Dear Mr. Crosett:
This letter is in response to your request for a Minor Modification approval to modify the site plan
for Cartronics located at 11642 SW Pacific Highway in the General Commercial (C-G) zone.
The request is to add a carport to an existing retail facility. The present use of the site is listed
as a permitted use for this zoning district.
The Tigard Community Development Code Section 18.360 states that the Director shall
approve or conditionally approve a minor modification if the proposed development is in
compliance with all applicable requirements of the Tigard Community Development Code and
the modification is not a major modification. A major modification would result if one (1) or
more of the following changes are proposed:
1. An increase in dwelling unit density, or lot coverage for residential development.
The proposal does not involve a residential development; therefore, this standard does
not apply.
2. A change in the ratio or number of different types of dwelling units. This criterion
is not applicable, as this request does not involve a residential development.
3. A change that requires additional on-site parking in accordance with Chapter
18.765. The change would not increase the indoor retail building square footage.
Therefore, no additional on-site parking is required.
4. A change in the type of commercial or industrial structures as defined by the
Uniform Building Code. No change in the type of structure is proposed.
5. An increase in the height of the building(s) by more than 20 percent. No change in
the height of the building is proposed.
6. A change in the type and location of accessways and parking areas where off-site
traffic would be affected. This request will not require a change in accessways or
parking areas where off-site traffic would be affected.

7. An increase in vehicular traffic to, and from the site, and the increase can be
expected to exceed 100 vehicles per day. No additional traffic will be generated on
the site. According to the applicant, no additional employees will be added as a result of
this carport.
8. An increase in the floor area proposed for a non-residential use by more than 10
percent excluding expansions under 5,000 square feet. The proposed carport does
not exceed the 5,000 square feet modification limitation; therefore, this standard does
not apply.
9. A reduction in the area reserved for common open space and/or usable open
space which reduces the open space area below the minimum required by this
code or reduces the open space area by more than 10 percent. There is no area
reserved for common open space; therefore, this standard does not apply.
10. A reduction of project amenities (Recreational facilities; Screening; and/or
Landscaping provisions) below the minimum established by this code or by more
than 10 percent where specified in the site plan. There is no change in project
amenities; therefore, this standard has been satisfied.
11. A modification to the conditions imposed at the time of Site Development Review
approval which are not the subject of Section 18.360.050.B. 1 through 10 (above).
The facility was built before the City's site development review process was adopted.
The building was approved in 1981 (ZCA 23-81 ; CU 10-81).
This request is determined to be a minor modification to an existing site. The Director's
designee has determined that the proposed minor modification of this existing site will continue
to promote the general welfare of the City and will not be significantly detrimental, nor injurious
to surrounding properties provided that, development which occurs after this decision complies
with all applicable local, state, and federal laws.
THIS REQUEST FOR MINOR MODIFICATION APPROVAL HAS BEEN APPROVED.

Pursuant to our recent conversation, below is a response to the criteria in Section
18.360.050(B). As stated, our intent is to simply build a patio cover/shed, if you would,
off an already-existing building.
Hopefully, once you've had the opportunity to review the following detailed answers, it
will be viewed as a Minor Modification:
1 . An increase in dwelling unit density or lot coverage for residential develop-
ment. The proposal does not involve a residential development. Therefore, this standard
does not apply.
2. A change in the ratio or number of different types of dwelling units. This crite-
rion is not applicable, as this request does not involve a residential development.
3. A change that requires additional on-site parking in accordance with Chapter
18.765. Our plans indicate no change to the already-existing site. Therefore, additional
on-site parking is not required, as we are presently in accordance with Chapter 18.765.
4. A change in the type of commercial or industrial structures as defined by the
Uniform Building Code. No change in the structural occupancy type of the building is
proposed. Therefore, this criteria is not applicable.
5. An increase in the height of the building(s) by more than 20 percent. No in-
crease in the height of the existing building is proposed. The proposed expansion will
match the height of the existing building, thereby satisfying this criteria.
6. A change in the type and location of accessways and parking areas where off-
site traffic would be affected. This request will not require a change in accessways or
parking areas where off-site traffic would be affected. In compliance with this criteria.

or reduces the open space area by more than ten percent. There is no area re-
served for common open space. Therefore, this standard does not apply to the proposal.
10. A reduction of project amenities (recreational facilities, screening; and/or,
landscaping provisions) below the minimum established by this code or by more
than ten percent where specified in the site plan. The proposal does not involve the
removal and/or reduction of project amenities (recreational facilities, screening, and/or
landscaping provisions). In compliance with this criteria.
11 . A modification to the conditions imposed at the time of Site Development
Review approval that are not the subject of criteria 1 through 10 above. The appli-
cant has provided findings that demonstrate the modification will not preclude conform-
ance to the original Site Development Review's Conditions of Approval, satisfying this
criteria.
In closing, our proposal is a Minor Modification to an existent location, one which will
not affect changes in setback, building height, parking or landscaping standards. Further,
since this proposal is not near a driveway, street intersection, etc., minimum clear vision
areas will not be affected.
