Local property owners wish to have the option to terminate from the surge line and establish their own gravity flow sewer system. Ms. ' Sharpe stated that the Calvin Presbyterian Church had offered use of land adjacent to the church. . Quimby stated that the house was impeding develop- , me t and that Ted Millar had alreAd been generous with time and money. Stated that location was near the Presbyterian Church would be inaccessible to many people. Wood asked if Sharpe would be interested in post . 1. poning the decision on the house. Sharpe was in favor of postponing the decision. Corliss asked Staff about the proposed site and what improvments would be necessary. Wood asked about traffic, safety, setbacks & parking. Howard stated the Frontage Road was easily accessible coming into the City, suggested white picket fence for • children, parking would be along Frontage Road and that the house met setback requirements for the lot. Howard also mentioned the installation of a future traffic signal. Brian stated that there was not enough information available in regard to parking and traffic and asked if request could be tabled until more information was available. D. Staff Recommendation: Staff recommends approval based on findings of fact. E. Commission Discussion: Quimby moved to approve conditional use with the following conditions: 4 1. Skourtes stated that one tenant was a Sprinkler Company • that would fabricate and ship materials. D. Staff Recommendation: • Staff recommends denial of appeal based on staff findings. E. Commission Discussion: Wood staled that access road was unsafe due to visibility and pointed out that large trucks would go into the left hand lane when turning out ' Staff, City Administrator and Planning Commission all concurred that the access was unsafe. Box 16537 Portland, Oregon 97216 Attention: Norm Glenn Gentlemen: As you requested, we have developed a limited traffic analysis of your proposed home for the aged development in Tigard. The findings are based on existing traffic counts made by Washington County and data from the Institute of Transportation Engineers Informational Report 1976, Trip Generation. Using the average trip rate for a Nursing Home facility of 9 2.7 trips per bed, the average weekday vehicle trip ends generated by the facility would be 432. The attached table summarizes the traffic expected to be generated by the proposed facility for the AM and PM peak hours of the adjacent street and the AM and PM peak hours of the proposed facility. For the purpose of comparing the type of land use proposed • with what could be developed under the CP zoning, the attached table contains estimated volumes for a general office building. These volumes were derived assuming offices were constructed with a gross floor area of fifty- percent of the 4.35 acres. Using an average trip rate of 11 .7, the average weekday vehicle trip ends generated would be 1108. In addition to the difference in volume generated by the proposed facility and an office, there is a difference in when the peak hour of traffic generated occurs. Fa:: a general office building, the AM and PM peaks occur between 7 and 9 AM and between 4 and 6 PM, For the nursing home type facility, the peaks occur between 6 and 8 AM and between 2 and 4 PM. The peak hours for the adjacent streets are estimated to occur between 7 and 9 AM and between 4 and 6 PM, or coincident with the office building peaks. We have assumed traffic will use Pacific Highway, both N.E. and S .W. , and Beef Bend Road. Since there are two exits from the facility it was assumed the traffic would be split between the exits evenly. Generally the largest percent of the traffic will go to the N.E. , lesser amount to the S .E. and the smallest percent to the west. The percentages used to distribute the traffic were; Pacific Highway N.E. , 60 percent; Pacific Highway S .W. , 24 percent, and Beef Bend Road, 16 percent. The attached drawings show traffic volumes for the peak hour of the generator and for the peak hour of the adjacent • streets. The volumes are not directional as no data was available. If you should require more detailed information than has been presented herein, it will be necessary to perform both • manual and machine counts of traffic volume characteristics of the roads in the area. In addition, the location of the site, at the fringe of • the residential area and adjacent to Pacific Highway would appear to produce minimal adverse effects upon the surrounding single family areas, 7. The applicants site plan illustrates a parking area for 69 cars. Section 18.60. 120(2a) TMC, requires one parking space for each 2 beds provided in a home for the aged. The • proposed development (160 beds) would require 80 parking spaces. Section 18.58 .070, TMC, allows parking requirements to be reduced up to twenty (20%) percent where special conditions warrant said variation, and ccnsidering such factors as the following: 1. Availability of Public Transit 2. Multiple or joint use of parking facilities 3. Special conditions such as housing for the elderly. low income or studio apartments. Mass transit is available to the site via TRI-METts bus #44 on Pacific Highway, The applicant also states that their experience shows that few residents of homes for the aged own automobiles. They often travel to other places with non-residents who drive or use for hire transportation, Staff parking requirements are greatly reduced from hospital and nursing home needs, and visitors come at various hours ) during the day/evening and are not restricted to specified "visiting hours" . 88 Section 18.64 .030, TMC, requires one 30 Toot (80% paved) vehicular access/egress for commercial uses requiring 1-99 parking spaces. The applicants site plan shows cwo 24 foot paved access drives, one on Beef Bend Road and one on the frontage road, Curb cut permits would have to be approved by the county on Beef Bend Road and by the State on the frontage Road. Water service is available to the site via a 12 inch line on Pacific Highway and Beef Bend Road. • 10. Sanitary sewer service is currently not available to the site. • The King City system is presently over capacity and will remain so, until the lower Tualatin Interceptor is constructed by the Unified Sewerage Agency. There is a Tigard City sewer line available to the north at Bull Mountain Road, however, due to the terrain, a lift station would be required. At the time of the writing of this staff report, the issue of approving a lift station has not been resolved by the city engineering staff and the Unified Sewerage Agency. The actual adequacy of the existing lines to handle the proposed development is also in question, 11. Previous preliminary studies of development of the subject site identified a serious storm drainage problem which resulted in cancellation of previous proposals. Residents of King City have also expressed concern regarding over- , loading their storm drainage system, The applicant 's • submission does not include a detailed storm drainage plan. Acceptance of any increased storm water runoff, resulting from development of the subject site, will have to be authorized by either the State Highway Department , Washington County King City or a combination thereof. II . Conclusionary Findings : 1, The applicant 's proposal conforms to the intent and policies of the NPO #3 Plan in that * it would not generate excessive traffic on Pacific Hwy * it would not create excessively adverse effects on ) surrounding single family residential areas, * it provides for a needed alternative housing type for elderly residents of the community, 2 . Provision of adequate sanitary sewer service and the subsequent approval of a lift station is in question at .) this time. Development of the subject site cannot occur until such time as seNer service can be provided, III . Mr. Chairman and mdmbers of the Commission: King City's participation in this hearing , ZC 8-78 and CU 8-78, regarding the proposed Home for the Aged, by C & C Construction Co., is a position of neither proponent nor opponent. Rather it is an expression of concerns by an affected neighbor. We seldom interject ourselves in to decisions by other municipalities except when there can be a direct effect on our City. We heartily agree on the need for such a retirement care center in this area and also realize the necessity for high density land use for such a develop- ment. We might disagree with this special site because of the unusual 6 topography of the site for building and the possible traffic isolation it, this certain location, but that is not under our direct juri9diction. We do have some other concerns however that could directly affect us, and would like to address these concerns. Our maj61 concern is storm drainage at this site. All of the South slope of Bull Mountain including this site draint/ into the King City area. No effective control of rune off exists in these abuting areas. The City system in turn flows into a natural drainage creek (un-named). While the City system is well rated and has been very effective for King City, it was not intended or planned to service the entire surrounding areas with high density developments. The creek itself also Presents problems. It has a tendency to flood back possibly because of partial blockage in the down stream area. This in turn causes flood-outs in the King City area. Regardless of cause, the flood-.outs do occur and are increasing as development of the abuting areas continues, and will continue in proportion to the densities. It must be recognized that all surface run-off in this area will drain in to the creek. The problem is how best to control the rate of run off, to prevent flooding, _.,. to not overload our system, and to minimize polution. As our system gets mosiT of the run-off regardless of the source, it follows that we get all the blame for everything wrong that happens to the creek. We have and will ) continue to do everything we can to preserve the integrity of the stream, but much of it is not under our control. It will require the co-operation of all property owners both upstream and downstream to get the job done right.
