MMD2001-00007 MMD2001 00007 MARY WOODWARD ELEMENTARY April 17, 2001 CITY OF TIGARD Ron Hudson Tigard-Tualatin School District OREGON 6960 SW Sandburg Street Tigard, OR 97223 Dear Mr. Hudson: This letter is in response to your request for Minor Modification (MMD2001-00007) approval to place a two classroom modular structure at Mary Woodward Elementary School, located at 12325 SW Katherine Street, WCTM 1S134CC, Tax Lot 01700. This property is zoned R-4.5, low density residential, and is designated a public institution by the comprehensive plan. The use of the site is listed as a Conditionally Permitted Use for this zoning district. The Tigard Community Development Code, Site Development Review Section, states: "if the requested modification meets any of the major modification criteria, that the request shall be reviewed as a new Site Development Review application." Section 18.360.050.B. states that the Director shall determine that a major modification(s) has resulted if one (1) or more of the changes listed below have been proposed: 1. A change in land use. This request does not involve a change in land use type; therefore, this criterion has been met. 2. A 10% increase in dwelling unit density. There are no dwelling units on this property, and the request does not include an increase in dwelling units, therefore, this criterion does not apply. 3. A change in the type and/or location of access ways and parking areas where off- site traffic would be affected. The modification involves adding a modular structure to Mary Woodward Elementary School on a grassy area just east of the school building. The proposed placement of the modular classroom will not affect the type or location of access ways. According to correspondence with the applicant and the school, the school has 26 classrooms, and 80 parking spots. The modular would provide 2 additional classrooms, for a total of 28 classrooms. The minimum requirement for elementary school parking is two (2) parking spots per classroom, or a total of 56 parking spots required for Mary Woodward Elementary School. There is more than adequate parking, therefore, the placement of the modular will not affect any parking areas, and off street traffic will not be affected. The only traffic to and from the proposed modular will be pedestrian traffic. This criterion is satisfied. An increase in the floor area proposed for non-residential use by more than 10% where previously specified. The modification involves adding a modular structure to Mary Woodward Elementary School. It would increase the floor area ratio of the school by 1,792 square feet. The school currently has approximately 52,250 square feet. The modular structure would only increase the floor area ratio by .04%; thus, this criterion is satisfied. 5. A reduction of more then 10% of the area reserved for the common open space and/or usable open space. The site has approximately 200,000 square feet of open space. A reduction of 2,000 square feet of space results in a .02% decrease in open space. This criterion is satisfied. 6. A reduction of specified setback requirements by more than 20%. The placement of the modular will not result in a reduction of the specified setback requirement. This criterion is satisfied. 7. An elimination of project amenities by more than 10% where previously specified provided such as recreational facilities, screening, or landscape provisions. The area where the modular will be placed is a patch of lawn that is not used for any specific recreational activity. The square footage of lawn to be removed is approximately 2,000 square feet. The lot size of the site is 10.67 acres, approximately 140,000 square feet of which is used as recreational facilities, screening or landscaping. The amount of landscaping to be removed, approximately 2,000 square feet, is a .02% reduction in provided project amenities. This criterion is satisfied. 8. A 10% increase in approved density. There aren't any density requirements for a public institution; therefore, this criterion does not apply. This request is determined to be a minor modification to an existing site. The Director's designee has determined that the proposed minor modification of this existing site will continue to promote the general welfare of the City and will not be significantly detrimental, nor injurious to surrounding properties provided that, development which occurs after this decision complies with all applicable local, state, and federal laws. I have evaluated Section 18.130.050(B) of the Community Development Code and believe we comply with the criteria. Specifically the following responses are provided. 1. A change in land use. The use is an elementary school and no change in use is proposed as part of the modification. We will be using the two-classroom modular to expand the educational programs, which already exist. Therefore, this criterion does not trigger Major Modification review. 2. An increase in dwelling unit density. No dwelling units are existing or proposed. Therefore, this criterion does not trigger Major Modification review. 3. Changes in the type and/or location of access ways and parking areas where off-site traffic would be affected. As indicated on the site plan, the proposed modification will not require any change to parking areas of access ways. Therefore, this criterion does not trigger Major Modification review. 4. An increase in the floor area proposed for a non-residential use by more than 10% where previously specified. The proposed modification would involve placement of one (1) additional modular classroom building of approximately 1.792 square feet. The existing building square footage is approximately 52,250 square feet and that the proposed expansion would, therefore, be less than 10%. Therefore, this criterion does not trigger Major Modification review. 5. A reduction of more than 10% of the area reserved for common open space and/or usable open space. There is no common open space located on the site. There are, however significant areas of useable open space on the site. The proposed modular buildings will not reduce the useable open space by 10% or more. Therefore, this criterion does not trigger Major Modification review. A change in the type of commercial or industrial structures as defined by the Uniform Building Code. No change in the structural occupancy type of the building is proposed. Therefore, this criterion does not trigger Major Modification review. 7. A Change in the type and location of access ways and parking areas where off- site traffic would be affected. The proposal does not include revisions to existing driveway locations or parking areas. Therefore, off-site traffic would not be affected. 8. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day. This proposal is to add space to serve existing students, this will not increase vehicular traffic. Therefore, this criterion does not trigger Major Modification review. 9. A reduction of specified setback requirements by more than 20%. The site plan indicates that the proposed new structure will fall entirely outside the required setback, thus, no reduction of any required setbacks will be required. Therefore, this criterion does not trigger Major Modification review. 10. An elimination of project amenities by more than 10% where previosly specified, such as: A. Recreational facilities; B.Screening; or, C. Landscaping provisions. The proposed modification may require removal of grass from the footprint areas. The lawn area could be regarded as a"recreational facility" however, if the reduction in the lawn area is necessary for placement of the modular buildings it will be far less than 10%, Therefore, this criterion does not trigger Major Modification review. As is shown on the drawing, there are '80 parking spots at the schooCThe setbacks are as shown on the drawing. The only disturbance to the)rounds is the grassy area under the portable, which is approximately ✓ 1650 square feet. None of this area is part of a playground or sports field. The approximate sic uare footage of lands being used for recreation facilities, screening or landscaping is 140,000 square fest. The approximate calculation of square feet on common or usable open space is 200,000. I hope this information is useful in your process of approving our request.
