Dear Mr. Walls:
This letter is in response to your request for Minor Modification (MMD2000-00005) approval to
place a 200 square foot building on a pre-existing lot located at 11540 SW Pacific Highway
located in the City of Tigard.
This property is designated for General Commercial (C-G) within the C-G zoning district. The
use of the site is listed as a permitted use for this zoning district. The Tigard Community
Development Code, Site Development Review Section, states; "if the requested modification
meets any of the major modification criteria, that the request shall be reviewed as a new Site
Development Review application."
Section 18.360.050.B. states that the Director shall determine that a major modification(s) has
resulted if one (1) or more of the changes listed below have been proposed:
1. An increase in dwelling unit density or lot coverage for residential development.
The proposal does not involve residential property. Therefore, this standard does not
apply.
2. A change in the ratio or number of different types of dwelling units. This criterion is
not applicable, as this request does not involve a residential development.
3. A change that requires additional on-site parking in accordance with Chapter
18.765. The required parking for this use is 3.7 spaces per 1000 square feet. The new
addition is 200 square feet. The new addition will not displace any parking spaces.
Including the proposed modification, the total gross square footage for all buildings is
3900 square feet. There are currently 18 parking spaces available. The minimum
amount of parking spaces required for all uses is 18 spaces. Therefore, this criterion has
been met.
4. A change in the type of commercial or industrial structures as defined by the
Uniform Building Code. No change in the structural occupancy type of the existing
buildings is proposed. Therefore, this criterion does not apply.

5. An increase in the height of the building(s) by more than 20 percent. No increase in
the height of the existing buildings is proposed. The height of the proposed structure is
less than the existing 25-foot high building. Therefore, this standard does not apply.
6. A change in the type and location of accessways and parking areas where off-site
traffic would be affected. This request will not require a change in accessways or
parking areas where off-site traffic would be affected. Therefore, this criterion does not
apply.
7. An increase in vehicular traffic to and from the site and the increase can be
expected to exceed 100 vehicles per day. The proposed modification will be used for
cutting keys and making new keys and will only generate 20 to 40 customers per day.
Therefore, this criterion has been satisfied.
8. An increase in the floor areas proposed for a non-residential use by more than ten
percent excluding expansions under 5,000 square feet. The modification is less than
5,000 square feet. The proposed structure is only 200 square feet. Therefore, this
criterion does not apply.
9. A reduction in the area reserved for common open space and/or usable open
space that reduces the open space area below the minimum required by the code
or reduces the open space areas by more than ten percent. There is no area
reserved for common open space; therefore, this standard does not apply.
10. A reduction of project amenities (recreational facilities, screening; and/or,
landscaping provisions) below the minimum established by the code or by more
than ten percent where specified in the site plan. The additional 200 square foot
building will not reduce any project amenities associated with the site. Therefore, this
standard does not apply.
11. A modification to the conditions imposed at the time of Site Development Review
approval that is not the subject of criteria (B). 1 through 10 above. None of the
proposed modifications have altered the original conditions set forth in the original
approval. Therefore, this standard has been met.
This request is determined to be a minor modification to an existing site. The Director's designee
has determined that the proposed minor modification of this existing site will continue to promote
the general welfare of the City and will not be significantly detrimental, nor injurious to surrounding
properties provided that, development which occurs after this decision complies with all applicable
local, state, and federal laws.

Request for a site review and permit to put a tempary building at 11540 SW Pacific hwy
at the north end of the building . aka Poehler automotive.
The locksmith shop would cut keys and make keys. We repair car locks and install new
ones, impression keys and cut by code, cut hi security and programable keys, replace
ignition locks and make keys to them.
We also have a mobile truck to go out to job's and emergency lockouts
This shop is to replace the old location at 11563 SW Pacific (Fred Meyers parking lot).
The shop had been there for 29 years and was taken out January 27th of this year.
We believe we will get about 20 to 40 customers per day. The lot has plenty of parking
space available, none of which will be taken away when the building is placed.
We hope to be open as soon as possable and rehire the our missed employees.
We will be putting in a wheelchair accessable ramp and disability parking near the front
door.
The building will be 10'wide x 20' long and 11'tall . The auto shop is about 15'tall .

Site Plan Elements Needed
For Tigard Lock and Key Approval
1. Poehler Automotive:
• 7-parking stalls (8.5' x 18.5')
• Draw them to scale up against the building and you won't have to show wheel stops.
• Show one handicap spot that meets State specifications.
• Show two bicycle parking stall ( the stalls cannot be located beyond fifty feet of the
primary entrances to structures.)
2. Coffee Hut:
• Show square footage for Coffee Stand and use calculation to figure out how many
parking spaces are needed. (9.9 spaces per thousand square feet.) If you show location
of parking stalls on the perimeter of the lot, make sure you show wheel stops 3 feet back
from the front of the stalls and make sure the stalls are (8.5' x 18.5').
• Show two bicycle parking stall (the stalls cannot be located beyond fifty feet of the
primary entrances to structures.)
• Show one handicap spot that meets State specifications.
3. Tigard Lock& Key:
• Show 2 (8.5 x 18.5 parking stalls)
• Shows 1 handicap/vans accessible stall that meets State specifications.
• Show two bicycle parking stall (the stalls cannot be located beyond fifty feet of the
primary entrances to structures.)
Bicycle parking design requirements are as follows:
C. Design requirements. The following design requirements apply to the installation of bicycle racks:
1. The racks required for required bicycle parking spaces shall ensure that bicycles may be
securely locked to them without undue inconvenience. Provision of bicycle lockers for long-
term (employee) parking is encouraged but not required;
2. Bicycle racks must be securely anchored to the ground, wall or other structure;
3. Bicycle parking spaces shall be at least 2-1/2 feet by six feet long, and, when covered, with a
vertical clearance of seven feet. An access aisle of at least five feet wide shall be provided and
maintained beside or between each row of bicycle parking;
4. Each required bicycle parking space must be accessible without moving another bicycle;
5. Required bicycle parking spaces may not be rented or leased except where required motor
vehicle parking is rented or leased. At-cost or deposit fees for bicycle parking are exempt from
this requirement;
6. Areas set aside for required bicycle parking must be clearly reserved for bicycle parking only.
D. Paving. Outdoor bicycle parking facilities shall be surfaced with a hard surfaced material, i.e.,
pavers, asphalt, concrete or similar material. This surface must be designed to remained well-
drained.
E. Minimum bicycle parking requirements. The total number of required bicycle parking spaces for
each use is specified in Table 18.768.2 in Section 18.765.070H. In no case shall there be less than
two bicycle parking spaces. Single-family residences and duplexes are excluded from the bicycle
parking requirements. The Director may reduce the number of required bicycle parking spaces by
means of an adjustment to be reviewed through a Type II procedure, as governed by Section
18.390.040, using approval criteria contained in Section 18.370.020 C5e.
