You have requested to modify the use of the site by a • 52 trees to the main parking lot to achieve canooy coverage of 35%. The proposed addition of trees to the par � lot is a permitted activity and consistent wita the land use decision, SDR93-00018/PDR93-00010 - Costco olesale. The submitted plans reflect the current and proposed conditions. Analysis of Modification Request: Section 18.360.060 of the Tigard Development Code Site Development Review chapter states: "Any modification which is not within the description of a major modification as provided in section 18.360.050 shall be considered a minor modification." Section 18.360.050 states that the Director shall determine that a major modification(s) has resulted if one (1) or more of the changes listed below have been proposed: 1. An increase in dwelling unit density or lot coverage for residential development. The proposal does not involve residential development. Therefore,this criterion does not apply. 2. A change in the ratio or number of different types of dwelling units. The proposal does not involve residential development. Therefore,this criterion does not apply. 3. A change that requires additional on-site parking in accordance with Chapter 18.765. No on- site parking would be required because the proposal does not involve adding square footage. In addition, parking will not be reduced by the addition of landscape islands. Thirty(30) existing spaces will become compact spaces as a result of adding landscape islands. Currently, there are no compact spaces on the site. Compact spaces shall be labeled"Compact." 4. A change in the type of commercial or industrial structures as defined by the Uniform Building Code. The proposed modification does not involve changing the existing building. Therefore,this criterion does not apply. 5. An increase in the height of the building(s) by more than 20 percent. The proposed modification does not involve changing the existing building. Therefore,this criterion does not apply. 6. A change in the type and location of accessways and parking areas where off-site traffic would be affected. The proposal does not include changes to the access points, driveway aisles, or location of parking. Therefore,this criterion does not apply. 7. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day. The proposal does not involve addition of building square footage. An increase in the floor areas proposed for a non-residential use by more than ten percent excluding expansions under 5,000 square feet. The proposed modification does not include an increase in floor area. Therefore,this criterion does not apply. 9. A reduction in the area reserved for common open space and/or usable open space that reduces the open space area below the minimum required by the code or reduces the open space areas by more than ten percent. The proposal involves increasing existing landscaping to achieve a canopy coverage of 35% in the main parking lot. Therefore, landscaping will not be reduced. 10. A reduction of project amenities (recreational facilities, screening; and/or, landscaping provisions) below the minimum established by the code or by more than ten percent where specified in the site plan. The proposal involves increasing project amenities by adding more landscaping (52 trees in existing and new landscape islands). Therefore, project amenities will not be reduced. 11. A modification to the conditions imposed at the time of Site Development Review approval that is not the subject of criteria (B). 1 through 10 above this subsection. This modification is consistent with the conditions imposed at the time of Planned Development and Site Development Review approval. THIS REQUEST HAS BEEN APPROVED BY THE CURRENT PLANNING DIVISION. PLEASE SUBMIT A COPY OF THIS LETTER WITH YOUR BUILDING PERMIT APPLICATION. This request is determined to be a minor modification to an approved site development plan. As a condition of the land use approval for the Costco site (PDR93-00010/SDR93-00018, Condition #22), Costco was required to plant trees in the parking lot that would reach 35%coverage of the parking stalls over 20 years,or by 2013. As a result of a citizen observation, the City became aware that the trees have reached only about 5%coverage of the parking stalls today. Therefore,adding trees to the Costco parking lot is necessary to reach the coverage intended by the land use approval. In response to the Tigard Tree Board's encouragement, you have proposed to add 52 trees to the parking lot. Per the land use approval and Tigard Development Code, these trees must be of a species and size to reach a mature height of over 30 feet and 35% coverage of the parking stalls. Additional landscape islands are also necessary to provide suitable growing conditions for the trees. Considering the history with this project, I think a Minor Mod may be appropriate, but we need more details. The issue is not the curb replacement, but the reduction of landscape islands. How much area is being reduced? Why are trucks circulating in the parking area? Are the curbs being damaged because of customer traffic? Is there a way to have no net loss of soil area?
