Dear Mr. Rager: This letter is in response to your request for a Minor Modification (MMD2003-00019) of the existing Transfer Pump Station located at 12475 SW Bull Mountain Road, WCTM 2S110BC, Tax Lot 00900. You have requested to modify the approved site plan by upgrading the existing pump capacity to provide a firm pumping capacity to the 550-foot zone of 3,900 gpm and 3,300 gpm to the 713-foot pressure zone. It is proposed that a new transfer pump station will be constructed on the same site and the existing pump station will be abandoned. There will be a total of six pumps, three for each of the two pressure zones. The new pump station would require a new 20-foot by 45-foot CMU building with a metal roof. The architectural treatments to the building will be tied in with the proposed well house building for ASR Well #2 (approved by MMD 2003-00015). The site is zoned R-1, and has a conditional use permit (CUP) for the existing 10 MG reservoir and pump station. As was mentioned previously, a new ASR well was approved at the southwest corner of this site by MMD 2003-00015. The submitted site plan reflects the current conditions as well as the proposed modifications. Analysis of Modification Request: Section 18.330.020 (C)(1) of the Tigard Development Code Condition Use criteria, states; "any modification which is not within the description of a major modification as provided in section 18.330.020 shall be considered a minor modification." Section 18.330.020 states that the Director shall determine that a major modification(s) has resulted if one (1) or more of the changes listed below have been proposed: a) A change in land use Response: The transfer pump station upgrade does not change the overall use of the site. The upgrade merely improves the City's pumping capacity to the 550 and 713-foot pressure zones. 13125 SW Hall Blvd., Tigard, OR 97223 (503)639-4171 TDD (503)684-2772 Palle 1 of 3 b) A 10% increase in dwelling unit density Response: This provision does not apply, as the existing site is not developed as residential. c) A change in the type and/or location of access ways and parking areas where off-site traffic would be affected Response: There is an existing access drive at the northwest corner of the site that serves the existing pump station. That access location will not be changed. d) An increase in the floor area proposed for non-residential use by more than 10% where previously specified Response: The existing reservoir has a floor diameter of approximately 225 feet, yielding a floor area of approximately 39,760 square feet. The new CMU building for the new transfer pump station will have a floor area of approximately 900 square feet, which is roughly 2.3% of the existing floor area. Therefore, the increase is less than 10%. e) A reduction of more than 10% of the area reserved for common open space and/or usable open space Response: There is no designated open space on this site. f) A reduction of specified setback requirements by more than 20% Response: The City will meet all required setbacks of this zone when constructing the transfer pump station building. The plan shown on Figure 4-1 shows the new building to be approximately 10 feet away from the northerly property line, which exceeds the minimum requirement of five feet. There will be no reduction in setbacks necessary. g) An elimination of project amenities by more than 10% where previously specified provided such as: 1) recreational facilities; 2) screening; or 3) landscaping provisions Response: The subject site is approximately 2.35 acres. The existing reservoir, pump station and access roadways encompass roughly 42,500 square feet of area, leaving approximately 1.38 acres as landscaped area. The construction of the CMU building will reduce that landscaped area by approximately 900 square feet, or 1.5%. Therefore, any reduction in landscaped area will be less than 10% and greater than 15% of the site will remain landscaped. There are no recreational facilities on the site, and no screening amenities will be removed. h) A 10% increase in the approved density Page 2 of 3 Response: This criterion does not apply as the site is not developed as residential. Along with that reservoir, the "Water Distribution System Hydraulic Study", dated May 2000 (Hydraulic Study), calls for an upgrade to be completed of the City's transfer pump station located on the subject site. The reservoir and the pump station upgrade are necessary components to improving the City's 550-foot service zone. The transfer pump station currently serves only the 713-foot pressure zone and does not have enough pumping capacity to serve the 550-foot pressure zone. The Hydraulic Study recommended that this pump station be upgraded to provide a firm pumping capacity to the 550- foot zone of 3,900 gpm and 3,300 gpm to the 713-foot pressure zone. It is proposed that a new transfer pump station will be constructed on the same site and the existing pump station will be abandoned. Figure 4-1 in the application materials shows the proposed layout of the new transfer pump station. There will be a total of six pumps, three for each of the two pressure zones. The new pump station would require a new 20-foot by 45-foot CMU building with a metal roof. The new pump station will also require the following general infrastructure upgrades: • New piping and valves for the two sets of pumps. • Site grading, paving and landscaping around the new building. • For the 713-foot zone, three 1 ,650 gpm constant speed vertical turbine pumps, each driven by 150 — 200 HP electric motors. • For the 550-foot zone, three 1 ,950 gpm constant speed vertical turbine pumps, each driven by 75 HP electric motors. • New water line connections to 550-foot and 713-foot service zone water lines located in SW 125th Avenue. • New 480 Volt, 3-Phase electrical service. • New telemetry and control systems and upgrades. • The site is zoned R-1, and has a conditional use permit (CUP) for the existing 10 MG reservoir and pump station.
