TIGARD-TUALATIN SCHOOL DISTRICT 23J - OWNER/APPLICANT
APPLICATION: The app'tcant seeks approval for a Minor Modification to an
existing Conditional Use to allow placement of one 1,680 square foot portable
classroom structure on the James Templeton Elementary School site. ZONE: R-4.5
(Residential, 4.5 units/acre) LOCATION: 9500 SW Murdock Street (WCTM 251 11AC,
tax lot 2901).
DECISION: Notice is hereby given that the Planning Director's designee for the
City of Tigard has APPROVED the above request subject to certain conditions. The
findings and conclusions on which the decision is based are noted below:
A. FINDINGS OF FACT
1. Background Information
Tite location of James Templeton Elementary School was annexed into
the City of Tigard on March 15, 1967 (ORD 67-20). The site was
expanded to allow for an additional Physical Education facility in
1977 (CU 32-77).
2. Ylatnity_Infmatian
The subject site is surrounded on the north, east and south sides by
properties zoned R-4.5 (Reeidential, 4.5 units per acre). The
properties which are located to the west of Janie e Templeton
Elementary School are zoned R-3.5 (Reeidential, 3.5 units per acre).
Twality Junior High School is located due north of the subject site.
James Templeton Elementary school lies on the east side of SW 97th
Avenue. Southwest 97th Avenue is a two-lane road and is
functionally classified as a collector street.
3. Site. Information and Proposal Desuiption
The subject site 1.8 occupied by the existing school buildings
connected by paved walkways, a paved parking area, grassed areas and
existing playing fields.
The school district proposes to expand the Elementary School
Operations at this site through the installation of a two classroom
modular building. The modular building is proposed to be located
neat the southwest Cotner Of the parking lot. ACCeed to the two new
portable classrooms is proposed to be from etaire, a landing and
concrete Walkway which connect° to the southern classroom wing.
Expansion of a dchOO1 within the R-4.5 zoning diutrict requires
conditional Uee approval. conditional Use review is conducted by
the City's land use Hearings Offider. However, this agoliCatiori La
classified arit a minor modification to an exiting con4tional,Use
because the modular unit will add 1060 than 104$ additional floor
area to the existing structure(S) (Code Section 18.130.050-060).
This application is therefore subject to a Staff review and not a
Hearings Officer review.

4. Agenemand NPQ comments
The City of Tigard Engineeriag Division has reviewed the proposal
and has offered the following comments:
1. Public Improvements:
After reviewing the proposal the Engineering Department has
determined that all existing public improvements, streets,
storm drainage, and sanitary sewer systems are adequate to
handle this development and do not require additional
upgrading.
The City of Tigard Building Department has reviewed the proposal and
has offered the following comments:
1. Building permits shall be required prior to the placement
and/or construction of the modular unit on the site.
Tualatin Valley Fire and Rescue District has reviewed the proposal
and has offered the following comments:
1. Fire hydrant placement is required within 250 feet of all
portions of the structure. This distance shall be measured
around the outside of the structure and along access roadways.
General Talephone has reviewed the proposal and has offered the
following comments:
1. Any telephone facilities to be provided to the portable
classrooms will require 4 inch conduit provided by the
customer per GTE specifications. Additional cost may be
incurred by customer (possible billing).
The City of Tigard Operations Departments, Tigard Water District and
Portland General Electric have each reviewed this proposal and have
no comments or objections to it.
No other comments have been received.
B. ANALYSIS AND CONCLUSION
Alice: Community Development Code Chapters
18.50.040, 18.130.060(C), 18.130.150(0)(9), and Comprehensive Plan Policy
2.1.1.
The applicable criteria for approval of a minor modification to an
existing approved conditional use are contained in Code Section 18.130.060
(C). They are as follows
No Code provisions will be violated and
The modification is not a major modification.
The propOsed addition of a portable dladdrodm building on the site Of
aamed Templeton Elementary School is condistent with the above criteria.
Section 18.50.040 lists schools as a conditional use in the R-4.5 zoning
distridt. the site was approved for this use in the late 1960'd; prior to
annexation to the City of Tigard. subsequent reviews have confirmed the
use of this site ati a adhool fadility,

The proposal satisfies the setback, lot coverage, and building height
requirements of the R-4.5 zoning district and Section 18.130.150 (C)(9)
(Locational Criteria: Schools). Adequate landscaping already exists on
the site. The site provides adequate area for the needs of the existing
school buildings as well as the proposed modular building. The only
utility connection that must be made for the proposed building is for
electricity (possibly phone). Other public service providers have not
indicated that they would be unable to serve the, new modular building.
Existing site improvements satisfy other applicable Community Development
Code requirements. Existing trees satisfy the code requirement for
parking area tree e (Section 18.100.110). Adequate access and internal
circulation are provided for by the existing access and driveway which
circulates the bulk of school traffic, including all school bus traffic,
through the site. Adequate vision clearance is provided at all driveway
and road intersections. Pedestrian access to the school is provided by
the public sidewalk along S.W. Murdock Street.
Code Section 18.106.030(8)(9)(b) addresses the parking standards required
to provide adequate parking at elementary schools. This code section
requires 1.5 spaces for every employee, plus 1 space for each 100 square
feet of floor area in the auditorium or other assembly or 1 space for each
8 seats, whichever is greater. This criterion was not addressed within
the applicant's narrative or supplemental information, nor was this
information readily attainable by the City. Therefore, this code
requirement shall be addressed through the conditions or approval.
It is required that the,parking areas provide at least one appropriately
sized and located handicapped parking space for every 50 standard parking
spaces (Section 18.106.020(N)). This standard was not addratsed within
the information provided in the application mate4als. Additionally, Code
Section 18.106.020(P) requires that a miemum of ono secured bicycle rack
space be provided for every 15 automobile parking spaces. The applicants'
proposal did not address this requirement within the submitted application
materials. Therefore, the code requirements ior automobile and bicycle
parking shall be addressed through the conditions of approval.
The proposed expanded Use complies with applicable plan policies as
follows:
1. Policy 2.1.1 is satisfied because NPO #6 has been informed of the
proposal and has been given an opportunity to comment on the
proposal. In addition, notice of the proposal and the opportunity
to comment on the proposal has been sent to nearby property owners.
C. RECOMMENDATION:
The Planning Director's designee for the City of Tigard approves
Conditional 11061 Permit CUP 91-0006 allowing placement of a portable
modular classroom on the James Templeton Elementary School site SUBJECT TO
THE FOLLOWING CONDITIONS:
THE FOLLOWING CONDITTONS SHL% BE SATISFIED PRIOR TO THE ISSUANCE OP A
BUILDING PERMIT FOR INSTALLATION OF THE PROPOSED MODULAR BUILDINGS.
1. The applicant shall submit verification that adequate on-site
automobile and bidycle parking is available for both the existing

Dear Mr. Hillman;
I am writing in response to our telephone conversation on July 3,
1991 regarding parking requirements for Tigard public schools. The
need to address parking requirements stems from the recently
submitted conditional use applications, wherein School District 233
has received approval to allow the placement of temporary modular • classrooms on school grounds within the City.
The code requirements regarding the provision of adequate on-site
parking for elementary and junior high schools, state that 1.5
spaces be provided for each employee of the school. Two additional
employees shall be added to each school. This would necessitate a
attain= of three additional parking spaces to be added to each of
the affected scholls. Therefore, School District 233 has proposed„
and the City has accepted, the addition of the following numbers of
parking stalls to compensate for additional teaching staff at each
of the following schools:
Four (4) spaces to be added to Ta1ity Junior High School
ZZ
Four (4) spaces to be added to,Templeton Elementary School,'
Three (3) spaces to be added to Fowler Junior High School
Three (3) spaces to be added to Mary Woodward Elementary
School
This provision of additional parking spades satisfies the current
parking standards with relation to the placement of the modular
classrooms on the school sites and the addition of two employees
per site.

prior to the issuance of occupancy permits by the City of Tigard.

The parking shall be created on existing paved areas utilizing remarking and spacing of
the areas.

Subject: Application for Temporary Classrooms
The Tigard - Tualatin School District continues to grow at a rate that is exceeding our capacity at
certain locations. Templeton Elementary School now exceeds capacity and progections indicate
continued growth. We therefore find it necessary to request conditional use for one temporary
classroom building at Templeton Elementary.
Conditional use is requested through September 1993. At that time we will have additional
permanent schools constructed that will help to eliminate the need for temporary portable
structures.

handrails and porches of suitable size.
No utility connections will be required other than electricity. It is planned to obtain electricity from
the existing school power. Electrical service shall be underground from the existing building to the
portable structures.
