As shown on the plan, the lots common to that portion of the development adjacent to S,W. Rail Blvd. are proposed duplex lots. ∎ ;Y Lots 1 through 5 and Lot 11 abut S.W. Hall Blvd., however, access would be pro- " vided via the street system within the subdivision. In an effort to main• ain continuity of development and consistency of residential units,, the proposal also includes duplex residential use for Lot 6 through Lot 13. N" The intent of the request is to provide a residential land use compatible with .' ' the surrounding existing and future land uses. Hall Blvd. and accessing the cul-de-sac street, it is desirable to have a consistent land use throughout the cul-de-sac street. Therefore, the proposal includes duplex use for lots that have a front yard relationship with other duplex lots (Lots 6 through 13) . Population in Washington County increased from 150,000 to 1.91,000 during 1970-1975 period, and from 191,000 to 196,000 during 1975-1976. .... I - t vacancy rates for the Tigard area are extremely low, approximately 5.5% for both single family and apartment units, unadjusted for units under construction not yet ready to occupy. Demand for housing units remains high while the supply of new units is low, which has contributed to todays local high inflation rate (1% per month) and corresponding increase in the cost of individual housing units. ° , •.. There is a need to develop lands that are currently served with urban services, #' .'. to take full advantage of those existing services and to reduce the impact demand for additional expanded services within the community. IMPACT OF DEVELOPMENT The propcsal contemplates the development of 13 duplex lots on approximately 1.75 .. 0 acres, resulting in a total of 26 dwelling units.
