1) Call to order— Chair Bass called the meeting to order at 6:36 p.m.
a. Roll Call —meeting secretary Chris Wiley recorded the roll.
Members Present (7): Steven Bass (Chair), Karen Hughart (Vice-Chair), Mark
Bogert,Jennifer Stanfield, Mike Stevenson, Don Schmidt, George Hem.
Members Absent (2): Dennis Mitchell and Evelyn Murphy. One vacant seat.
Guests Present (1): Michael Benton, owner of Fast Lane Oil Change, 13545
Southwest Pacific Highway, Tigard.
Staff Present (4): Senior Transportation Planner Judith Gray, Michael McCarthy,
Sr. Project Engineer; Kenny Asher, Community Development Director; Chris Wiley, Sr.
Administrative Specialist.
b. Introductions —As this was the first meeting of the year for the 2013 TTAC
membership, meeting attendees each made introductory remarks to the committee.
c. TTAC Officer Elections— Elections will be held at the February meeting. Similar to
last year, staff will take anonymous nominations and members will vote anonymously. Results
will be reported at the February meeting. Chair Steven Bass gave a brief overview of the
responsibilities of the chair.
2) SW Corridor Plan Update —Judith Gray presented the five HCT (high capacity transit)
alignment options that are currently under consideration for further analysis. She also gave
the committee members three handouts —the SW Corridor Plan—2013 Project Timeline
(Attachment 1 to this meeting summary), the HCT Alternatives Analysis—Key Points
(Attachment 2), and a draft memo from Metro outlining potential evaluation measures
Evaluation Process (Attachment 3). Judith drew the members' attention to the fact that all the

options go to the Tigard Transit Center. All of the alignment options also leave SW Barbur
Boulevard (Highway 99W) before reaching Tigard and don't use Highway 99W (Pacific
Highway) in Tigard.
3) Two other long-range planning projects — River Terrace & Tigard Triangle —Judith
updated TTAC that these efforts are getting underway. TTAC won't play a large role but
Judith will provide updates on transportation elements as needed.
4) Transportation Funding overview: Mike McCarthy provided a summary of transportation
funding resources to the committee (Attachment 4) along with brief descriptions and
examples of how they have been used in Tigard.
5) Other Updates
• 2009-2012 Completed Pavement Overlay and Slurry Seal Projects —presented by Mike
McCarthy (Attachment 5)
• 2013 Pavement Maintenance Projects —presented by Mike McCarthy (Attachment 6)
6) The meeting adjourned at 8:40 p.m.

HCT Alternatives Analysis - Key points
General
• There are 5 HCT Alignment Options for further analysis. Each Option has some
alignment alternatives as well.
• There are 1 LRT and 4 BRT options. That is because BRT is much more flexible so
there are more variables.
• Areas not connected by HCT would still require local transit service
• When the analysis is done, the model will include roadway, bike, and pedestrian
projects. The Analysis output will address impacts on travel times for roadway and
other transportation modes.
Route options
• All of the route options connect from Downtown Portland to the Tigard Triangle
and Downtown Tigard
• All of the route options LEAVE 99W-Barbur before getting to Tigard
• Potential extensions/connections were identified with Tigard input; priorities include
PCC; Bridgeport Village; and Kruse Way.
• "Spoke and Hub" concept provides service to the most locations; but also presents
challenges for providing service frequency

Evaluation Process
An evaluation report will include a brief narrative describing the evaluation methodology,analysis
and outcome for each measure for each strategy and summarize results with a five gradation color
or symbol scale.For some,for example costs and households and jobs within 0.5 mile of HCT,the
report will have a number or range,rather than a color or symbol.No weighting is proposed.
Decision-makers are encouraged to determine the measures that are important to them and to
include that in their decision-making.
