The proposed addition of equipment will take place inside the existing fenced area. The subject property is located at 10955 SW 65th Ave, near the junction of SW Pacific Highway and Interstate 5. The site is an existing electrical substation, which is divided into an upper and lower yard. The modification will occur in the upper yard, which was specifically configured to accommodate the new construction. The Tigard Community Development Code, Site Development Review Section, states; "if the requested modification meets any of the major modification criteria, that the request shall be reviewed as a new Site Development Review application." Section 18.360.050.B. states that the Director shall determine that a major modification(s) has resulted if one (1) or more of the changes listed below have been proposed: 1. An increase in dwelling unit density or lot coverage for residential development. The proposal does not involve residential property. Therefore, this standard does not apply. 2. A change in the ratio or number of different types of dwelling units. This criterion is not applicable, as this request does not involve a residential development. 3. A change that requires additional on-site parking in accordance with Chapter 18.765. The requested modification does not require additional on-site parking. 4. A change in the type of commercial or industrial structures as defined by the Uniform Building Code. No building is associated with this site. Therefore, this standard does not apply. 5. An increase in the height of the building(s) by more than 20 percent. No building is associated with this site. Therefore, this standard does not apply. 6. A change in the type and location of accessways and parking areas where off-site traffic would be affected. This request will not require a change in accessways or parking areas where off-site traffic would be affected. Therefore, this criterion does not apply. 7. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day. No change in traffic to and from the site can be expected. An increase in the floor areas proposed for a non-residential use by more than ten percent excluding expansions under 5,000 square feet. No building is associated with this site. No open space is associated with this site. Therefore, this standard does not apply. 10. A reduction of project amenities (recreational facilities, screening; and/or, landscaping provisions) below the minimum established by the code or by more than ten percent where specified in the site plan. No reduction of project amenities will result from this proposed modification. 11. A modification to the conditions imposed at the time of Site Development Review approval that is not the subject of criteria (B). 1 through 10 above. The proposed modification has not altered the original use of the site. Therefore, this standard has been met. This request is determined to be a minor modification to an existing site. The Director's designee has determined that the proposed minor modification of this existing site will continue to promote the general welfare of the City and will not be significantly detrimental, nor injurious to surrounding properties, provided that development which occurs after this decision complies with all applicable local, state, and federal laws. Owner: Portland General Electric Address: 10955 SW 65th Ave, Tigard, Or 97223 Tax Lot: 1 S 136AD06300 Project Description: To improve reliability and provide for growth of electrical utility services in the Tigard area, Portland General Electric would like to install one new transformer, new capacitor banks, new circuit switchers, new SCADA monitoring and control equipment, and related circuits, in the existing West Portland Substation. This expansion will take place inside the existing fence, in space established for this purpose when the current site was last modified. Site Description: This property is located at 10955 SW 65th Ave,near the junction of HW 99 and Interstate 5. The site is an existing electrical substation which is divided into an upper and lower yard. The lower yard is a 115kV bulk power station, and the upper yard is the local substation. The new construction will take place mainly in the upper yard. The upper yard currently contains one transformer, a capacitor bank, control house, and associated circuits and controls. The yard was specifically configured to accommodate the planned new construction. New Construction: The new construction will consist of placing concrete footings and slabs for the new equipment and equipment installation. Approximately 70 cubic yards of concrete will be placed for this project. Table 1 provides a breakdown by footing detail. The existing plastic lined/rock filled oil spill containment system will be modified as needed to support the installation of the new transformer. No new occupied structures are being constructed in this project. The existing fence and lighting were designed to meet the needs of this expansion and will not need to be modified. No new water, storm drainage, or sewer connections are required. The site is located off of the main roads, down in a natural depression, shielding it from casual observers driving by. No existing trees or landscaping are being modified. Some existing wild blackberry bushes and brush may need to be removed to support installation of power poles in the right-of-way or easements leading from the substation. Impact of Proposed Use. This site was purchased in 1957 by PGE for use as a substation site. The site will continue in this capacity without significant impact in that: - no new surface area will be converted to this use beyond what is already established, - the site is out of the normal line of site of most of the community due to its physical location, - reliable power, in sufficient supply, is required by the neighborhood to support households and businesses. Increasing the stations capacity and ability to offset storm outages improves the overall system reliability. Schedule. Owner: Portland General Electric Project: West Portland Substation Expansion Address: 10955 SW 65th Ave, Tigard, Oregon. Tax Lot : 1S136AD06300 1. An increase in dwelling density or lot coverage for residential development. This is a modification to an existing unmanned substation aimed at providing improved electrical reliability and to cover growth of the customer base in the Tigard area. No increase in residential dwelling density or lot coverage will be created by this project. 2. A change in the ratio or number of different dwelling units. This modification to an existing unmanned substation will not add, modify, or remove any dwelling units of any type. The modification will take place within the exiting site with no site area expansion. 3. A change that requires additional on-site parking in accordance with Chapter 18.765. This modification to an existing unmanned substation will require no additional parking spaces. Adequate space will remain inside the existing fence for vehicles. After construction, the substation is normally accessed only once or twice a month for inspection and maintenance. 4. A change in the type of commercial or industrial structures as defined by the Uniform Building Code. The site was originally planned as an electrical substation. The new equipment being added is of the same type and construction and would therefore not be defined as a change under the UBC. 5. An increase in the height of the building(s) by more than 20%. There are no modifications to any buildings planned by this project. The new equipment being installed is similar in height to the existing equipment. 6. A change in the type and location of accessways and parking areas where off-site traffic would be affected. There will be no modification to the accessways or parking areas in this project. The equipment is being placed in an existing gravel yard area planned for expansion of this substation during original construction. This location is isolated from off-site traffic by being at the end of a dead end road. 7. An increase in vehicular traffic to and from the site and increase can be expected to exceed 100 vehicles per day. After construction, the substation is normally accessed only once or twice a month for inspection and maintenance. This will not increase significantly as a result of these modifications and in no way will approach 100 vehicles per day. 8. An increase in the floor area proposed for a non-residential use by more than 10% excluding expansion under 5,000 square feet. This modification to an unmanned substation will not add any floor area. Only free standing equipment, buss support structures, and utility poles are being installed. None of this equipment has internal floor space. 9. A reduction in the area reserved for common open space and/or usable open space that reduces the open space area below the minimum required by this code or reduces the open space area by more than ten percent. This modification is taking place in an existing graveled yard that was prepared for this expansion during original construction. The site area will not be expanded beyond the existing fence. This space is not currently open to common use due to the hazardous nature of electrical substations. 10. A reduction of project amenities (recreational facilities, screening, and/or, landscaping provisions) below the minimum established by this code or by more than 10%where specified in the site plan. This electrical substation contains no amenities due to the nature of the facility. The existing screening and landscaping are not being modified because the existing yard and fence were originally designed to accommodate this expansion. No expansion of the fence or yard area are being made. The site is located in a natural depression that shields it from most views. 11. A modification to the conditions imposed at the time of Site Development Review approval that are not the subject of Criteria 1 through 10 above. The modifications being proposed in this project are for the installation of additional equipment of the same type and use as originally approved in the site development review. No modifications are being made to the site area, fence, or screening.
