Dear Mr. Rager:
This letter is in response to your request for Minor Modification (MMD2003-00015) approval to drill
a new large diameter ASR production well at the subject property located at 12475 SW Bull
Mountain Road (2S110BC, Tax Lot 00900).
The Tigard Community Development Code, Conditional Use Section, states; "the director shall
determine that a major modification(s) has resulted if one or more of the changes listed below
have been proposed:"
1. A change in land use. The newly proposed ASR well does not change the overall use
of the site. The proposed well is a storage facility for domestic water in addition to the
existing reservoir.
2. A 10% increase in dwelling unit density. This criterion is not applicable, as this
request does not involve a residential development.
3. A change in the type and/or location of access ways and parking areas where off-
site traffic would be affected. Additional on-site parking is not required as a result of
this proposal. The applicant is requesting to locate a well on an established reservoir
site. Therefore, no change in access or off-street parking will occur.
4. An increase in the floor area proposed for non-residential use by more than 10%
where previously specified. According to the applicant, the existing reservoir has a
floor diameter of approximately 225 feet, yielding a floor area of approximately 39,760
square feet. The new CMU building for the ASR well will have a floor area of
approximately 600 square feet, which is roughly 1.5% of the existing floor area.
Therefore, the increase is less than 10%.
5. A reduction of more than 10% of the area reserved for common open space and/or
usable open space. There is no designated open space on this site.
6. A reduction of specified setback requirements by more than 20%. The City will meet
all required setbacks of this zone when constructing the ASR well and building. There
will be no reduction in setbacks necessary.

7. An elimination of project amenities by more than 10% where previously specified,
such as 1) Recreational facilities; 2) Screening; or 3) Landscaping provisions.
According to the applicant, the subject site is approximately 2.35 acres. The existing
reservoir, pump station and access roadways encompass roughly 42,500 square feet of
area, leaving approximately 1.38 acres as landscaped area. The construction of the
CMU building will reduce that landscaped area by approximately 600 square feet, or
1.0%. Therefore, any reduction in landscaped area will be less than 10%. There are no
recreational facilities on the site, and no screening amenities will be removed.
8. A 10% increase in the approved density. This criterion does not apply as the site is
not developed as residential.
THIS REQUEST HAS BEEN APPROVED. PLEASE SUBMIT A COPY OF THIS LETTER WITH
YOUR PROPOSED MODIFICATIONS TO THE BUILDING DEPARTMENT.
This request is determined to be a minor modification to an existing site. The Director's designee
has determined that the proposed minor modification of this existing site will continue to promote
the general welfare of the City and will not be significantly detrimental, nor injurious to surrounding
properties provided that, development which occurs after this decision complies with all applicable
local, state, and federal laws.

RE: Aquifer Storage & Recovery Well at 12475 SW Bull Mountain Road
The City has recently completed review of a report from their aquifer storage and recovery (ASR)
consultant that discusses how the ASR program should be expanded in the City. The result of
the report is that the City should drill a new large diameter ASR production well at the address
above, which is the location of the existing 10 MG reservoir and pump station (see Attachment
#1 ).
Attachment #2 is a sketch plan that shows another possible location for the new ASR well and
conceptual pipe connections to the existing 16-inch water line and 12-inch storm drainage line in
Bull Mountain Road. The new well would require a new 20-foot by 30-foot CMU building with a
metal roof and the following general infrastructure upgrades:
• Upgrades and new wellhead piping and valving.
• Site grading, paving and landscaping around the new building.
• The building would house disinfection and chlorine residual monitoring equipment.
• The building would house a new well pump, pump column and bowls, and a motor.
• New 480 Volt, 3-Phase electrical service.
• New telemetry and control systems and upgrades.
When the City proposed drilling the well at the Canterbury site in 2001, you deemed the well and
structure a minor modification to the existing conditional use on the site (see Attachment #3).
Likewise, it is our desire to obtain such a letter for this site.
The site is zoned R-1 , and has a conditional use permit (CUP) for the existing 10 MG reservoir
and pump station. 18.330.020.B.2 lists changes to a site that would trigger a major modification.
I will address each one as follows:
a) A change in land use
Response: The new ASR well does not change the overall use of the site. The well
will serve as yet another storage facility for domestic water, in addition to the
existing 10 MG reservoir.
b) A 10% increase in dwelling unit density
Response: This provision does not apply, as the existing site is not developed as
residential.
c) A change in the type and/or location of access ways and parking areas where off-site
traffic would be affected
Response: There is an existing access drive near the southwest corner of the site.
We will not change that access location as a part of the ASR well construction.
There is ample space in the southwest corner of the site to locate the well, should
we choose that location, and not affect the access into and out of the site.
d) An increase in the floor area proposed for non-residential use by more than 10% where
previously specified
Response: The existing reservoir has a floor diameter of approximately 225 feet,
yielding a floor area of approximately 39,760 square feet. The new CMU building for
the ASR well will have a floor area of approximately 600 square feet, which is

SUBJECT: Aquifer Storage & Recovery Site at 10310 SW Canterbury Lane
The City of Tigard is planning on drilling a new well at the Canterbury well site. The well will
be a test site for aquifer storage and recovery. A 300 square foot pump house will be
constructed around the wellhead.
The location of the test well is adjacent to the two 1.0 million gallon reservoirs.
Construction is accessory to existing water department facilities. The area for the test well
is fenced and screened. There will virtually be no impact on surrounding properties given
the location. The addition would be considered accessory to an existing facility which is a
conditional use. This is a minor modification of the conditional use.
Consider this as approval to seek the necessary building permits.
