BACKGROUND INFORMATION Site Information: The project is located at 11642 SW Pacific Highway, on the south side of Pacific Highway within the Tigard Triangle and is approximately 3/4 of an acre in size. The site is developed with one commercial building, associated parking lot and a single family home on the southern portion of the lot. The site has approximately 33 parking spaces that serve the existing uses. Proposal Description: The proposed minor modification is to repair and reconstruct the facade along the north and west sides of the commercial building. The upgrading of the facade, which will be plywood covered with a stucco finish (in compliance with the TDC 18.620 Tigard Triangle Design Standards), will allow for the mounting of the proposed wall signs. This modification will not affect existing building height or setbacks and will not result in additional square footage to the building. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: The proposed change in use requires a Minor Modification to approved plans or existing development. Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: Upon review of the proposal's plans and narrative, staff fords that all applicable requirements of this title are satisfied. This includes but is not limited to building height, setbacks, and parking requirements. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the proposed change in use either does not trigger the thresholds for a major modification as listed in TDC 18.360.050B.1 -11 or they do not apply. Therefore, the proposed development is not a major modification. This criterion is met. CONCLUSION: The proposal is a minor modification of existing site development and is in . compliance with the applicable requirements of this title. SECTION V. The existing commercial structure on site is a two -story building with lease space on the upper and lower levels. Only the building exterior will be affected by this application. No tenant space use or site use is involved. The existing building height, setbacks, and square footage will not be affected. The property owner started construction of this project, being unaware that a permit was required. Thus, we have attached photographs of the project to assist in describing the parameters of the submittal. Two existing lighted signs and an awning sign were previously mounted to the building fascia. In an attempt to repair and upgrade the mounting surface for the signage, the owner removed the existing signage and mounted a plywood surface to the existing metal framework. The plywood will be covered with a stucco finish, as allowed by the Tigard Triangle finish requirements. The two lighted sign boxes have been remounted to the new fascia, and the owner seeks to provide three additional sign boxes mounted to the new fascia, as shown on the attached picture. Appropriate sign and building permits shall be obtained as required. The evaluation criteria from the City of Tigard Municipal Code, Section 18.360.050 to determine that this project qualifies for a Minor Modification are addressed below: 1. This is not a residential development, therefore, is not applicable. 2. This is not a residential development, therefore, is not applicable. 3. No change to existing parking count is proposed. 4. No change in the type of commercial structure is proposed or required. 5. The existing building height is not affected by this proposal. 6. No change is proposed to the type and location of accessways and parking areas for off - site traffic. 7.
