1. Call to Order—Judith called the meeting to order at 6:37 p-m.
2. Roll Call —All attendees at the meeting introduced themselves and their relationships to
transportation planning.
3. Southwest Service Enhancement Plan —Tom Mills.
A. Judith gave some introductory remarks about the purpose of the meeting. At their last meeting
she shared with TTAC the opportunity to apply to TriMet for grant funding under the Job
Access Reverse Commute QARC) program to provide additional transit service in TriMet.
Grant applications are due before the next TTAC meeting, so TTAC requested that a special
meeting be held to learn more from TriMet staff.Judith invited guests from TriMet to first
talk about the upcoming Southwest Service Enhancement Plan in order to provide some
context for the JARC opportunity.
B. Tom Mills described an upcoming effort by TriMet called the Southwest Service
Enhancement Plan, which will include Tigard, Tualatin, Durham, King City, Sherwood, Lake
Oswego and West Linn. It is aimed at identifying potential improvements to existing bus

service with current resources or incremental increases in the future. They recently completed
the Westside Service Enhancement Plan, which included Beaverton and Hillsboro. Tom
handed out a fact sheet (Attachment 1) to give attendees an idea of what TriMet has planned
for the Southwest.
C. The Southwest Service Enhancement Plan will get underway later in 2013 and will include
TTAC. Tom asked for any initial comments or suggestions from TTAC about current service
problems or opportunities.
Feedback from the committee members:
1) Once the new Walmart opens employees using transit will increase ridership.
2) Other businesses currently in the area that have employees who would probably take
advantage of increased service hours for transit in the Triangle area are WinCo, Costco, and
Fred Meyer.
3) Westside Christian High School is moving into the Tigard Triangle on the overlook at the
Hwy 99 and 217 interchange. George Fox University also has an extension center in the
area.
4) Tigard-Tualatin School District employees might benefit from this program as well.
4. Job Access Reverse Commute (JARC) Grant program—Dan Marchant.
This is a federally funded program with the intent of promote access to jobs. The grant helps fund
transportation services that provide access to work centers. A related memo is shown as
Attachment 2. Tualatin has had a JARC funded shuttle program for the past several years and it's
been very popular in that area. Dan passed out a map showing the study area for Tigard
(Attachment 3). Some things to note:
• TriMet has the authority to make the allocation decisions; they engage an
advisory group for input.
• This is the last year the program has federal funds. As such, there is no
assurance or identified resource for funding after the current grant year.
• There is still some grant money left over from previous years that hasn't
been spent and this may be an opportunity to extend service for future
years.
Other feedback/comments from the committee members:
•Any bus service that could be provided on Tigard's retail corridor and on
through to Tualatin or Bridgeport will be helpful.
• WouId like to see more public transportation available for low income
workers.
• It may make sense to offer split coverage at the beginning and end of
standard shifts, for instance; morning coverage for four hours and
evening coverage for four hours.

• Smaller buses, similar in size to the ones used to shuttle people at the
airport, would probably work best.
• More public transportation would encourage more business to locate in the
Triangle/Bridgeport/Tualatin area.
• Need to look at what the resource will be after the grant money runs out.
WRAP-UP: Triplet can use money still left from previous JARC years and if this route is successful
TriMet may be able to keep this funded until the next federal grants bill comes through. Judith will
continue to work with TriMet representatives and bring TTAC up to date on the progress at the
regular April TTAC meeting.
5. Other announcements -Judith made these additional announcements:
A. TriMet representatives would be at Max's Fanno Creek Brew Pub on Tigard's Main
Street the following evening to talk to people about the Line 12 and Line 94 Portland
to Sherwood bus service. The meeting is open to everyone. If you can't make the
meeting but have comments, you can submit them to Judith or Dan who will forward
them on.
B. Mayor Cook will be having Town Hall meetings on 51h Tuesdays. The first one coming
up is on April 30th. The Southwest Corridor will be discussed.

and service adjustments that provide additional connections n the cities of Lake Oswego,Tigard,and
Tualatin.

integration of the 's ongo' ork to identify the unmet mobility needs of these segments of our population
and to coordinate Wu . ult' encies in developing and delivering cost-effective services and programs. The
CHSTP includes an an o ent employment data available and identifies geographic employment areas,
consistent with Metro's R It 2040 land-use designations for employment/industrial sites, which exhibit a large
supply of jobs and high densities of employment where service gaps exist. Projects funded through the Job Access
and Reverse Commute Program (JARC, Section 5316) in SAFETEA-LU, are required to be derived from this
locally developed, coordinated public transit-human services transportation plan. The 2009 CHSTP features a
detailed analysis of Tigard/North Tualatin,ranked as the largest employment area with great needs for better transit
service.
• Southwest Corridor Plan(In-progress):The Southwest Corridor Plan guides the pursuit of transportation and
transit alternative opportunities throughout the Southwest corridor.This overarching plan unifies local land use and
community vision plans—namely Tigard Connections and Linking Tualatin.The Southwest corridor identifies
Tigard Triangle,PCC,Downtown Tigard,Kruse Way/Lake Grove,Upper Boones Ferry,Bridgeport Village/Lower
Boons Ferry,and Downtown Tualatin as corridor focus areas.

Concept
The proposed network design and concept service(Figure 1)is intended to serve the current transit needs of the cities of
Tigard,Tualatin,Lake Owego detailed above,with sensitivity to low-income,minority,disabled,and job-seeking
individuals,and to think ahead for an`early win'that supports the Southwest Corridor Plan. The concept changes are located
along the SW 72nd Avenue and Kruse Way employment areas between the Tigard,Lake Oswego,and Tualatin Transit
Centers,changing the routing of Lines 44,37,and 38 in order to improve frequency and connection to these target areas. The
concept service will allow TriMet to offer additional hours and ability to transfer,especially for low-income,minority,
elderly and disabled individuals seeking trips to and from employment sites.The immediate focus will leverage regional
FY2014 JARC funds to(1)add new service on SW 72nd Avenue by way of SW Dartmouth Street between Tigard Transit
Center and Tualatin Park-and-Ride, (2)restructure routes 37 and 38,and(3)add additional frequency to Line 37.
Terminating the routing of line 38 at either the nexus of Kea Parkway and Booties Ferry Road or PCC will allow an
operations cost offset to help run service on SW 72"dAvenue. Once the improvements to Lines 37&38 are made,the portion
of Lower Booties Ferry currently serviced by line 37 will be replaced by an extension of Line 44 from PCC to Tualatin Park-
and-Ride.If the improvements to Lines 37&38 occur before the extension of Line 44,the lower portion of Booties Ferry will
either not be serviced or Line 36 may be extended to serve the gaps in service.
Time/Cost Structure Estimate
Terminating Line 38 in the Mountain Park area or PCC will free up 5 hours of daily service that will be transferred to the
proposed new route on 72"d Avenue.The initial assumption is this new route will run eight hours of service a day,the five
hour savings is applied and the cost is 3 additional vehicle hours,or$70,980 annually.In order to increase frequency on the
proposed route change to Line 37,adding four vehicle hours will cost$94,640 annually.
Thus,the total annual cost estimated to implement the proposed Line 37&38 route changes,frequency increase on Line 37
and add new service on 72"d Avenue is$165,620.

Next Steps
TnMet will work with the Cities of Tigard,Lake Oswego,and Tualatin to implement Line 37 and 38 route changes mutually
beneficial to all three jurisdictions. The conceptual changes to routing will require that additional fanding sources be
identified,and TriMet understands that jurisdictional resources are limited. The Cities of Tigard and/or Tualatin can play a
key role in rolling out the service changes in the enhancement focus area serving the Tigard/North Tualatin Employment
Area detailed in the CHSTP by applying to the regional FY2014 JARC discretionary process for the$165,620 in funds
needed to implement the changes to Lines 38,38 and new route on SW 72"d Avenue. The City of Lake Oswego can support
Tigard,Tualatin,and TriMet by providing letters of support and identifying any opportunities to leverage private sector
.unds. Concurrently with Line 37 and 38 route changes and service addition on SW 72"d Avenue,TriMet will continue to
engage the jurisdictions in discussion regarding the coordination of the Line 44 extension to Tualatin,focusing on identifying
possible funding opportunities and considering other changes to the transit service landscape in the near future.Future work

to reach this implementation of proposed service changes will involve a component of a customer service public outreach
process and written system-wide integrated TriMet service schedule.

changes/additions and to ask Tigard to take the lead on submitting an application for FY2014 JARC.
