Mr. Ronald Hudson CITY OF TIGARD
Tigard-Tualatin School District OREGON
13137 SW Pacific Highway.
Tigard, OR 97223
Dear Mr. Hudson:
This letter is in response to your request for Minor Modification (MMD2000-00017) approval to
place a two classroom modular structure at Metzger Elementary School located at 10255 SW 90th
Avenue.
This property is designated for Public Institutions within the R-4.5 zoning district. The use of the
site is listed as a Conditional Use for this zoning district. The Tigard Community Development
Code, Conditional Use Section, states; "Any modification which is not within the description of a
Major Modification as provided below shall be considered a Minor Modification."
Section 18.330.020.B. states that the Director shall determine that a Major Modification(s) has
resulted if one (1) or more of the changes listed below have been proposed:
1. A change in land use;
This modification is for an accessory structure to be used in the education of elementary
students. Therefore, the addition of the structure meets the intent of the Conditional Use
approval for a school in a residential zone.
2. A 10% increase in dwelling unit density;
The structure does not fall under Tigard's definition of a dwelling unit. Therefore, this
standard does not apply.
3. A change in the type and/or location of access ways and parking areas where off-
site traffic would be affected;
As indicated on the site plan, the proposed modification will not require any change to
parking areas or access ways.
4. An increase in the floor area proposed for non-residential use by more than 10%
where previously specified;
The proposed modification will have a floor area of 1,792 square feet. The existing
building is approximately 54,554 square feet. Therefore, the proposed expansion would
be less than 10%.
5. A reduction of more than 10% of the area reserved for common open space and/or
usable open space;
There is no area reserved for common open space located on the site. There are,
however, significant areas of useable open space on the site. The proposed modular
building will reduce the useable open space by .015%. Therefore, this standard does not
apply.

' 6. A reduction of specified setback requirements by more than 20%;
The R-4.5 zoning district has a minimum required setback of 15 feet. With the addition of
a modular building, the setback will be reduced from the existing 145 feet to 125 feet.
Therefore, this standard has not triggered Major Modification review.
7. An elimination of project amenities by more than 10% where previously specified
provided, such as: Recreational Facilities; Screening; or Landscaping provisions;
and
No project amenities will be disturbed as a result of this modification. The only ground
disturbed will be that of the footprint of the modular building.
8. A 10% increase in the approved density.
This proposal is to construct a 1,792 square foot structure for educational purposes and
does not include a residential development. Therefore, this standard does not apply.
This request is determined to be a Minor Modification to an approved Conditional Use.
Pursuant to Section 18.330.020.3.C., the Director's designee has determined, based on the
above findings, that the proposed modification is not a Major Modification and that it is in
compliance with the applicable requirements of the Tigard Community Development Code. The
proposed Minor Modification is, therefore, approved.

Director of Student Services
Petrea Hagen-Gilden Dear Matt:
The Tigard-Tualatin School District desires to place a two classroom modular
structure at Metzger Elementary School located at 10255 SW 90th Ave. I have
Bridgeport Elementary evaluated Section 18.130.050(B) of the Community Development Code and
Gordon Hickey,Principal believe we comply with the criteria. Specifically the following responses are
Byrom Elementary provided:
John Horn,Principal
Charles F.Tigard Elementary 1. A change in land use. The use is currently elementary school and
Jim Pierce,Principal g y an emen ry
Deer Creek Elementary no change in use is proposed as part of the modification. We will be
Vanessa Bunker Principal using the two-classroom modular to expand the educational programs,
Durham Elementary which already exist. Therefore, this criterion does not trigger Major

Metzger Elementary 2. An increase in dwelling unit density. No dwelling units are existing
JonisAltig,Principal or proposed. Therefore, this criterion does not trigger Major
Templeton Elementary Modification review.
Pam Hallvik,Principal
3. Changes in the type and/or location of access ways and parking

Fred Puhl,Principal
Mary Woodward Elementary site plan, the proposed modification will not require any change to
Art Rutkin,Principal parking areas or access ways. Therefore, this criterion does not trigger
Fowler Middle School Major Modification review.
Susan Carlile,Principal 4. An increase in the floor area proposed for a non-residential use by
Hozelbrook Middle School more than 10% where previously specified. The proposed

modification would involve placement of one (1) additional modular
Twality Middle School classroom building of approximately 1,792 square feet. The existing

building square footage is approximately 54,554 square feet and that
Mark KTiga zHighrl deal the proposed expansion would, therefore, be less than 10%. Therefore,
this criterion does not trigger Major Modification review.
Tualatin High School
Lorry Pettersen,Principal 5. A reduction of more than 10% of the area reserved for common
21st Century Academy open space and/or usable open space. There is no common open
Jennifer Nelson,Director space located on the site. There are, however, significant areas of
Aquatic Centers useable open space on the site. The proposed modular building will

"Our commitment is to educate every student to be a successful and responsible contributor in our changing world."
not reduce the useable open space by 10% or more. Therefore, this criterion does
not trigger Major Modification review.
6. A change in the type of commercial or industrial structures as defined by the
Uniform Building Code. No change in the structural occupancy type of the
building is proposed. Therefore, this criterion does not trigger Major Modification
review.
7. A change in the type and location of access ways and parking areas where
off-site traffic would be affected. The proposal does not include revisions to
existing driveway locations or parking areas. Therefore, off-site traffic would not
be affected.
8. An increase in vehicular traffic to and from the site and the increase can be
expected to exceed 100 vehicles per day. This proposal is to add space to serve
existing students, this will not increase vehicular traffic. Therefore, this criterion
does not trigger Major Modification review.
9. A reduction of specified setback requirements by more than 20%. The site
plan indicates that the proposed new structure will fall entirely outside the
required setback, thus, no reduction of any required setbacks will be required.
Therefore, this criterion does not trigger Major Modification review.
10. An elimination of project amenities by more than 10% where previously
specified, such as: A. Recreational facilities; B. Screening; or, C.
Landscaping provisions. The proposed modification may require removal of
grass from the footprint areas. The lawn area could be regarded as a"recreational
facility"however, if the reduction in the lawn area is necessary for placement of
the modular building it will be far less than 10%. Therefore,this criterion does not
trigger Major Modification review.
