Applicant shall provide specific plans for landscaping improvements and screening to the Planning Division for review and approval THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The subject parcel is located at 12475 SW Bull Mountain Road. The site consists of a 10 million gallon reservoir, a transfer pump station and an aquifer storage and recovery building. The site has an existing conditional use approval for Basic Utilities. Proposal Description: The proposal is for improvements to the 10 MG Reservoir at 12475 SW Bull Mountain Road. The pump station will deliver water to the new Reservoir No. 2, allow additional water drawdown capability at the 10 MG Reservoir, and expand pumping service capacity to the 713-foot service zone reservoirs. APPLICABLE REVIEW CRITERIA AND FINDINGS COMPLIANCE WITH COMMUNITY DEVELOPMENT CODE SECTIONS: MINOR MODIFICATION TO CONDITIONAL USE: Section 18.330.20.B contains the following criteria for approval of a request for Minor Modification of a Conditional Use: Section 18.020.B.2 states that the Director shall determine that a major modification has resulted if one or more of the changes listed below have been proposed: a. A change in land use; The subject property is owned by the City of Tigard and is a Public Works facility. It is located in the R-1 zoning district and has a conditional use classification of Basic Utilities. No change in land use will be proposed as part of this project. b. A ten% increase in dwelling unit density; The proposed project does not affect dwelling unit density. c. A change in the type and/or location of access ways and parking areas where off-site traffic would be affected; Access to the site is currently a private driveway off Bull Mountain Road. An increase in the floor area proposed for non-residential use by more than 10 %where previously specified; The existing water reservoir has an existing floor area of approximately 38,360 square feet. The proposed pump station will have an approximate footprint of 1,300 square feet, which is 3.4 percent of the existing structure's floor area. The proposed pump station will not increase the non-residential floor area by more than 10 %. e. A reduction of more than 10 % of the area reserved for common open space and/or usable open space; The project site has restricted access and does not designate common or open space as an amenity of the site. f. A reduction of specified setback requirements by more than 20 %; Setbacks for the R-1 Residential Zone will not require reductions per plans submitted. g. An elimination of project amenities by more than 10 %where previously specified, such as: 1. Recreational facilities; The site has restricted access and does not have recreational facilities. 2. Screening; Screening will be enhanced as part of the pump station replacement project. An architectural wall may be used to screen the site, or a planting plan that meets City standards will be designed to provide visual screening along Bull Mountain Road and the private driveway. 3. Landscaping provisions; Site landscaping will be enhanced as part of the project. Site landscaping will be designed to integrate with the surrounding residential development. The City's street landscape design guidelines will be implemented for visual screening along Bull Mountain Road and the private driveway. There will be no existing trees over 12 inch caliper removed as part of this project. h. A 10 % increase in the approved density; There is no approved density associated with the conditional use of Basic Utilities. FINDING: Based on the analysis above, Staff finds that the criteria for minor modification of a conditional use have been met. SECTION V. The proposed project includes a new transfer pump station to replace the existing pump station for the 10 million gallon (MG) water reservoir located at SW 125th Avenue and SW Bull Mountain Road. The pump station improvements will deliver water to the City's new 550-foot Reservoir No. 2, allow for additional water drawdown capability in the existing 10 MG reservoir, and will expand pumping service capacity to the City's 713-foot service zone reservoirs. The proposed transfer pump station building will be approximately 1,300 square feet (SF) and will have similar architecture to the existing Aquifer Storage and Recovery#2 building located on the southwest corner of the site. As outlined in Section 18.330.020 B of the Tigard Municipal Code, the following conditions were reviewed to determine that the proposed project constitutes a minor modification to the conditional use: a. A change in land use; The subject property is owned by the City of Tigard and is a Public Works facility. It is located in the R-1 zoning district and has a conditional use classification of Basic Utilities. No change in land use will be proposed as part of this project. A 10 percent increase in dwelling unit density; The proposed project does not affect dwelling unit density. c. A change in the type and/or location of access ways and parking areas where off-site traffic would be affected; Access to the site is currently SW 125th Avenue; a private driveway off of Bull Mountain Road. Access to the site and parking areas will remain and will not affect off-site traffic. d. An increase in the floor area proposed for non-residential use by more than 10 percent where previously specified; The existing water reservoir has an existing floor area of approximately 38,360 SF. The proposed pump station will have an approximate 1,300 SF footprint, which is 3.4 percent of the existing structure's floor area. Therefore the proposed pump station will not increase the non-residential floor area by more than 10 percent. e. A reduction of more than 10 percent of the area reserved for common open space and/or usable open space; The project site has restricted access and does not designate common or open space as an amenity of the site. f. A reduction of specified setback requirements by more than 20 percent. Standard minimum setbacks will not require reductions. Screening: Screening will be enhanced as part of the pump station replacement project. An architectural wall may be used to screen the site, or a planting plan that meets City standards will be designed to provide visual screening along Bull Mountain Rd and SW 125th Avenue. 3. Landscaping provisions: Site landscaping will be enhanced as part of the project. Site landscaping will be designed to inegrate with the surrounding residential development. The City's street landscape design guidelines will be implemented for visual screening along Bull Mountain Road and SW 125th Avenue. There will be no existing trees over 12 inches in caliper removed as part of this project. h. A 10 percent increase in the approved density; There is no approved density associated with the conditional use of Basic Utilities. See response above to condition d.
