You have requested to modify the site by building a 5,345 square foot tilt-up addition to the existing 58,157 square foot building. In addition,the applicant proposes to build a 467 square foot metal frame and siding shed to store eqquipment. The current use, Office (Office Headquarters), is permitted in the Mixed-Use Employment (MUE) zone. The submitted plans reflect the current and proposed conditions. Analysis of Modification Request: Section 18.360.060 of the Tigard Development Code Site Development Review chapter states: "Any modification which is not within the description of a major modification as provided in section 18.360.050 shall be considered a minor modification." Section 18.360.050 states that the Director shall determine that a major modification(s) has resulted if one (1) or more of the changes listed below have been proposed: 1. An increase in dwelling unit density or lot coverage for residential development. The proposal does not involve residential development. 2. A change in the ratio or number of different types of dwelling units. The proposal does not involve residential development. 3. A change that requires additional on-site parking in accordance with Chapter 18.765. The proposed addition is for the existing use. Therefore, there is no increase in required on-site parking per Table 18.765.2. In addition,the site provides a surplus of arkin . Table 18.765.2 states that the required minimum number of motor ve iicle parking spaces for Office is 2.7 per 1,000 square feet. The required number of parking spaces for the 63,969 square foot building space (including proposed addition) is 173. The site provides 223 spaces. 4. A change in the type of commercial or industrial structures as defined by the Uniform Building Code. The proposed modification is an addition to the existing building. There will be no change in the type of commercial or industrial structure as defined by the Building Code. 5. An increase in the height of the building(s) by more than 20 percent. The applicant has not proposed to increase the height of the existing building. 6. A change in the type and location of accessways and parking areas where off-site traffic would be affected. The proposal does not include changes to the access points, driveway aisles, or location of parking. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day. The applicant estimates the increase in traffic to be.,a total of 24 trips per day, based on 4 trips per 1,000 square feet of F-1 building space. Therefore, the increase in traffic does not exceed 100 tnps per day. 8. An increase in the floor areas proposed for a non-residential use by more than ten percent excluding expansions under 5,000 square feet. The proposed modification involves an increase of 5,812 square feet in floor area,which is 9.99% of the existing 58,157 square foot building. Therefore, the proposed addition does not exceed 10% of the existing floor area. However, any increase beyond 10% shall be subject to Site Development Review approval. 9. A reduction in the area reserved for common open space and/or usable open space that reduces the open space area below the minimum required by the code or reduces the open space areas by more than ten percent. The proposal does not include changes to any common and/or usable open space. 10. A reduction of project amenities (recreational facilities, screening; and/or, landscaping provisions) below the minimum established by the code or by more than ten percent where specified in the site plan. The proposal does not include changes to existing landscaping. 11. A modification to the conditions imposed at the time of Site Development Review approval that is not the subject of criteria (B). 1 through 10 above this subsection. There have not been any previous conditions of approval for the use of this site. THIS REQUEST HAS BEEN APPROVED BY THE CURRENT PLANNING DIVISION.
