Dear Mr. Huber:
This letter is in response to your request for a Minor Modification (MMD2005-00010) of the
approved Western Psychological Office site development located at 7455 SW Beveland Road,
WCTM 2S101AB, Tax Lot 1608. You have requested altering the building by adding 594 square
feet to accommodate a small employee meeting room, storage closet, and file room.
Analysis of Modification Request:
Section 18.360.060 of the Tigard Development Code Site Development Review chapter, states;
"any modification which is not within the description of a major modification as provided in section
18.360.050 shall be considered a minor modification."
Section 18.360.050 states that the Director shall determine that a major modification(s) has
resulted if one (1) or more of the changes listed below have been proposed:
1. An increase in dwelling unit density or lot coverage for residential development.
The proposal does not involve residential property. Therefore, this standard does not
apply.

2. A change in the ratio or number of different types of dwelling units. This criterion is
not applicable, as this request does not involve a residential development.
3. A change that requires additional on-site parking in accordance with Chapter
18.765. The proposed change to the buildings will add 594 square feet. From the
original decision (SDR2002-00009): "Table 18.765.2 states that the minimum parking for
Medical Office Uses is 3.9 spaces per 1,000 square feet. The maximum number of
spaces is 5.9 spaces per 1,000 square feet. The building is proposed to be 2,600 s.f.
The proposed building will require 10.14, rounded to 11 stalls for the proposed medical
office use. The site plan indicates that 13 stalls will be provided."
With the addition of 594 square feet, the required parking is 12.45, rounded to 13
spaces. The site already provides for 13 spaces. Therefore, no additional on-site
parking is required. This standard is met.
4. A change in the type of commercial or industrial structures as defined by the
Uniform Building Code. The previous building was classified for office occupancy. The
proposed changes will not alter this building code classification. No change in the
structural type of the building is proposed. Therefore, this criterion is not applicable.
5. An increase in the height of the building(s) by more than 20 percent. The addition
will match the existing building height. No height increase will result. Therefore, this
standard is met.

6. A change in the type and location of accessways and parking areas where off-site
traffic would be affected. No changes to the location of the site access is proposed.
Therefore this criterion is satisfied.
7. An increase in vehicular traffic to and from the site and the increase can be
expected to exceed 100 vehicles per day. The applicant states that the addition is to
enhance current operations; no additional increase in operations is proposed or
projected. The trip rate for an medical clinic use is 23.79 trips per 1,000 gross square
feet. As such, this building addition would represent an addition of roughly 14 trips per
day. This is substantially less than 100 vehicles per day. Therefore, this criterion is
satisfied.
8. An increase in the floor areas proposed for a non-residential use by more than ten
percent excluding expansions under 5,000 square feet. The proposal will increase
the square footage of the building by 594 feet. This standard is met.
9. A reduction in the area reserved for common open space and/or usable open
space that reduces the open space area below the minimum required by the code
or reduces the open space areas by more than ten percent. The minimum required
landscaping is 15%, and the site provides 63%. The loss of 594 square feet will reduce
the landscaping percentage to 59.4%, well in excess of the minimum required. Also the
required buffer landscape along the east property line is a minimum of 10 feet. The
proposed addition maintains 11.5 feet, in compliance with this requirement. Therefore
this standard is met.
10. A reduction of project amenities (recreational facilities, screening; and/or,
landscaping provisions) below the minimum established by the code or by more
than ten percent where specified in the site plan. Screening and buffering are not
impacted by this proposal. Therefore this criterion is met.
11. A modification to the conditions imposed at the time of Site Development Review
approval that is not the subject of criteria (B). 1 through 10 above. The site was
reviewed and approved through case file number SDR2002-00009. There are no
specific conditions that are affected by the modification request.
THIS REQUEST HAS BEEN APPROVED BY THE PLANNING DEPARTMENT. PLEASE
SUBMIT A COPY OF THIS LETTER WITH YOUR BUILDING PERMIT APPLICATION.
This request is determined to be a minor modification to an existing site. The Director's designee
has determined that the proposed minor modification of this existing site will continue to promote
the general welfare of the City and will not be significantly detrimental, nor injurious to surrounding
properties provided that, development which occurs after this decision complies with all applicable
local, state, and federal laws.
