific Highway. Staff has completed a preliminary
review of the submittal materials and has determined that the following additional
information is necessary before the application can be deemed complete:
1. Clean Water Service "Sensitive Area Pre-Screening Site Assessment" signed off by CWS.
2. Landscape Plan.
a. The replanting plan should correspond with the tree numbers listed in the replanting
plan table (use letters to distinguish from the removal plan).
b. Is tree #37 (preserved tree) on the removal plan the same as tree # 24 on replanting
plan? If so, use the same number on both plans.
Please provide 3 copies of each revised document. If re-submitting individual
pages/sheets you will need to replace them in the existing packets previously
submitted. The updated code, which reflects the changes from the urban forestry code
