The space, 3,683 square feet in size, is changing from a sales oriented use to an indoor entertainment use. The I -P zoning district provides appropriate locations for combining light manufacturing, office and small-scale commercial uses, e.g., restaurants, personal services and fitness centers, in a campus -like setting. Only those light industrial uses with no off -site impacts, e.g., noise, glare, odor, vibration, are permitted in the I -P zone. In addition to mandatory site development review, design and development standards in the I -P zone have been adopted to insure that developments will be well- integrated, attractively landscaped, and pedestrian - friendly. MMD2013 -00011 BIKRAM YOGA Page 1 of 3 SECTION III. BACKGROUND INFORMATION Site Information: The project is located at 15957 SW 72n Avenue, east of 72 " Ave and west of 74 Avenue. The entire development, known as Carman Center, consists of four parcels and is approximately 19 acres in size. The site is developed with four commercial, office and light industrial buildings, associated parking lots and landscaping. A site development review was approved for the construction of Building B & C in 1988 (SDR88 -09). The site has approximately 455 parking spaces and only 413 spaces are required for the existing uses (a surplus of 42 spaces). Proposal Description: The applicant intends to perform interior improvements in a tenant space within Building A to accommodate a new yoga studio. Even though the proposed use has a higher parking requirement (4.3/1,000 square feet), there are 455 parking spaces on site and the development only requires 413 spaces. As demonstrated below, there is sufficient off - street parking and additional parking is not required. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: The proposed change in use requires a Minor Modification to approved plans or existing development. Section 18.360.060.0 states that a minor modification shall be approved, approved with conditions or denied following the Director's review and as follows: MMD2013 -00011 BIKRAM YOGA Page 2 of 3 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: Upon review of the proposal's plans and narrative, staff finds that all applicable requirements of this title are satisfied. This includes but is not limited to building height, setbacks, and parking requirements. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the proposed change in use either does not trigger the thresholds for a major modification as listed in TDC 18.360.050B.1 -11 or they do not apply. Therefore, the proposed development is not a major modification. This criterion is met. CONCLUSION: The proposal is a minor modification of existing site development and is in compliance with the applicable requirements of this title. SECTION V.
