The Pilot Test Plan is Phase H of a three phase strategy to develop ASR. Phase I comprises the Feasibility Study and Phase III involves the development of a full-scale ASR program. The City recently completed the Feasibility Study (MWH, July 2001), which indicated that the aquifer properties at the City's Well No. 1 (COT-1) site were most favorable to ASR testing. During the Feasibility Study, it was discovered that the condition of the COT-1 well did not meet the well construction standards of the Oregon Water Resources Department (WRD). As such, it was recommended that a new well be drilled on the same site to be used for ASR pilot testing and that the existing well be converted to a monitoring well. The following paragraphs provide background information and detailed information regarding the proposed well construction. BACKGROUND INFORMATION Aquifer Storage and Recovery (ASR) involves injecting surface water into the aquifer during low demand periods (winter months) where it is stored for future use during peak demand periods (summer months). The City is pursuing ASR as a short-term and long- term source of water. ASR can be a cost-effective way to store and provide low-cost water. EXISTING SITE CONDITIONS The proposed well site is located at 10310 SW Canterbury Lane, Tax Lot 2600 and is zoned R 3.5 —Urban Low Density Residential (See Figure 1). The lot extends almost the entire block between 103`d Ave. and Canterbury Lane. A private residence, Tax Lot 2700, is located near the center of the northern property line. The James Tigard Historical House is located on the northeastern side of the lot and faces 103`1 Ave. Along the southeast side of the lot is a stand of fir trees. The southern part of the lot is densely forested with fir trees, blackberry bushes and deciduous trees. Private residences are located along the west fence line and directly adjacent to the northeast fence line. The area to the south of the fenced area is densely forested. Currently it is undeveloped. A cyclone fence on the northwest side of the lot encloses two reservoirs, a storage building, Well No. 1 pump house and several storage bins. The majority of the fenced area is paved with the exception of the southwest corner and along the fence lines which are landscaped. Primary access to the site is gained via the 24 foot gate on Canterbury Lane. Additional gates are located on the west fence line and the southwest fence line. Large fir trees are located in the southwest corner and fenced with a wire line fence. Calvin Presbyterian Church is located directly across the street from the site. Landscaping along the north, west and east fence lines provide a visual buffer from the neighbors. A second strip of arbor vitae runs perpendicular to the gate access, thus providing an additional buffer (See Figure 2). The southern most reservoir—No. 1 was built in 1960 and permitted through Washington County, the land use permitting agency at the time. It is approximately 85 ft. in diameter and 24 ft. deep. The reservoir is partially buried. The second reservoir, of similar size, was built in 1969 and also permitted through Washington County (CU 4-69). In 1974, the construction of the administration building was authorized through the County. Copies of the permits are attached. The building has not been occupied since approximately 1987 and is currently used for storage. The building was constructed of concrete blocks, a sloped shingled roof and painted green. Several valve and meter vaults are located on site. The City also uses the site for storing materials in bins located along the south side of the property. A storm water detention pond was constructed in 1999 in the southeast corner of the fenced area. The detention pond discharges to an 8-in. storm drain line which discharges to a 15-in. line on 103`d Ave. Access to the site is limited to City personnel only. PROPOSED ACTION The proposed pilot study involves the use of a designated well for ASR testing purposes. A new well and pump house will be built at the COT-1 site. At the time of withdrawal, recovery water will be discharged into the distribution system for consumption. During the pilot study, water quality data will be collected as well as aquifer storage characteristics. The existing well will be converted to a monitoring well to be used to monitor water quality and water levels. The existing pump will be removed from the well and stored on site. The new well will be located on the northeast corner of the fenced area (See Figure 2). The well will be drilled to a depth of approximately 600 feet. Stettler Supply Co. of Salem, OR will complete the drilling and construction of the pump house. Drilling of the new well is scheduled to begin in late September. The drilling will last approximately 2.5 weeks and occur Monday-Friday during the hours of 8 am—6 p.m. The drill rig with the mast stands at a maximum height of 36 feet. A tank brought on site will be used to collect the drill cuttings and drill water. Sediments from the drillwater will be settled out before discharging to the detention pond on site. . The drill rig and associated equipment will be limited to the area near the reservoirs. A visual buffer is provided by the fences and landscaping on site. Access by the public will be prohibited at all times for safety and security reasons. All equipment will be properly decommissioned, stored or otherwise secured at the end of each work day. A pump house will be built around the wellhead, housing piping and a separate chlorination system. The pump house, approximately 20 (L) x 15 (W) x 10 (H) feet, will be constructed of CMU blocks. The architecture of the structure will be consistent with other structures on site. The pump house will not be occupied at any time. Regular maintenance of the pump and well will be required. The placement of the structure and wellhead meets all WRD well construction setbacks and standards.
