as The staff recommended preliminary approval„

a„ Commissioner Whittaker stated concern over
the safety of pedestrians in connection with
the vehicular circulation around the pool.
b. Howard Adkins stated that he didn't believe
that there would be too much traffic with
only 12 units.
c. Commissioner Goslin stated that speed bumps
could be installed in order to slow the traffic
around the pool.
d, Howard Adkins stated that the circular drive
would enrble the Fire Department to maneuver
its trucks,
e. Chairman Paterson asked about the setbacks in
relation to the building code ,
• f. Keith Thompson, Director of Public Works, stated
that the building code regulated the distance
between buildings,
g, Ray Rangila, explained to the Commission that
the site plan had been approved in August of 1969,
h. It was moved (Goslin) , seconded (Severson) ,
and passed by a unanimous vote of the
Commission present that the preliminary plat
be approved provided the 5 sideyard and 15'
rear yard setbacks be observed.
B, Lake View Estates
(Preliminary review of a proposed planned residential
development at the northwest corner of S.W, 115th and
8.W. Gaarde)
1. Wayne Gibbens of Burton Brothers explained that
the density of the proposed 28 acre development

would be 7 units per net acre (5 Per gross acre) ,
• The proposed concept plan will consist of mixed
housing types located along a greenway system,
2, Commissioner Lewis asked what the total number
of dwelling units will be.
3, Mr. Gibbens stated that the total number of
units will be 140,
4, Ray Ranpila explained that the proposed development
is in conformance with residential densities
designated by the Preliminary Community Plan,
5. Commissioner Lewis stated his concern over the
traffic situation at Pacific Highway and Gaarde,
and existing conditions of S,W. 115" and S.W.

Gentlemen:
Reverend Roger Swaren, Tigard Evangelical Church, has applied to the
Tigard Water District for wate r service to the proposed church building
lding
to be constructed on S.W. 121st, north of Manzan;ita Court.
While this area along with the Commonwealth property, was originally
planned to be served by the Progress Water District we feel that we can
serve the church property without difficulty. The church has plans to
construct the new building this summer while it may- be two years before
water is available to the Commonwealth property.
Reverend Swaren has indicated that the church will pay for the cost
to extend an $°' cast iron main to the end of the property on 121st Avenue.
The property cannot be annexed to the Tigard Water District because
,, the acreage has been annexed to the City of Tigard. Out-of-district water
rates will be charged.
This letter can be used as evidence of a commitment to serve the 5
acres where the church will be located by the Tigard Water District,

Mr. Dwite Brown, designer of this new building, has been secured as the Contractor.
He will give the responsibility as foreman and leadman to Mr. George Kramer, an
A • all-around builder who has built a number of churches including the First Church
or God in Tacoma which was also designed by Mr. Brown and is a pattern for our
church, except that our's will have a larger sanctuary, a library and a daylight
basement under the educational unit. Dwite Brown and George Kramer are dedicated
Christian men who will put high quality workmanship and materials into the build-
ing, but will work with us to secure all the bargains we can in donated and dis-
counted materials and in the use of all the donated labor we can secure. Besides
general labor, such as carpenter's helper, clean-up, etc, , we will be especially
grateful for skilled help in the area of electrical, plumbing, etc. We expect to
save several thousand dollars with donated labor.
Mr. Brown' s maximum bid is for i264,000.00, but there is a very real possibility
of bringing this down to $250,000.00 or less with donations of labor and materials.
This bid has these exceptions: parking lot to be graded, but not blacktopped
basement of educational unit "roughed-in" only and not finished; and it does not
include carpets and floor-tile and pews. Should we have to delete some of the
building due to insufficient funds, the Fellowship building will be deleted to
save about 440,000.00. Mr. Brown can have his crews on the job in August if we
can raise sufficient funds to get started at that time It will probably take
.. • about one year to complete the job.
• This beautiful building has 25,000 square feet of space, or should we say "round
feet"? The ROUND SANCTUARY will be very worshipful with seven laminated arches
carrying the ceiling to a beautiful focal point. 390 people can be seated in
the six sections of pews, one raised section being for the choir, and no one will
be very far from the pulpit, choir, or from one another. The spacious foyer can
. accommodate over 100 in an overlow situation with loud speakers in the ceiling
and glass windows circling the back half of the sanctuary.
Sunday School facilities for up to 600 and the same facilities being used during
the week for a "Day Care" program for pre-school children of working mothers and
possibly a kindergarten will put this very functional church to work all week and
not just CA Sundays. The Fellowship Hall will be used for dinners, banquets,
large socials, and games such as basketball and volleyball, The Parlor with
• fireplace and cozy atmosphere will be used constantly for receptions, coffee
hour, committee meetings and many other functions. The beautiful small chapel
•
in the educational building will serve nicely for weddings, small meetings and
every Sunday for departmental Sunday School assemblies and junior church. The
nursery will be very adequate and will have attendants during worship services
and S.S.
Adequate parking on this spacious five acre site will easily accommodate over 200
cars. Our property extends for 480' alonr, S.W. 121st Avenue and extends from
121st to 119th Avenues, a total of 453' sad allowing entrances on both sides. It
• will have very easy entrance and exit traffic flow,
This will be a very beautiful building to behold and as it sits at the highest
elevation in that large area commanding a magnificent view down over Progress,
Metzger, Beavertrin (city limits less than * mile away) , Scholls to the vest and
Tigard to the south, it's white steeple will be seen for many miles around.
Scholls Ferry Road, the new Tigard-Beaverton Expressway and the soon-to-be built
Murry Tavd, will make it quickly and easily accessible.

. Township, range, section and tax lot number. Have a three (3') foot
deep test hole dug, mark with a stake and cloth tied to the top.
Test hole is to be in the center of the proposed disposal field. If

Health Department, the test hole and inspection may not be required.
. Mail or phone above information to the Health Department wheit the

proposed building site (test hole) is ready ler inspection. Results
