SUMMARY OF THE REQJEST The applicant requests approval of a Conditional Use (CU) permit and Sensitive Lands Review (SLR) approval of a plan to develop four softball fields, an accessory building, and a paved parking lot on a 26-acre parcel in tLe R-12 (Residential) zone next to Cook Palk and Tigard High School. The area to be developed contains significtint wetlands and is located in a 100-year floodplain. The applicant proposes to grade the ball field area with native fill, to import 3,800 yards of gravel for under the paved parking area, to enhance remaining wetlands, and to fence the ball fields and some of the perimeter of the site. The Corps of Engineers and Division of State Lands have issued permits for the proposed use. Staff recommended conditional approval of both requests. The applicant accepted the conditions of approval, except a recommended condition requiring a fence along the east property line. A sounel system and field lighting are planned in the future, but are not permitted by the propmed permit. One area resident testified in favor of a bike path along S.W. 92nd and with concern about noise and traffic that the ball fields would create. Site si 2,. and shape : The site contains 26 acres. The proposed development will be limited to the southern 20 acres of the parcel. The area to be developed is 680 feet (north-south) by 1275 feet (east-west). B. Site location The site is situated at the south end and on the east side of S.W. 92nd Avenue adjoining Cook Park. The applicant will build four softball fields on the south 20 acres of the site. a. 'Tot fields will face north and wilt be bout 80 feet from the eastern property line and 60 feet from the northern property line. Two more fields will face south and will be offset slightly to the west of the two northern fields. b. A roughly 1 00 -foot pedestrian and service vehicle corridor will be situated between the northern and southern sets of fields. An 800- square foot concession stand /restroom building will he Situated in the midd of the pedestrian area. c. A roughly 52,000-square foot paved parking lot is proposed for the southwest corner of the property, adjacent to 92nd Avenue. The parking lot will contain about 114 spaces. Assuming there are 24 vehicles associated with each softball game, then a total of 96 spaces are the minimum needed for the proposed use d. The applicant will retain or enhance about 6.5 acres of wetlands around the perimeter of the development area and will fence the area between the development and the wetlands. The applicant originally proposed to fence the whole site, too, but deleted the perimeter fence at the hearing. E Existing and proposed vegetation 1.
