APPLICATION SUMMARY FILE NAME: Clean Water Services Storage Building CASE NO.: Minor Modification (MMD) MMD2009-00023 PROPOSAL: The proposal is to construct a 480 sq. ft. pole barn accessory building at the Durham Advanced Wastewater Treatment Facility. It will be located approximately 75 feet west of the RV dump station loop. The purpose of the building is to provide storage of tools and materials. The driveway access from the existing paved loop will be made with pavers to a gravel pad in front of the building. BACKGROUND INFORMATION Site Information: The subject parcel is located at 16375 SW 85th Avenue and is part of the Durham Advanced Wastewater Treatment Facility and its associated offices. The site has indirect access off 85th Avenue via the RV Dump Station Loop. The site is part of an existing conditional use approval for Basic Utilities. Proposal Description: SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS COMPLIANCE WITH COMMUNITY DEVELOPMENT CODE SECTIONS: MINOR MODIFICATION TO CONDITIONAL USE: Section 18.330.20.B contains the following criteria for approval of a request for Minor Modification of a Conditional Use: Section 18.020.B.2 states that the Director shall determine that a major modification has resulted if one or more of the changes listed below have been proposed: a. A change in land use; The subject property has a conditional use classification of Basic Utilities. No change in land use will be proposed as part of this project. b. A ten% increase in dwelling unit density; The proposed project does not affect dwelling unit density. c. A change in the type and/or location of access ways and parking areas where off-site traffic would be affected; The minor change to the access and egress design will help alleviate traffic confusion on 85th Avenue by creating only one ingress location with new signage. d. An increase in the floor area proposed for non-residential use by more than 10 %where previously specified; There is no proposal for increase of non-residential floor area. e. A reduction of more than 10 % of the area reserved for common open space and/or usable open space; The project will actually increase the common open space by landscaping the area where the parking island and Shaffer Lane are to be removed and re-landscaped. f. An elimination of project amenities by more than 10 %where previously specified, such as: 1. Recreational facilities; No recreational facilities will be eliminated. 2. Screening; Screening will be enhanced by the planting of street trees along the north side of the driveway. 3. Landscaping provisions; Landscaping will be increased where the parking island and Shaffer Lane are to be removed and re-landscaped. h. A 10 % increase in the approved density; There is no approved density associated with the conditional use of Basic Utilities. FINDING: Based on the analysis above, Staff finds that the criteria for minor modification of a conditional use have been met. SECTION V. The location of the shed is approximately 75 feet to the west of the RV dump loop,behind the fence surrounding that area(see attached maps). The purpose of the pole barn is to provide a place to store tools and materials. The site was selected based on its central location,ease of access, and availability of water at the RV dump station. The pole barn will be used for storage only,will be a temporary structure placed on a gravel pad, and will not be attached to electricity or water/sewer,we plan on using a solar panel and LED lights for lighting. The approach to the pole barn will be paved with pervious pavers from an existing apron to just beyond an existing irrigation line,the turn around in front of the pole barn will be graveled, and the areas around the shed will be mulched. The approach to the shed will be gated at the current fence line and a new fence and gate will be installed around the turn around to provide access into the undeveloped property behind the proposed pole barn. Compliance with Proposed Changes using 18.330.020(B)(2)Criteria: a) A change in land use: There would be no change in land use. The area currently has a conditional use permit for utilities and the pole barn would be a storage structure for utility purposes. b) A 10%increase in dwelling unit density: The pole barn is for storage purposes only and there would be no increase in dwelling units on this property associated with this project. c) A change in the type and/or location of access ways and parking areas where off- site traffic would be affected: The expected usage of the pole barn would increase traffic by less than 1 trip per day. Off site traffic would not be affected by the proposed turn-around and temporary parking by the pole barn. d) An increase in the floor area proposed for non-residential use by more than 10% where previously specified: The tax lot in question currently contains part of the Durham Advanced Wastewater Treatment Facility Headworks building. The addition of the pole barn will not increase the total floor area in the area by more than 10%. e) A reduction of more than 10%of the area reserved for common open space and/or usable open space: Though the property in question is publicly owned, it is currently behind a fence and not open to public use(due to security and safety at the Treatment Plant). The proposed pole barn would occupy less than 1%of the lot size (3 acres)and would be behind the security fence currently present in the area.
