Dear Mr. Wing:
This letter is in response to your request for a Minor Modification (MMD2007-00029) of the approved site
development plans (SDR2006-00008). The site is located at 6600 SW Bonita Road,WCTM 2S112AD,Tax Lot
1100. A major modification was approved in 2007 to modify the existing parking areas and construct a 4,746
square foot addition. The applicant is now proposing a few minor changes to that approved plan. These
changes include relocating and enlarging the northwest entry,revising the landscape, sidewalk and canopy design
for that entry, relocating the bicycle parking near that entry, revising the easterly parking layout along I-5, and
changing the proposed CMU color and texture.
Analysis of Modification Request
Section 18.360.060 of the Tigard Development Code Site Development Review chapter, states; "any
modification which is not within the description of a major modification as provided in section 18.360.050 shall
be considered a minor modification."
Section 18.360.050 states that the Director shall determine that a major modification(s) has resulted if one (1)
or more of the changes listed below have been proposed:
1. An increase in dwelling unit density or lot coverage for residential development. The proposal
does not involve residential property. Therefore,this standard does not apply.
2. A change in the ratio or number of different types of dwelling units. This criterion is not
applicable, as this request does not involve a residential development.
3. A change that requires additional on-site parking in accordance with Chapter 18.765. The
proposal includes changes to the easterly portion of the parking lot along I-5. The changes are only to
reflect the accurate location of an existing tree and do not affect the number of parking spaces or
amount of landscaping. The revised entry will result in an additional 116 square feet of building. This
increase does not require additional parking. The previously approved plan will provide 114 spaces
which far exceeds the 58 required spaces. This standard has been met.
4. A change in the type of commercial or industrial structures as defined by the Uniform
Building Code. No change in the type of structure is proposed. Therefore, this criterion is not
applicable.
5. An increase in the height of the building(s) by more than 20 percent. This criterion is not
applicable because no change to the building height is proposed with this application.

6. A change in the type and location of accessways and parking areas where off-site traffic
would be affected. The site is accessed by a shared driveway to SW Sequoia Parkway. No changes
are proposed to the accessways with this application. These modifications are not near the access
point,and will not affect off-site traffic.
7. An increase in vehicular traffic to and from the site and the increase can be expected to
exceed 100 vehicles per day. The proposed modifications to the building,parking, and landscaping
will not generate additional vehicle trips to and from the site. The approved bulk retail and sales-
oriented retail uses will not change. Therefore, this criterion is satisfied.
8. An increase in the floor areas proposed for a non-residential use by more than ten percent
excluding expansions under 5,000 square feet. The applicant is proposing an expansion of 116
square feet. This is less than 5,000 square feet. This criterion is satisfied.
9. A reduction in the area reserved for common open space and/or usable open space that
reduces the open space area below the minimum required by the code or reduces the open
space areas by more than ten percent. There are no required open spaces on-site. This standard is
not applicable.
10. A reduction of project amenities (recreational facilities, screening; and/or, landscaping
provisions) below the minimum established by the code or by more than ten percent where
specified in the site plan. The minimum requirement for a site within the Light Industrial zone is
25%, but a reduction to 20% was approved for this site through the Site Development Review
process (SDR2006-00008). The applicant has modified the landscaping areas on site, but the
percentage is still at 20%. This standard has been met.
11. A modification to the conditions imposed at the time of Site Development Review approval
that is not the subject of criteria (B). 1 through 10 above this subsection. The original site plan
was approved through a Site Development Review in 2007 (SDR2006-00008). Staff has reviewed this
decision and finds that this modification has no effect on the conditions imposed at the time of Site
Development Review nor is the applicant requesting a modification to those conditions.
This request is determined to be a minor modification to an existing site. The Director's designee has
determined that the proposed minor modification of this existing site will continue to promote the general
welfare of the City and will not be significantly detrimental,or injurious to surrounding properties,provided that
development which occurs after this decision complies with all applicable local,state,and federal laws.
This request for Minor Modification approval is hereby granted.

This is an application for a Type 1 Minor Modification to the approved Site Design
Review for Paul Schatz Furniture. The proposed changes to the approved plans are:
1. Relocate and enlarge the north entry
The north entry to the addition has been relocated to the northwest corner
of the building, and it has been enlarged to improve its presence. This change was made
at the request of the tenant, and is needed based on the interior layout of the space. The
Building Area has been increased by 116 SF,the function/use remains unchanged.
2. Revise sidewalk, ramp,landscaping and stair at the revised entry
The revised building entry necessitates corresponding alteration of the
sidewalk and related improvements. The stair from the Paul Schatz space was also
revised to tie into the ramp at the landing. These are detail changes that do not effect the
accessibility nor landscape area provided.
3. Relocate bicycle parking
The bicycle parking was relocated to allow the revised pedestrian access at
the entry. This does not affect the number of provided spaces, which continues to meet
Code.
4. Revise CMU color and texture
The previously specified CMU is now not available, so an alternate has
been selected.
5. Revise the entry canopy
The entry canopy is revised from a radius to a flat facade in order to better
integrate with the additional length of the entry.
6. Revise the easterly parking layout
The easterly parking area, along I-5, has been slightly adjusted to reflect
the actual location of a tree to be saved. There was some inaccuracy on the original
document with respect to the location of this tree, and it is now properly located. This
change slightly adjusts the parking spaces but does not effect the number or size of the
spaces nor the amount of landscaping.
Each of these revisions is identified on the accompanying drawings, with change
numbers consistent with this list.

The criteria of Section 18.360.050(B) are addressed as follows:

This is not a residential project, so this criteria is not applicable.

This is not a residential project, so this criteria is not applicable.
3. A change that requires additional parking...
Building area has been increased by 116 SF. No change in use is proposed. No
additional parking is required.
4. A change in the type of structures...
These are detail changes and do not effect building type.
5. An increase in building height...
These changes do not affect the building height.
6. A change in access or parking effecting traffic...
No change to access or parking is proposed.
7. An increase in traffic...
These changes do not affect building function/use. No increase in traffic will
result.
8. An increase in floor area...
Floor area has been increased by 116 SF, lees than 10%and under 5,000 SF.
9. A reduction in open space...
These changes do not affect required open space.
10. A reduction in amenities by more than 10%...
These changes do not effect any project amenities.
11. A modification of conditions...
These changes do not affect any of the conditions applied in the original approval.
As described above, these are detail design changes that do not affect the building use,
area height or setbacks. Therefore, they do not effect the building's compliance with the
applicable zoning or other Code Standards. The nature of these changes is such that had
the original design included them there would have been no impact on the review process
or conditions of approval.
