MMD2007 00030 C F TIGARD TRACK ADDITION City of Tigard, Oregon 13125 SW Hall Blvd. • Tigard, JR 97223 RN • November 7, 2007 Mr. David Boatman T I GA RD HBH Consulting Engineers 20015 SW Pacific Hwy., Suite 101 Sherwood, OR 97140 RE: C F Tigard Track Addition Request,Case File No. MMD2007-00030 Dear Mr. Boatman: This letter is in response to your request for a Minor Modification (MMD2007-00030) of the approved site development plans (CUP2003-00002). This major modification was approved in 2003 to construct a new 67,400 square foot school. The site is located at 12850 SW Grant Street,WCTM 2S102BC,Tax Lot 8700 and WCTM 2S102CB,Tax Lot 200. The applicant is now proposing to construct a 10-foot wide, 100 ft. x 200 ft. oval shaped running track. The track will be constructed in a grass field adjacent to the existing cafetorium. A proposal to remodel the cafetorium to house the Broadway Rose Theatre is being reviewed under a separate application (CUP2007-00002). Analysis of Modification Request: Section 18.360.060 of the Tigard Development Code Site Development Review chapter, states; "any modification which is not within the description of a major modification as provided in section 18.360.050 shall be considered a minor modification." Section 18.360.050 states that the Director shall determine that a major modification(s) has resulted if one (1) or more of the changes listed below have been proposed: 1. An increase in dwelling unit density or lot coverage for residential development. The proposal does not involve residential property. Therefore,this standard does not apply. 2. A change in the ratio or number of different types of dwelling units. This criterion is not applicable,as this request does not involve a residential development. 3. A change that requires additional on-site parking in accordance with Chapter 18.765. Parking requirements are based on the building square footage of proposed uses. The existing use of the site is a school and this will not change. No building square footage is being added since the proposal is to construct a running track. This criterion has been satisfied. 4. A change in the type of commercial or industrial structures as defined by the Uniform Building Code. No change in the type of structure is proposed. Therefore, this criterion is not applicable. 5. An increase in the height of the building(s) by more than 20 percent. This criterion is not applicable because no changes to the building heights are proposed with this application. 6. A change in the type and location of accessways and parking areas where off-site traffic would be affected. The site is accessed by driveways to SW Grant Steet. No changes are proposed to the accessways or parking areas with this application. The track will be located at least 240 feet from any access point. Off-site traffic will not be affected. 7. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day. The applicant states that track meets are already held on-site utilizing grass and asphalt parking facilities. Activities will be held after regular school hours. Therefore, this criterion is satisfied. 8. An increase in the floor areas proposed for a non-residential use by more than ten percent excluding expansions under 5,000 square feet. No new buildings or building additions are proposed, only an asphalt track. Building square footage for the site will not change. This criterion is satisfied. 9. A reduction in the area reserved for common open space and/or usable open space that reduces the open space area below the minimum required by the code or reduces the open space areas by more than ten percent. There are no required common open spaces on-site. This standard is not applicable. 10. A reduction of project amenities (recreational facilities, screening; and/or, landscaping provisions) below the minimum established by the code or by more than ten percent where specified in the site plan. Recreational facilities will increase with construction of the track. The minimum landscape requirement for a site within the R-12 zone is 20%. The original approval stated that 60% of the site was landscaped. Since that time a lot line adjustment has changed the shape and size of the parcel involved. The applicant states that the reduction in amenities is less than 10%, but no information was provided. This standard can be conditionally met. 11. A modification to the conditions imposed at the time of Site Development Review approval that is not the subject of criteria (B). 1 through 10 above this subsection. The original site plan was approved through a Conditional Use Permit in 2003 (CUP2003-00002). Staff has reviewed this decision and finds that this modification has no effect on the conditions imposed by the decision nor is the applicant requesting a modification to those conditions. This request is determined to be a minor modification to an existing site. The Director's designee has determined that the proposed minor modification of this existing site will continue to promote the general welfare of the City and will not be significantly detrimental,or injurious to surrounding properties,provided that development which occurs after this decision complies with all applicable local, state, and federal laws and the conditions below: CONDITIONS OF APPROVAL PRIOR TO SITE WORK, THE FOLLOWING CONDITIONS SHALL BE SATISFIED: (The staff contact shall be Cheryl Caines in the Planning Division(503)639-4171.) 1. The applicant must submit calculations to show that the landscaping has not been reduced by more than 10%or below the minimum standard for the R-12 zone. 2. The proposed storm water management does not comply with Clean Water Services standards. Prior to the issuance of site and/or building permits, submit information to show that the Clean Water Services standards for water quality treatment are being met. It specifically addresses the Minor Modification requirements contained within Section 18.360.050(B) of the Tigard Development Code. This 10 ft.wide, 100 ft.x 200 ft.oval-shaped,asphalt base/rubber top running track will be located on the existing playground grass field at the school (see attached plans). This track will occupy the portion of the field past the existing right field baseball diamond and end before the proposed (separate project)Broadway Rose theatre upgrade. This running track has been planned for a number of years and was a potential improvement ever since the school was built. As such,there are no conditions imposed at the time of Site Development that will be affected by this track installation. Since only the track will be installed, and no accompanying sheds or storage spaces will be constructed, the dwelling unit number, ratio,and density,as well as the dwelling lot coverage of the site may remain unaffected. Since the school already has track meets held on-site, using grass or asphalt parking facilities, no additional on-site parking will be required and no additional vehicular traffic will be expected. Additionally,the site parking,as well as off-site traffic flow,will actually be improved with this project. Because this athletic track installation is an isolated project, no on-site building structures will be affected whatsoever, including building heights and floor area. The school has enough space around the proposed track site to accommodate spectators and additional visitors. This proposed track will increase the attractiveness of the school as a whole and will only improve the school's amenities. The amount of common space and usable space will remain the same; the only change will be an emphasis on extracurricular track activities, including running,jogging, and sprinting, which the school believes is important in improving the physical conditioning of its students. The existing open space will only become more usable, in this case for athletic track activities,as desired by parents and students.
