Dear Mr. Candianides,
This letter is in response to your request for Minor Modification approval to add on 53 square feet
to the Superior Sign building located at 12525 SW Hall Blvd. The extra square footage was not
included in SDR99-0003 to create separation from the neighboring property line.
This property is zoned Central Business District (CBD). The use of the site is listed as a permitted
use for this zoning district. The Tigard Community Development Code, Site Development Review
Section, states; "if the requested modification meets any of the major modification criteria, that the
request shall be reviewed as a new Site Development Review application."
Section 18.360.050(B) states that the Director shall determine that a major modification(s) will
result if one (1) or more of the following changes are proposed:
1. An increase in dwelling unit density, or lot coverage for residential development.
The proposal does not involve a residential development, therefore, this standard does not
apply.
2. A change in the ratio or number of different types of dwelling units. This criterion is
not applicable, as this request does not involve a residential development.
3. A change that requires additional on-site parking in accordance with Chapter 18.765.
The proposed development is required to have 16 parking spaces. The proposed
modification adding 53 square feet will not require any more parking.
4. A change in the type of commercial or industrial structures as defined by the
Uniform Building Code. No change in the structure of the building is proposed.
5. An increase in the height of the building(s) by more than 20 percent. No change in
the height of the building is proposed.
6. A change in the type and location of accessways and parking areas where off-site
traffic would be affected. There is no change in the location of accessways or parking
areas where off-site traffic would be affected.
7. An increase in vehicular traffic to, and from the site, and the increase can be
expected to exceed 100 vehicles per day. The request will increase the size of the
building by approximately 53 square feet, however, because the additional square footage
does not increase the occupancy load, there is no anticipated increase in traffic.

8. An increase in the floor area proposed for a non-residential use by more than 10
percent excluding expansions under 5,000 square feet. The expansion of 53 square
feet represents 1% of the development site, therefore, this criterion has been met.
9. A reduction in the area reserved for common open space and/or usable open space
which reduces the open space area below the minimum required by this code or
reduces the open space area by more than 10 percent. There is no area reserved for
common open space, therefore, this standard does not apply.
10. A reduction of project amenities (Recreational facilities, Screening; and/or,
Landscaping provisions) below the minimum established by this code or by more
than 10 percent where specified in the site plan: a. recreational facilities;
b. Screening; and/or c. Landscaping provisions. The proposed addition of 53 square
feet will not modify any of the conditions imposed in the original site development review.
11. A modification to the conditions imposed at the time of Site Development Review
approval which are not the subject of B. 1 through 10 above. There were no
conditions specified in the original Site Development Review that are being violated as part
of this modification.
This request is determined to be a minor modification to an existing site. The Director's designee
has determined that the proposed minor modification of this existing site will continue to promote
the general welfare of the City and will not be significantly detrimental, nor injurious to surrounding
properties provided that, development which occurs after this decision complies with all applicable
local, state, and federal laws.
THIS REQUEST FOR MINOR MODIFICATION APPROVAL HAS BEEN APPROVED
Building permits may be obtained for the proposed modification. In accordance with
Section 18.360.030.C, the approval period for this modification is 1% years. If substantial
construction has not begun within 11/2 years, this modification approval will be void. If you need

To Whom It May Concern:
1. The proposal does not involve a residential development;therefore, this standard does
not apply.
2. This criterion is not applicable, as this request does not involve a residential
development.
3. The required parking for this use is 2.5 spaces per 1000SF of gross floor area. With the
addition of 53SF, the building will equal 5250SF. Therefore, 16 parking spaces are
required for the project. The plans indicate a total of 16 parking spaces will be provided
with the project, in compliance with the minimum standard.
4. No change in the structural occupancy type of the building is proposed.
5. No increase in the height of the building is proposed.
6. This request will not require a change in accessways or parking areas where off-site
traffic would be affected.
7. Traffic generation study to be discussed with staff.
8. The modification will increase the floor area from 5197SF to 5250SF. The net increase is
a total of 53SF or 1%,therefore, this standard has been satisfied.
9. There is no area reserved for common open space, therefore,this standard does not
apply to the proposal.
10. The proposed building addition will result in no removal of landscaping or parking,
minimum requirements have been maintained.
11. The applicant has provided findings that demonstrate the modification will not preclude
conformance to the original Site Development Review's Conditions of Approval, satisfying
this criteria.

To Whom It May Concern:
This letter shall serve as our clarification for a Modification to Building Application
for Superior Signs. A change in the building square footage has come about as
a result of changes required by SDR99-0003. The location of the building on the
property has forced us to create a one-hour separation from the neighboring
property. The cutout in the S.W. corner of the building is no longer necessary to
maintain separation from the property line. The end result has added 53SF to
the approved amount of 5197SF for a total of 5250SF. It is our hope that this
letter will satisfy the need for any clarification needed and help to expedite the
process of approval in this matter. Any questions or concerns in this matter
