Box 1670 Wilsonville, OR 97080 RE: Holiday Inn Express,Modification Request, Case File No. MMD2007-00005 Dear Mr. Patel: This letter is in response to your request for a Minor Modification (MMD2007-00005) of the approved site development plans (SDR12-81 and SDR 89-23). Previous Site Development Reviews were for an expansion of the parking area and a three story,44 unit addition. The site is located at 15700 SW Upper Boone's Ferry Road, WCTM 2S112DD,Tax Lot 1100. The original inn and restaurant were developed prior to the site's annexation in 1976. You have requested a Minor Modification to remodel/upgrade an existing commercial lodging facility. The proposed changes include reconstruction and enlargement of the carport at the main entrance, increasing the square footage of a few guest rooms on the main floor and addition of two rooftop architectural features to the north and west elevations. All other proposed changes are cosmetic enhancements that are not addressed by the Tigard Development Code. Analysis of Modification Request: Section 18.360.060 of the Tigard Development Code Site Development Review chapter, states; "any modification which is not within the description of a major modification as provided in section 18.360.050 shall be considered a minor modification." Section 18.360.050 states that the Director shall determine that a major modification(s) has resulted if one (1) or more of the changes listed below have been proposed: 1. An increase in dwelling unit density or lot coverage for residential development. The proposal does not involve residential property. Therefore, this standard does not apply. 2. A change in the ratio or number of different types of dwelling units. This criterion is not applicable, as this request does not involve a residential development. 3. A change that requires additional on-site parking in accordance with Chapter 18.765. Minimum parking requirements are based on the number of rooms for Commercial Lodging uses. The applicant is not adding more rooms, therefore this criterion is not applicable. 4. A change in the type of commercial or industrial structures as defined by the Uniform Building Code. No change in the structural occupancy type of the buildings is proposed. Therefore, this criterion is not applicable. 5. An increase in the height of the building(s) by more than 20 percent. The applicant has proposed the addition of two architectural enhancements. The current height of the building is 29.8 feet. The mid point of both new towers will be 34.5 feet. This addition is only an increase of 16%. This standard has been met. 6. A change in the type and location of accessways and parking areas where off-site traffic would be affected. The site is accessed by one access drive onto Upper Boones Ferry Road. No changes are proposed to the accessways with this application. 7. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day. This modification will not generate additional vehicle traps to and from the site. The number of hotel rooms will remain the same. Therefore,this criterion is satisfied. 8. An increase in the floor areas proposed for a non-residential use by more than ten percent excluding expansions under 5,000 square feet. The applicant is proposing to increase the size of a few rooms on the main floor of the hotel. The current square footage of the building is 16,592. The total addition will be 971 square feet. The applicant has also proposed reconstructing the carport at the main entrance to be able to accommodate two-way traffic. The total square footage of the new structure is approximately 924 square feet based on the site plan provided. The proposed change in square footage is under 5,000 square feet and therefore,the standard is satisfied. 9. A reduction in the area reserved for common open space and/or usable open space that reduces the open space area below the minimum required by the code or reduces the open space areas by more than ten percent. There are no areas reserved for common open space within this development. This standard.does not apply. 10. A reduction of project amenities (recreational facilities, screening; and/or, landscaping provisions) below the minimum established by the code or by more than ten percent where specified in the site plan. The site is approximately 108,835 square feet. The landscaping currently consists of 27,682 square feet or 25% of the site. No changes are proposed to decrease the landscape area. 11. A modification to the conditions imposed at the time of Site Development Review approval that is not the subject of criteria (B). 1 through 10 above this subsection. The original site plan was approved prior to annexation into the city in 1976. A three-story, 44 unit addition was approved through a Site Development Review in 1989 (SDR 89-23). Prior to that, another SDR to expand the parking lot was approved (SDR 12-81). Staff has reviewed these decisions and finds that this modification has no effect on the conditions imposed at the time of Site Development Review nor is the applicant requesting a modification to those conditions. This request is determined to be a minor modification to an existing site. The Director's designee has determined that the proposed minor modification of this existing site will continue to promote the general welfare of the City and will not be significantly detrimental, nor injunous to surrounding properties, provided that development which occurs after this decision complies with all applicable local,state,and federal laws. There are two architectural enhancements being added to the building. The current height of the building is about 29.8 feet. The mid point of both towers will be at 34.5 feet and this reflected on the drawing. The increase in height will be at 16% to the midpoint of the two towers. 6. There will not be a change in the type and location of access ways and parking areas where off-site traffic would be affected. 7. We have not brought on a landscaping contractor in the loop. There is landscaping around the permitters of the that we are going to redo to bring it up to a current ascetics. Also we will ad some planter, etc., where there is room around the entrances. Summary of Modification: Our basic goal in this modification is the bring new life and look to the old hotel. Those areas will be in a stucco finish. Also we will be adding a stack stone feature on the entire first floor to give the building an updated look. There then that we will be building a new car port because the old one is old and beat up. This car port will have stucco enhancements and stack stone as well. We are also going to replace the windows with new windows and install energy saving air-condition units. Other then this we are going to update the look of the lobby and entrance area and also add in a fitness room, employee breakroom as well as a great room where customers can enjoy breakfast. The room will have new finishes like paint, wall vinyl and tile floor. We do many of these renovation in guest rooms at other hotels we operate however this hotel just needs a facelift on the outside to really bring it up to today's hotel standards.
