1. Call to Order at 7:45 p.m.
2 Roll Call - Present: Duffield, Ott, Sena
3. Minutes of September meeting were not discussed.
4. Presentation City Tax Base by Mayne Lowry. Wayne presented figures and
explanations of what the new tax base mould mean to the City. Wayne
also talked about the effects of Measure No. 5 an the City.
5. Gordon Martin on Transportation Alternative. Gordon presented his view
of an alternative route from 15 through the Triangle to Hall Blvd. He
left a nap with the NPO and also said that he would get a copy of the
State Highway Study to the NPO. Gordon said he would like to return
after theNPOhas had time to think about his proposal to see if the UPO
was in favor, neutral, or against. He mould like to get in on the
Comgrehensive Plan.
6. John Acker was present so he gave us a run down on the Cily proposals
for street amendments on the Transportation Plan Nap.
a. Do away with Burnham to Tigard Street connection.
b. Go back to original plan for Ash Avenue.
c. city will propose additional access off 99W to downtown.
7. Conditional Use Pormit/CUP 90-0005 - Robert Randall Coupamy.
a. We questioned the use of this area because of conditions we believe
were put on when Randall explained the buildings. We believe the
conditions were that the buildings Mould only be used for storage,
not business, and the graveled area mould be for access around the
buildings, not for parking or storage. • b. We also belie Ve the graveled area is in the floodplain.
c. lot permitted use or conditional use as per Chapter 18.66.
We feel We need to know if .these conditions do exist. As of now, we
oppoeze this request,
8. Sign Cade EXception/SCE 90-0007 - Tigard Water bistrict.
We feel there is no problem with a sign on Hall Blvd and that tbeplanS
look to fit in good with the rest of the complex.

Ed Duffield brought up the issue of land partial at
Garrett and 99W. The trees were removed and the creek
bed torn up. This had been done without any permits.

Dear Mr. Choy:
I apologize for taking so long to contact you regarding the status
of the application you submitted to amend the conditions of
approval of the above case. As you know, the hearing to consider
the amendments you proposed was postponed in order to clarify
whether the City's Community Development Code would allow the
request.
have had an opportunity to discuss the proposal to allow outdoor
storage of vehicles, *campers, and boats in the western portion of
the Burnham Business Park site with other staff members and the
Community Development Department Director. We_ conclude that the
proposed outdoor storage is not permissible in the CBD (Central
Business District) zone.
A supplemental provision was adopted which prohibited outdoor
storage of materials and vehicles in the CBD zone in 1987. This
provision obviously created a number of nonconforming uses,
including your neighbor, GTE, and the City shops to the north. On
important purpose of this provision was to restrict the expansion
of this type of activity in the downtown area and to encourage
further development of high density residential, office, and retail
uses.
A use variance to allow the outdoor storage you propoSe would not
receive a favorable recoMmendation from the staff and the chance of
approval by the Hearings Officer is remote. I discussed the zone
ordinande amendment option, to allow outdoor storage in the CBD
zone, with the Director and he felt, as I do, that the City Council
would not approve such a proposal.
Although you would certainly have the right to apply for a variance
or zone ordinance amendment, it appears that the only two feasible
options include 1) amending your pending conditional use
application (Case No, CUP 90-05) to omit the gravel area and
replace it with a paved driveway around the building with
additional landsCaping as appropriate or 2) withdraw the

application (we would refund the entire fee) , remove the stored
vehicles and materials, and install landscaping as appropriate.
