You have reested to add two rooftop antenna and associated ground equipment. The submitted site and elevationplans reflect the current conditions and proposed additions. As proposed,the ground equipment is to be located behind a 9 foot CMU wall with brick veneer to match the existing budding. Analysis of Modification Request: Section 18.360.060 of the Tigard Development Code Site Development Review chapter,states; "any modification which is not within the descnption of a major modification as provided in section 18.360.050 shall be considered a minor modification." Section 18.360.050 states that the Director shall determine that a major modification(s) has resulted if one (1) or more of the changes listed below have been proposed: 1. An increase in dwelling unit density or lot coverage for residential development. The proposal does not involve residential property. Therefore,this standard does not apply. 2. A change in the ratio or number of different types of dwelling units. This criterion is not applicable,as this request does not involve a residential development. 3. A change that requires additional on-site parking in accordance with Chapter 18.765. The proposed wireless communication facility is not required to provide any parking, pursuant to the parking demand table in TDC 18.765.Therefore,no additional on-site parking is needed. 4. A change in the type of commercial or industrial structures as defined by the Uniform Building Code. No- ange in the structural occupancy type of the structure is proposed. Therefore, this criterion change on is not applicable. 5. An increase in the height of the building(s) by.more than 20 percent. The applicant has proposed to attach two rooftop antennas to the existing_lodging. facility. Each antenna will be screened and total height of the screening above the rooe w be no more than ten feet. The existing building is 65 feet high. Therefore,this standard is met. 6. A change in the type and location of accessways and parking areas where off-site traffic would be affected. -1Vo changes to the site layout or accesses are proposed,therefore this criterion is satisfied. 7. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day. After construction of the proposed modification, there will be approximately one visit per month by a technician for routine maintenance. This is significantly below the 100 trip per day threshold. An increase in the floor areas proposed for a non-residential use by more than ten percent excluding expansions under 5,000 square feet. The applicant is proposing a 253 square foot expansion for accessory equipment that includes two radio equipment cabinets and one battery back up cabinet. The concrete pad being constructed will allow for future expansion. 9. A reduction in the area reserved for common open space and/or usable open space that reduces the open space area below the minimum required by the code or reduces the open space areas by more than ten percent. There is no common open space required for this type of development;therefore this standard does not apply. 10. A reduction of project amenities (recreational facilities, screening; and/or, landscaping provisions) below the minimum established by the code or by more than ten percent where specified in the site plan. There are no specific amenities provided by the existing development. Based on the previous reviews, approximately 50,000 square feet of the site is dedicated to landscaping. This is 41% of the site and exceeds the 15% minimum required in this zone. Only one shrub may need to be removed to install the ground equipment and screening. The equipment is being placed in a space currently occupied by an ADA ramp and sidewalk. The ramp is being reconstructed in another location. There is minimal loss of landscaping and screening. Therefore this criterion is met. 11. A modification to the conditions imposed at the time of Site Development Review approval that is not the subject of criteria (B). 1 through 10 above. The site was developed prior to the present Wireless Communications Facility Ordinance (WC 18.798) and was approved through a conditional use process, CUP 94-0002. PROPOSAL A. Project Description Cingular is requesting approval to construct and operate a communications , facility on private property located at 6600 SW 92nd Ave. / 6590 SW Scholl's Ferry, Portland OR. The property is located in the Neighborhood Service (NS) zoning district. Cingular is proposing to add wireless antennas and appurtenant equipment to an existing building located at the above address. Currently, the building is used as Cingular Wireless . acility 1 Application Narrative PX26—Carman Drive Page 2 of 2 hotel / long stay suites. The proposed installation would include antennas mounted to the parapet wall of the very top of the building. This area is open above and provides space for the building mechanical and air handling units. Radio equipment cabinets will be located on the ground on the east side of the building. The site will initially house two (2) radio equipment cabinet and one (1) battery back up cabinet (approx. 30" x 30" x 80" tall) on a 11' x 19' a concrete pad. The pad is of sufficient size to allow for expansion of the site's capacity and ensure that three (3) additional radio equipment cabinets may be added in the future as call traffic increases at the site. The proposed installation includes two architectural features to completely screen the antennas. The ground-mounted equipment will be surrounded by a 6' cedar fence for screening and security. B. System Information Cingular is licensed by the Federal Communications Commission (FCC) to provide cellular telephone service to the City of Tigard and the surrounding area. Pursuant to the strict guidelines of the FCC license, Cingular is obligated to provide coverage for a particular area to maintain its license. In addition to its responsibility to the FCC, Cingular is committed to offer their customers a system that meets specific standards of quality; one which provides continuous, uninterrupted digital coverage throughout the Pacific Northwest. While portions of the City of Tigard receive adequate coverage, Cingular's existing network does not currently provide acceptable coverage north-east to south-west along Interstate 5 near the intersection of Carmen Drive, and west of Sequoia Parkway and the surrounding area. Cingular systems operate through an interconnected network of "cell sites" that "hand-off' to one another throughout a specific region or coverage area. Each cell site consists of transmitting and receiving antennas mounted on a tower or other suitable structure and radio equipment used for transmitting and receiving wireless signals. A cell site is connected to local utilities for power and landline telephone service. Through the local landline telephone network, the facility is connected with the Main Switching Center (MSC) that controls and monitors all of the sites in each specific region. The MSC operates the wireless network by monitoring all calls in and out of the system and tracking system usage and performance. Each site is wired with smoke and intrusion alarms that, if activated, will notify the MSC of potential emergencies. Cingular Wireless acility 1 Application Narrative PX26—Carman Drive Page 3 of 3 C. Site Information Radio Frequency Engineers, Site Acquisitionists, and Construction Managers selected this site, after extensive analysis, as the primary candidate needed to provide adequate coverage to the surrounding area. The site location, antenna height, and tower height was determined by a propagation study that evaluated the expected radio-frequency (RF) signal from the proposed site at a given height. Locating on this building will provide acceptable signal propagation, although ideally, the antennas would be located at a higher elevation. To be considered a viable candidate, the RF signal must be strong enough to provide adequate coverage within the desired coverage area, and have the ability to hand-off from one site to another in order to achieve the objective of seamless communications coverage. Consideration of local topographic and geographic factors, tree canopy, buildings, mountains, water bodies, and the ability to mitigate the antenna support structure's visual impact further refines the selection and design of a specific site. In addition, the facility must be compatible with existing and surrounding land uses, and must have a landlord who will negotiate and agree to a mutually beneficial lease. Radio signals must travel in an unobstructed path from the tower facility to the user; therefore, improper site location can negatively influence and/or limit the quality of radio transmissions to and from a site. For this reason, the height and location of each site is carefully selected and limited to a specific area that will function with the least amount of obstacles. This specific site was selected as the primary after it was tested and approved by RF engineers. The subject tax lot is approximately 2.72 acres located on SW Sequoia Parkway. Portable in car coverage along all stretches of 1-5 is fundamental for all wireless carriers. In additional to much improved coverage along 1-5, Cingular in building and portable coverage will be greatly improved in the immediately surrounding area. Residents, community visitors, business owners, employees, and commuters alike all use this heavily trafficked area demand a high level of coverage. Siting the facility at this location meets Cingular's coverage objective and provides an opportunity for Cingular to use an existing building, a design that fits well into City of Tigard's telecommunications siting preferences. The parent parcel has a 45,000 square foot hotel building located on it and the rest of the parcel is primarily a paved parking lot with bordering peninsulas and island landscaping. The property has frontage on SW Sequoia Parkway. The existing four-story building is designed according to Marriott standards and is a pleasing aesthetic architectural style. Cingular is currently in the process of negotiating a rooftop lease agreement with the property owner. Construction and operation of the facility will have no impact on the current use of the parent parcel or surrounding properties yet it will provide much needed Cingular Wireless . acility 1 Application Narrative PX26—Carman Drive Page 4 of 4 wireless service to the area. In that respect, this location provides minimal land use impact and improved wireless coverage for Cingular Wireless users. Power levels emitted by the transmitters to be used at the proposed cell site are considered low-powered. The license the applicant has received from the FCC limits each of the cell sites to 100-Watts Effected Radiated Power (ERP) or less. The equipment used by the applicant will generate 100 Watts ERP or less and therefore complies with the FCC license requirements. The FCC has determined that the power levels emitted by wireless communications facilities (less than an average light bulb - 100 watts) is well below the minimum safety standards established for continuous exposure to Electro-Magnetic Fields (EMF). The extremely low output of power from the proposed facility, in conjunction with FCC regulation, will ensure there is no interference with surrounding properties electronic equipment, 2-way radio transmissions, computers, satellite antennas, televisions and telephone transmissions. Further, negative health effects will not result from emission of signals from the antennas. The FCC has conducted numerous studies that reveal telecommunications facilities do not cause harmful health effects for humans and has categorically excluded cellular and PCS carriers from causing exposure in excess of FCC guideline limits. The proposed site will be unmanned and, therefore, will not require water, wastewater, garbage disposal service or management of hazardous waste. Minimal traffic will be generated during the construction phase while a crew is traveling to and from the site. After construction is completed, there will be approximately one visit per month by a radio technician for routine maintenance. The site will be in operation 24 hours a day, 7 days a week. We did not authorize Cingular to make any such application and as the Franchisee under the Marriott Courtyard Franchise would not be in a position to allow such a modification to the hotel without the express approval of Marriott. You are hereby notified that Cingular does not at this time have any formal interest in the property and that they specifically are not authorized to obtain permits for any modifications to the hotel.
