The motion denied was a combination one including both the zone change and the Conditional Use. Mr. Anderson asked the Commiesion's feelings on a one change to CO3 only, which would allew for a restaurant alone. The Commission voiced unanimoue apprsval of this idea and asked that this be transmitted to the Council if Mr. Anderson wants to appeal the matter. Mr. Anderson said he did wish to appeal. The property being considered for annexation ls owned by Common- wealth, Inc., and the Park Distr:%Gtio staff has been worIcing with the owners to insure some pars or open spaces are preserved within the area. R ±f . . � • El 5 The proposed Foothills Subdivision is comprised of approximately 110 acres located at the Southeast corner of 121st and Schoiis Ferry Road. The land is currently zoned Suburban Residential and being farmed by Chester Robinson. Comlonwealth proposes to develop a residential community which is physically integrated with an identity and character of its own. To this end, Commonwealth has hired what it feels to be the best professional consultants available for this project. The concePtion and design was accomplished by Paul Moote of Seattle and the engineering by John Lane and Associates of Cednr The street design provides no residential lot frontage on Scholls Ferry Road, provides a collector street through the property and connects existing streets which are stubbed into the property. Densities. The Foothills is to be a planned unit development including a single-family residential :subdivision of 238 lots with approxi- mately 12.5 acres of park in three parcels. There are about 23.8 acres proposed for t6wnhouses at an approximate density of 8 to 10 units per acre. Five acres of neighborhood commercial have been provided at the intersection of the arterial and collector streets for the convenience of the development. Three acres of multi-family use are proposed adjacent to the cozmercial area and the arterial. The single-family lots and townhouses are designed to a density of 4.5 per acre overall. Commonwealth feels that the north-south freeway provides the access required for this type of development and that the. proposed schools and Progress Commercial Center provide the urban facilities. Park.2, The Tualatin Hills Park and Recreation District have reviewed the plan under submission. The District is not in a position to approve these park areas until the area is annexed to the District boundaries, however the District has stated that a need for parks exists in this area and is included in their overall planning. Commonwealth feels the District's commitment is sufficient to proceed with the planned parks. Lake. Coonirsaftwrogaw, The accompanying map shows the area of probable inundation by the proposed water reuse lake. Robert Myers' office indicates the most likely water height would be between 178 and 180 feet. The single-family portion would be the first to develop, thus the successful construction of the dam would have small effect on that part of the project.
