APPROVED the above request. The findings and conclusions on which the decision is based are noted in

SECTION III. BACKGROUND INFORMATION
Site Information:
The subject parcel is located on SW Hall Blvd. at the intersection of Commercial Street. The site is in
the light industrial zone and no change of use is indicated. The parcel is within the boundaries of the
City of Tigard.
Proposal Description:
The proposal is to add a 2,050 square foot loading dock with approximately 680 square feet of roof. No
parking spaces will be lost. 1,800 square feet of landscape will be replaced with the loading dock,
leaving 17.5% of the lot landscaped.
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW:
Section 18.360.060.0 states that a minor modification shall be approved, approved with
conditions or denied following the Director's review based on the findings that:
1. The proposed development is in compliance with all applicable requirements of this
title; and
FINDING: Upon review of the proposal's plans and narrative, staff finds that all applicable
requirements of this title are satisfied. This criterion is met.
2. The modification is not a major modification.
FINDING: Staff finds that the criteria listed in TDC18.360.050.B 1 -11 do not apply or have
been satisfied. Therefore, the proposed development is not a major
modification. This criterion is met.
CONCLUSION: The proposal is in compliance with the applicable requirements of this title and
it is a minor modification of a site development.

Evaluation Criteria:
This is a Minor Modification because of the following:
1. There will not be an increase in dwelling unit density, as this is not a residential
development.
2. There will not be a change in the ratio or number of different types of dwelling
units as this project is not a residential development.
3. There are no changes that require more on -site parking. There is abundant parking
on the site (all the area to the south of the building will be available for parking).
Additionally, there is no change to use or change to the size of the building.
Finally, the loading docks are not removing any parking and are in fact adding (6)
spaces for the trucks being loaded.
4. The commercial structure type is not changing. The IBC occupancy classification
of the previous tenant was S -1. The new tenant will have the same occupancy
classification.
5. The building height is not changing.
6. The proposed loading dock has no effect on off -site traffic.
7. The proposed tenant is a vending company, just like the previous tenant that
occupied the same space. The only difference between the two will be the method
of loading their route trucks. The previous tenant loaded inside the building at the
east side while the new tenant will load trucks via the proposed loading dock on
the south side of the building.
8. There will be no increase of interior floor area associate with this proposal,
however the exterior covered loading dock does add approximately 680 square
feet. The building is approximately 64,500 square feet. Therefore the floor area of
the proposed covered loading dock adds approximately 1% to the total building
area.

9. The proposed covered loading dock and associated truck spaces are
approximately 2,050 square feet. The total site area is approximately 275,000
square feet and the building is approximately 64,500 square feet. So, 275,000 —
64,500 = 210,500 square feet of common open space and /or usable open space.
Therefore, the proposed covered loading dock and associated truck spaces reduce
the common open space and /or usable open space by less than 1%.
10. The proposed loading dock area does not reduce recreational facilities on the site.
The proposed loading dock does not reduce any existing screening. The proposed
loading dock does remove approximately 1,800 square feet of grass area, which
reduces the landscape area by approximately 3.6% (1,800 / 50,100 = 3.6 %). With
the loading dock, the total landscape area for the site becomes 48,300 square feet,
which is 17.5% of the total site area (48,300 / 275,250 = 17.5 %)
