APPROVED the above request WITH CONDITIONS. The findings and conclusions on which the
decision is based are noted in Section IV.
THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE

SECTION III. BACKGROUND INFORMATION
Site Information:
The project is located at 9000 Durham Road, at the southeast corner of Durham Road and 92nd
Avenue. The 43 acre site contains an existing high school, numerous accessory buildings, and extensive
site improvements that include sports facilities and dispersed parking lots. The parking lots contain 580
paved parking stalls, and an unknown number of informal parking stalls in several graveled areas to the
south of the main structure.
Proposal Description:
The project would modify existing parking and athletic facilities adjacent to the high school. Proposed
changes axe detailed on Sheet C100 of the application packet, and include the following:
➢ The replacement of two existing gravel parking lots with asphalt and 26 striped parking stalls.
This includes 7 additional parking spots in the "alternate parking area" between two existing
buildings, and 19 additional parking spots adjacent to the track.
➢ Construction of a new water quality facility adjacent to the parking lot.
➢ Five new parking lot trees (Zelkova serrata) and associated groundcover (kinnikuinick).
➢ Replacement of the e�sting track surface and associated drainage improvements.
➢ Construction of new sports related impervious surfaces adjacent to the track.
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
COMPLIANCE WITH COMMUNITY DEVELOPMENT CODE SECTIONS:
The proposed site improvements will modify the existing conditional use on the site. Therefore,
compliance with applicable development standards must be demonstrated.
MINOR MODIFICATION OF APPROVED OR EXISTING CONDITIONAL USE: Section
18.330.020.C.3 states a Minor Modification shall be approved, approved with conditions, or denied
following the Director's review based on the following 5ndings:
1. The proposed development is in compliance with all applicable requirements of this
tide.
The project conforms with all applicable xequirements pertaining to perxnitted land uses,
development standards,and off-street parking within the R-4.5 zoning district.
Changes to the sports facilities are in compliance with allowed land uses as the area will
continue its function as active open space, accessory to the main high school structure which is
the primary land use.
Changes to the gravel parking areas will bring the property into compliance with current off-
street parking requirements. This includes compliance with appxoved surfacing (asphalt),
minimum dimensional standards for standard parking stalls, and parking lot trees whose species
and location have been approved by the City arborist. Compliance with minimutn and
maximum parking requirements has been demonstrated through a parking table provided on
Sheet C200 (ADA Plan) and a memorandum dated February 6, 2012. With 2,108 students and
staff on site, this land use requires a minimum of 422 parking stalls and a maximum of 639
stalls. With 580 existing stalls and 26 pxoposed for a total of 606, the project is in compliance
with these standards.
Drainage for the site must be constructed in accordance with specifications appxoved by the

City Engineer. The applicant has presented details for water quality facilities on Sheets C300 &
400, and in a memorandum dated February 1, 2012. To ensure compliance with City of Tigard
specifications, the following condition of approval must be satisfied:
Prior to�itework, the applicant shall obtain a Public Facility Improvement(PFI)permit from the City
of Tigard.
As conditioned this criterion is met.
2. The modification is not a major modification.
Section 18.330.020.B.2 states t6at the Director shall detemune that a major modification
will result if one or more of the following changes are proposed:
1. A change in land use;
The project does not change the land use, only modify e�sting accessory uses on the
site. Therefore, this criterion does not apply.
2. A 10% increase in dwelling unit density;
There are no dwelling units on the pxoperty. Therefore, this criterion does not apply.
3. A change in the type and/or location of access ways and parking areas where
o�=site traffic would be affected;
The project does not change the type or location of access ways serving the property,
and changes to the parking areas are located approxirnately 500 feet inside the property
and will not affect off-site traffic. Therefore, this criterion does not apply.
4. An increase in the floor area proposed for non-residential use by more than 10%
where previously specified;
'The project does not change the size or use of e�sting buildings, and no new structures
are proposed. Therefore, this criterion does not apply.
5. A reduction of more than 10% of the area reserved for common open space
and/or usable open space;
'I'he project does not reduce the area reserved for common and/or usable open space.
The parking axeas being paved are not considered open space. Changes proposed to
the track and field facilities affect the surfacing and drainage but not the use of these
areas. Therefore, this criterion does not apply.
6. A reduction of specified setback requirements by more than 20%;
The project does not change or affect setback requ.irements. T'herefore, this criterion
does not apply.
7. An elimination of project amenities by more than 10%where previously specified
provided such as:
(1) Recreational facilities;
(2) Screening; or
(3) Landscaping provisions; and
The proposed pxoject does not elimuiate any recreational facilities or screening, and
would add approximately 800 square feet of new landscaping, including five new trees

with kinnikinnick as groundcover. Therefare, this criterion does not apply.
8. A 10% increase in the approved densiry;
The project does not include or affect residential land uses. Therefore, this criterion
does not apply.
Based on the analysis above, the project does not meet the criterion for a major
modification.
FINDING: Based on the analysis above, staff finds that as conditioned below, the criteria for minor
modification of a site development have been met.
CONDITIONS:
1. Prior to sitework, the applicant shall obtain a Public Facility Improvement (PF� permit
from the Ciry of Tigard.

This memo will describe the findings of the Tigard High School water quality analysis. The school
is located at 9000 Southwest Durham Road,Tigard, Oregon 97224.
Proiect Overview
The proposed project will perform maintenance on an existing athletic field and gravel parking lot.
New impervious area will be a new bleacher pad, athletic pads, and field D-zones.Table 1 lists the
area impacted by this project.

One fifth of the site has a hydrologic soil group of D and the remaining area has a hydrologic soil
group of C. The selected previous curve number of 79—Open space in Fair Conditions and curve
number of 89—Gravel were selected for this analysis.
Water QualiN
Water quality treatment for the Tigard High School will be provided by a LIDA swale and
StormFilter catch basins. Maintenance work, paving the existing gravel parking lot, and the
existing road will be treated within the proposed swale.
All other developed impervious areas will be treated by StormFilter catch basins. The proposed
additional bleacher and small athletic pads area (4050 ft2) will be accounted for by treating the
undisturbed road (2750 ft2) and existing track surface within the D-zones (3,590 ft2). Additional a
portion of the existing track surface will be treated within the proposed StormFilter catch basins
located within the D-zones.
Clean Water Services requires the treatment of 0.36" of rainfall over a 4-hour period with a return
period of 96-hours. The estimated water quality flows and required number of StormFilters are
listed in Table 2.

Downstream Analvsis
This downstream' analjrsis is based on the current CWS code requiring projects of 5,280 ftz or
more of impervious surface to:
1) Perform an analysis downstream extending to a point in the drainage system where
the addifional flow from the proposed development site constitutes 10 percent o"r less
of the total tributary drainage flow.
2) If the additional flow from the proposed development drops to less than 10 percent of
the total tributary drainage flow then the analysis will continue for the lesser of:
a. One-quarter mile or:
b. Until the additional flow constitutes less than 5 percent of the total tributary
drainage,flow.
Upstream Basin
The upstream basin for this analysis is the southern school building, parking, and athletic track
area (See attachment: Site plan and Basin Delineation). The existing site grades will not 6e
changed. The pre-developed site is 51% impervious with approximately 12,500 ft2 of impervious
gravel area. The post-developed site is 57% impervious. Table 4 summarizes the pre-developed
conditions at the Tigard High School track-field conditions.

The total flow generated from the site'is 5.02 cfs with an increase of 0.25 cfs in post-deyeloped
conditions. CWS states that once additional flow drops below 10% of the total tributary flow the
study must continue downstream '/ mile or until the additional flow makes up less than 5% of the
total tributary flow.
Downstream'Conveyance
A review of the downstream system and as shown on the CWS Storm Map 4720 shows a 15°pipe
conveyance system to a final outfall south of SW Waverly Drive. The pipe conveyance system is
approximately 750 feet collecting stormwater runoff from Tigard High School and two catch basins
located within SW Waverly'Drive.A minimum slope of 0.6%is needed to convey upstream flows.
Conclusion
CWS states the design of the storm conveyance system shall provide,a minimum 1 foot freeboard
between the hydraulic grade line and the top of the structure or finisfi grade above pipe for 25-year
post,development peak rate of flow. It is anticipated the pipe conveyance system has capacity and
provides a minimum freeboard of 1 foot.

CITY OF TIGARD ZONING AND DEVELOPMENT ORDINANCE
The following Tigard Municipal Code sections are relevant to the proposed minor modification to
the existing Tualatin High School track and field. Responses follow each code section.
18.330 CONDITIONAL USE
18.330:020 APPROVAL PROCESS
C. Minor modification'of approved or existing conditional use.
1. Any modification which is not within the description of a major modification as
provided in Subsection B above shall be considered a minor modification.
2. An applicant may request approval of a minot modification by means of a Type I
procedure,.as regulated by Section 18.390.030, using approval criteria in
Subsection C.3 below.
3. A minor modification shall be approved, approved with conditions,,or denied
following the Director's review based on the findings that:
a. The proposed development is in compliance with all applicable requirements of
this title; and
b.The modification is not a major modification as defined in Subsection A above.
Response: The proposed modification to the existing athletic facilities and parking area do not
� � � meet the criterion listed under Subsection A or Subsection B for major
modifications. Therefore, the modification would be considered a minor modification
and processed by means of a Type I procedure. This narrative addresses all
relevant sections of the Tualatin Municipal Code—all proposed modifications are in
compliance with code requirements. This project is seeking the Director's review
and approval for the minor modification.
18.330.030 APPROVAL STANDARDS AND CONDITIONS OF APPROVAL
A. Approval standards. The Hearings �cer shall approve, approve with conditions, or
deny an application for a conditional use or to enlarge or alter a conditional use based on
fndings of fact with respect to each of the following criteria:
1.The site size and dimensions provide adequate area for the needs of the
proposed use;
2.The impacts of the proposed use of the site can be accommodated considering
size, shape, location,topography, and natural features;
3. All required public facilities have adequate capacity to serve the proposal;
4. The applicable requirements of the zoning district are met except as modified by
this chapter;
5. The applicable requirements of 18.330.050; and
6. The supplementary requirements set forth in other chapters of this code
including but not limited to Chapter 18.780, Signs, and Chapter 18.360, Site
Development Review, if applicable, are met.
Response: As the proposed modification to the existing athletic facilities and parking area is
� � minor, the project is su6ject to review and approval by the Planning Director, not the
Hearings Officer. The existing use of the athletic facilities and parking area will not
change. The proposed modifications will enhance the existing athletic facilities and
parking area by replacing the existing paving, adding new striping for vehicle
parking, replacement of the existing track surFace, and new concrete paving
adjacent to field athletic facilities. In addition, the applicant is�proposing additional

catch basins.and the construction of a new water quality facility to accommodate the
new parking area. That facility will be located directly adjacent to the existing
parking area to the west of the parking lot. These features all consider the size and
impact of the athletic facility and parking area and fherefore meet the code
requirements outlined above. The additional developmenf standards in 18.330.050
and supplementary requirements are not applicable to this project.
18.390 DECISION-MAKING PROCEDURES
18.390.020 Description of Decision-Making Procedures
A. General. All development permit applications shall be decided by using one of the
following procedure types.The procedure type assigned to each action govems the
decision-making process for that permit; except to the extent otherwise required by
applicable state or federal law:The Director shall be responsible for assigning specific
procedure types to individual permit or action requests, as requested. Special altemative
decision-making procedures have been developed by the City in accordance with existing
state law, and are codified in Section 18.390.070.
B.Types defined. There are four types of decision-making procedures, as follows;
1.Type I Procedure. Type I procedures apply to ministerial permits and actions
containing clear and objective approval criteria.Type I actions are decided by
the Director without public notice and without a public hearing.
2. Type II Procedure.Type II procedures apply to quasi-judicial permits and actions
that contain some discretionary criteria. Type II actions are decided by the
Director with public notice and an opportunity for a hearing. If any party with
standing appeals a Directo�'s Type II decision,the appeal of such decision will
be heard by the Hearings Officer.
3, Type III Procedure.Type III procedures apply to quasiyudicial permits and
actions that predominantly contain discretionary approval criteria.Type III
actions are decided by the Hearings Office(Type III-HO),the Planning
Commission (Type III-PC), or Design Review
Board (Type III-C)with appeals to or review by the City Council.
4.Type IV Procedure, Type IV procedures apply to legislative matters.Legislative
matters involve the creation, revision;or large-scale implementation of public
policy: Type IV matters are considered initially by the Planning Commission with
final decisions made by the City Council.
Resnonse: Based on"input received during the Pre-Application conference and the definition of
� minor modifcation contained in the code, this development will be processed as a
Type I application. As stated above, Type I actions are decided by the Director
without public notice and without a public hearing.
18.390.030 TYPE I PROCEDURE
A. Preapplication conference. A preapplication conference is not required for a Type I
action.
B. Application requirements.
1. Application forms.Type I applications shall be made on forms provided by the
Director as proyided by Section 18.390.080.E.1.
2, Application requirements. Type-I applications shall:
a. Include the information requested on the application form;
b.Address the relevant criteria in sufficient detail for review and action; and
c. Be accompanied by the required fee.
C. Administrative decision requirements. The Director's decision shall address all of the
= relevant approval criteria: Based on the criteria and the facts contained within the

record,the Director shall approve, approve with conditions or deny the requested permit
or action.
D. Final decision. The Director's decision is final for purposes of appeal on the date it'is
mailed or otherwise provided to the applicant, whichever occurs first.The Director's
decision is not appealable locally, and is the final decision of the City.
E. Section not used.

G. Effective date. The Director's decision is effective on the day after it is fnal.
Res onse: As stated above, this project will be processed as a Type I applicatiorr. .A Pre=
� Application meeting was already held, although not required. This narrative and'
enclosed application will be submitted to the City for Director's review and approval.
The applicant is aware of the final decision and effective dates.
18.510 RESIDENTIAL ZONING DISTRICTS
18.510.010 PURPOSE
A. Preserve neighborhood livability. One of the major purpose§of the regulations
goveming development in residential zoning districts is to protect the livability of
existing and future residential neighborhoods, by encouraging primarily residential
development with compatible nonre"sidential development—schools, chucches, parks
and recreation facilities, day care centers, neighborhood commercial uses and other
services—at appropriate locations and at an appropriate scale.
Response: The existing athletic facilities and parking area fall under the"compatible
� � � nonresidential development"definition and therefore meet the purpose and intent of
the residential zoning district. Also;there will be no change to the existing use(s)
which are assumed to be of appropriate scale and location if the school district is
appointing district money to improve the existing facilities.
18.510.020 LIST OF ZONING DISTRICTS
D. R-4.5: Low-Density Residential District.The R-4.5 zoning district is designed to
accommodate detached single-family homes with or without accessory residential units
af a minimum lot size of 7,500 square feet. Duplexes and attached single-family units are
permitted conditionally. Some civic and institutional uses are also permitted
conditionally:
Resaonse: According to the Use Table 18.510.1 that accompanies the zoning district
� designations, `schools°are subject to a conditional use with limitations on school bus
parking adjacent to residences. This application is seeking a minor modification to
an existing Conditional Use, as the original approval for the school.facility.and
accompanjring facilities(fields, parking, etc.)was processed and approved as a
ConditionaL Use. According to the R-4.5 definition, "some civic and institutional uses
are also permitted conditionall�'. Therefore, the school use is an approved use
within this zone.
18.510.050 DEVELOPMENT STANDARDS
A. Compliance required: All development must comply with:
1. All of the applicable development standards contained in the underlying zoning
district, except where the applicant has obtained variances or adjustments in
accordance with Chapters 18.370;
2. All other applicable standards and requirements contained in this title.

18:705 ACCESS,EGRESS,AND CIRCULATION
18'.705.030.F Required walkway location. On-site pedestrian walkways shall comply with
the following standards:
, 1.Walkways shall extend from the ground floor entrances or from the ground floor
landing of stairs, ram,ps, or elevators of all commercial, institutional, and
. industrial uses,to the streets which provide the required access and egress.
Walkways shall provide convenient connections between buildings in multi-

building commercial, institutional, and industrial complexes. Unless impractical,
walkways shall be constructed between new and existing developments and
neighboring developments;
3.Wherever required walkways cross vehicle access driveways or parking I'ots,
such crossings shall be designed and located for pedestrian safety. Required
walkways shall be physically separated from motor vehicle tra�c and parking by
either a minimum six-inch vertical separation(curbed)or a minimum three-foot
horizontal separation, except that pedestrian crossings of traffic.aisles are
permitted for distances no greater than 36 feet if appropriate landscaping,
pavementmarkings, orcontrasting pavement.materials are used.Walkways
shall be a minimum of four feet in width, exclusive of vehicle overhangs and
obstructions such as.mailboxes, benches, bicycle racks, and sign posts, and
shall be in compliance with ADA standards;
4. Required walkways shall be paved with hard surfaced materials such as
concrete,asphalt, stone, brick, other pervious paving surfaces, etc. Any.
pervious paving surface must be designed and maintained to remain well-
drained.Walkways may be required to be lighted and/or signed as needed for
safety purposes. Soft-surfaced public use pathways may be provided only if
such pathways are provided in addition to required pathways.
Response: Pedestrian walkways and connectivity through the parking area will be provided by
� the existing hardscape pathways located into and through the school facility to the
north of the parking lot. These sidewalks provide safe pedestrian access from the
parking area to school buildings, as well as convenient connections between -
buildings. Access to the athletic facilities is provided from the parking area down to
the existing track via a paved path located just west of the track oval. Attached with -
this application is an ADA distribution plan to illustrate access and circulation. �
18.745 LANDSCAPING AND SCREENING
18.745.020 APPLICABILITY
A. Applicability.The provisions.of this chapter shall apply to all development including the
construction of new structures, remodeling of existing structures where the
landscaping is nonconforming (Section 18.760:040.C), and to a change of use which
results in the need for increased on-site parking or loading requirements or which
changes the access requirements.
B'.When site development review does not apply. Where the provisions of Chapter 18.360,
Site Development Review, do not apply,the Director shall approve, approve with
conditions, or deny a plan submitted under the provisions of this chapter by means of a
Type I procedure, as governed by Section 18.390.030, using the applicable standards in
this cHapter.
C.Site"plan requirements.The applicant shall submit a site plan.The Director shal(
p�oVide.the applicant with detailed information about.this submission requirement. �
Resaonse: This project is not subject to site development review. Therefore, the provisions
outlined in 18.745.020.B. do apply and the landscape requirements will be reviewed
for approval by the Director, using the applicable standards in this chapter. A site.

18.745.040 STREET TREES
A. Protection of existing vegetation. All development projects fronting on a public street,
private street or a private driveway more than 100 feet in length approved after the
adoption of this title shall be required to plant street trees in accordance with the
standards irr Section 18.745.040.C.
Resqonse: The existing vehicle access driveway located to the north and west of the athletic
facilities would be defined neither as a public sYreet, private street, nor a private
driveway: As such, no street trees are proposed along the drive aisle, There are(6)
new trees shown on the site plan, located as a part of the parking area landscaping.
18.745.050 BUFFERING AND SCREENING
E. Screening: special provisions.
1. Screening and landscaping of parking and loading areas:
a. Screening of parking and loading areas is required.The specifications for this
screening are as follows:
(1) Landscaped parking areas shall include special design features which
effectively screen the parking lot areas from view.These design features
may include the use of landscaped berms, decorative walls and raised
planters;
(2) Landscape planters may be used to define or screen the appearance of
off-street parking areas from the public right-of-way;
(3) Materials to be installed should'achieve a balance between low lying and
yertical shrubbe_ry and trees;
(4)Trees shall be planted in landscaped islands in all parking areas, and
shall be equ_ally distributed and on the basis of one tree for each seven
parlcing spaces in order to provide a canopy effect; and
(5)The m_inimum dimension of the landscape islands shall be three feet and
the landscaping.shall be protected from vehicular damage by some form of
wheel guard or curb.
Resqonse: Proposed updates to the parking area include repaving, striping, and trees planted in
� � landscape islands on the basis of one tree for every seven parking spaces. There
are 26 proposed parking spaces and 4 landscape islands with trees. Groundcoyer is
also provided within the islands. The dimensions of the landscape islands are shown
on the site plan—all islands are greater than three feet.
18.755 MIXED SOLID WASTE AND RECYCLABLE STORAGE
18.755.050 LOCATION,DESIGN AND ACCESS STANDARDS FOR.STORAGE AREAS
D. Access standards.
1. Access to storage areas can be limited for§ecurity reasons. However,the
storage area shall be accessible to users at convenient times of the day; and to
collection service personnel on the day and approximate time they are
scheduled to provide collection service;
2. Storage areas shall be designed to be easily accessible to collection trucks and
equipment, considering paving,grade and vehicle access.,A minimum of'10 feet
horizontal clearance and eight feet of vertical clearance is required'if the sforage
area is covered;
3. Storage areas shall be accessible to collection vehicles without requiring backing
out of a driveway onto a public street. If only a single access point is available to

the storage area, adequate turning radius shall be provided to allow collection
vehicles to safety exit the site in a,forward motion.
Response: A,copy of the site plan has been submitted to Pride Disposal, the franchise hauler for
� this area. Pride Disposal reviewed the site plan and determined no impacts to the
existing storage area location. All storage areas are locat_ed in other areas of the.
school facility. Therefore, the proposed changes are compatible and no further
coordination is necessary.

Response: There are a total of 26 off-street parking spaces provided as a part of the proposed,
� � repaving and restriping of the parking area. 23 of the spaces are of standard parking
stall dimension, assuming a 3-foot bumper overhang. Those spaces are labeled on
the site,plan, showing an 8.5' stall width or greater and a 15.5' stall depth, plus the 3'
overhang: There are 2 spaces dimensioned 8.5'x 18.5', while the final parking
space is an 8:0'x 20.0' parallel space provideci alongside the building located on the

eastern portion of the site plan. The drive aisle widths proyided throughout the
parking area exceed the minimum dimensional reguirements., As noted on the site
plan, the spaces providing a greater stall width feature a drive aisle 24' or greater,
while the standard 8:5'x"18:5' stalls have a drive aisle of 28'or greater.
18,765.030 GENERAL PROVISIONS
G.DISABLED-ACCESSIBLE PARKING
All parking areas shall be provided with the required number of parking spaces for
disabled persons as specified by the State Building Code and federal standards. $uch
parking spaces shall be sized, signed and marked as required by these regulations.
Response: The parking configuration for the overall Tigard High School includes 580 total
� - parking stalls and 14 existing ADA parking spaces. City of Tigard code requires that
two percent of all parking over 500 spaces provide for ADA parking. Therefore, 12
spaces are required. The ADA parking,minimum is met. These spaces are shown in
the ADA Distribution Plan graphic provided with this application. The ADA spaces
are distri6uted proportionally across the school grounds to allow for safe access.
18.775 SENSITIVE LANDS
18.775.030 ADMINISTRATIVE PROVISIONS
A.Interagency coordination.The appropriate approval authority shall review all sensitive
lands permit applicallons to determine that all necessary permits shall be obtained from
those federal, state,or local governmenfal agencies from which prior approval is also
required.
1. As governed by CWS"Design and ConstrucNon Standards,"the necessary
permits for all"development,"as defined in Section 18.775.020.A above,shall
include a CWS Service.Provider Letter;which specifies the conditions and
requirements necessary,if any,for an applicant to comply with CWS water
quality protecNon standards and forthe Agency to issue a Stormwater
CouuecNon Permit.
Resaonse: The proposed minor modification of the existing parking and athletic facilities does
� �� constitute"developmenY'as defined in Section 18.775.020.A. The applicant has
requested and obtained a letter stating a CWS Service Provider Letter is not required
prior to the submittal of this land use application. The,CWS letter is provided with
this application for reference.
18.790 TREE REMOVAL
18.790.030 TREE PLAN REQUIREMENT
A.Tree plan required.A tree plan for the planting,removal and protecNon of trees
prepared by a certified arborist shall be provided for any lot,parcel or combinallon of lots
or parcels for wWch a development appGcation for a subdivision,partitiou,site development
review, planned development or condiNonal use is filed.Protecdon is preferred over remoyal
wherever possible.
Response; The applicant is aware of the tree plan provision. However, as this application is a
� minor modification of an existing conditional use and only triggers a Type I review
and approval, a tree plan is not required. Based on the site plan and proposed
construction impacts, the�e are no foreseen impacts to the existing trees. There are

4 proposed trees to be planted within landscape islands in the parking area. Those
tree I'ocations are shown on the site plan.
C. Subsequent tree removal.Trees.removed within th"e period of one year prior to:a
development application Gsted above will be inventoried as part of the tree plan above and
will be replaced according to Section 18.790.060D.
Response: The applicant is aware of the tree remov.al condition. Based on,the site plan and
intended scope of work, there are no trees within an area of proposed construction.
If a tree is removed within the one year timeframe; that tree will be inventoried,
included in a tree plan anci replaced according to 18.790.060.D.
As demonstrated by the responses provided above and the associated engineering plan set, the
applicant does meet all Tigard development code criteria applicable to this proposed Type I Minor
Modification. Also, based on input received by Clean Water Services and the summary memo
provided in this application, the design of the storm conveyance system does provide adequate.
capacity to serve the site. As such, the applicant is requesting a streamlined project review and
approval.

This memo will describe the findings of the Tigard High School water quality analysis. The school
is located at 9000 Southwest Durham Road,Tigard, Oregon 97224.
Proiect Overview
The proposed project will perform maintenance on an existing athletic field and gravel parking lot.
New impervious area will be a new bleacher pad, athletic pads, and field D-zones.Table 1 lists the
area impacted by this project.

One fifth of the site has a hydrologic soil group of D and the remaining area has a hydrologic soil
group of C. The selected previous curve number of 79—Open space in Fair Conditions and curve
number of 89—Gravel were selected for this analysis.
Water Qualitv
Water quality treatment for the Tigard High School will be provided by a LIDA swale and
StormFilter catch basins. Maintenance work, paving the existing gravel parking lot, and the
existing road will be treated within the proposed swale.
All other developed impervious areas will be treated by StormFilter catch basins. The proposed
additional bleacher and small athletic pads area (4050 ft2) will be accounted for by treating the
undisturbed road (2750 ftz) and existing track surface within the D-zones (3,590 ftz). Additional a
portion of the existing track surface will be treated within the proposed StormFilter catch basins
located within the D-zones.
Clean Water Services requires the treatment of 0.36"of rainfall over a 4-hour period with a retum
period of 96-hours. The estimated water quality flows and required number of StormFilters are
listed in Table 2.

towards an existing manhole located within proposed parking lot, between the existing buildings.

Downstream Analvsis
This dowristream analysis is based on the current CWS code requiring projects of 5,280 ft2 or
more of impervious surface to:
1) PerForm an analysis downstream extending to a point in the drainage system where
the additional flow from the proposed development site constitutes 10 percent or less
of the total tributary drainage flow.
2) If the additional flow from the proposed development drops to less than 10 percent of
the total tributary drainage flow then the analysis will continue for the lesser of:
a. One-quarter mile or:
b. Until the additional flow constitutes less than 5 percent of the total tributary
drainage flow.
Upstream Basin
The upstream basin for this analysis is the southem school building, parking, and athletic track
area (See attachment: Site plan and Basin Delineation). The existing site grades will not be
changed. The pre-developed site is 51% impervious with approximately 12,500 ft2 of impervious
gravel area. The post-developed site is 57% impervious. Table 4 summarizes the pre-developed
conditions at the Tigard High School track-field conditions.

The total flow generated from the site is 5.02 cfs with an increase of 0.25 cfs in post-developed
conditions. CWS states that once additional flow drops below 10% of the total tributary flow the
study must continue downstream '/ mile or until the additional flow makes up less than 5% of the
total tributary flow.
Downstream Conveyance
A review of the downstream system and as shown on the CWS Storm Map 4720 shows a 15° pipe
conveyance system to a final outFall south of SW Waverly Drive. The pipe conveyance system is
approximately 750 feet collecting stormwater runoff from Tigard High School and two catch basins
located within SW Waverly Drive. A minimum slope of 0.6% is needed to convey upstream flows.
Conclusion
CWS states the design of the storm conveyance system shall provide a minimum 1 foot freeboard
between the hydraulic grade line and the top of the structure or finish grade above pipe for 25-year
post development peak rate of flow. It is anticipated the pipe conveyance system has capacity and
provides a minimum freeboard of 1 foot.

Please accept this letter as a response to the City issued Notice of Incomplete Application
Submittal- MMD2012-0001. The following issues were addressed and updates were provided on
the attached plan set. See responses below as supporting evidence for the changes reflected on
the plan set.
INCOMPLETENESS ITEMS AND RESPONSES
1. Proposed parking stalls within the "Altemate Parking Area" (Sheet C-100)do not
comply with minimum dimensional standards. Tigard Development Code Figure
18.765.1 requires a 28-foot minimum drive aisle for standard stalls with a width of 8.5
feet. You may wish to explore the use of compact parking standards within the
"Alternate Parking Area" as an adjustment is not available for minimum dimensional
standards. Please revise or remove this parking area from the project.
Response: The "Alternate Parking Area" shown no Sheet C-100 has been updated to provide
the 28-foot minimum drive aisle. The additional aisle spacing was captured by
bumping the parking stalls closer to the building, while still providing enough
clearance for setback and the 3-foot curb overhang. Therefore, we are providing
standard parking stalls with a 3-foot overhang and a 28-foot drive aisle.
2. Please include additional infortnation regarding the project's compliance with minimum
and maximum parking standards. Tigard Development Code Table 18.765.2 requires a
minimum of 1.0 stalls per 5 students/staff, and a maximum of 1.0 stalls per 3.3
students/staff(equivalent to 1.5 stalls per 5 students/staf�. Information regarding the
number of students and staff was not found in the application materials.
Resaonse: As shown on the site plan, there are currently 451 on-site parking stalls and 129 on-
street parking stalls along SW 92"d Avenue. There are a total of 580 parking stalls
provided for both student and staff parking, along with 14 ADA compliant stalls. With
the addition of 26 stalls in the newly configured parking area, there are a total of 606
stalls. Based on information provided by TTSD, there are 2004 students and 104
staff on an average school day at peak attendance. Taking the combined total of
2,108 students and staff divided by the 606 parking spaces, we arrive at 3.48
students/staff per stall. Put more simply, the minimum number of parking stalls
required by code is 422 (2,108 divided by 5 students/staff), while the maximum
allowed by code is 639 stalls (2,108 divided by 3.3 studentslstaff). With 606
proposed stalls, the parking count falls within the minimum and maximum code
provision. This requirement is met.

number of spaces existing or proposed.
Resaonse: The parking space summary on Sheet C-200 has been updated to include both an
existing and proposed parking stall breakdown. The summary also includes a
summary of the ADA compliant stalls.
4. Please specify the species of the proposed parking lot trees,which should be large
stature and broad spreading (40'minimum canopy spread at maturity). If you have
questions regarding this requirement, please contact city arborist Todd Prager at 503-
718-2700.
Response: Based on input received from City Arborist Todd Prager, we have proposed Zelkova
serrata. The Zelkova should serve the site well, as they have been planted at other
school sites in the area and their spread will capture the required 40' minimum
canopy spread at maturity. Also, the Zelkova features small leaves to minimize
maintenance for the stormwater and track facilities.
5. Please provide all information requested by the Development Engineering Department
(see Attachment"1"). Questions regarding these requirements should be addressed to
Development Engineer Gus Duanes at 503-718-2470.
Resaonse: Our Stormwater Engineer has updated the plans to include numbered catch basins
that correlate to the water quality analysis performed. Also, a standard detail sheet
has been included with the plan set to address the catch basins and swale.
