SUBJECT: K.C. 's Family Amusement Arcade
have talked with the owner and manager of this business, prior
to their opening. The owner has had prior experience in the
operation of arcaaes of this nature; he plans to run this business
under specific rules of conduct to attract families, not allowing
a rowdy environment.
As of this date there have been no disturbance calls to this
business. There was a theft of empty beer bottles from a tavern

in the vicinity by two former juvenile patrons of the arcade, and
one careless driving citation issued to a person leaving the park-
. ing lot at Center Street.
At this point in time, 1 see no reason for not allowing this business
to continue.

1) The applicants have been licensed by the City
of Tigard for doing business as LC. 'S Family Amusement and
have been doing business since April 10 1981. The applicants
are asking that Suite 102 be ratified and approved as premises
authorized to sell retail limited time on various amusement
machines, pool tables, and foos ball tables for the reason that
the City of Tigard has indicated that such request must be
made,
2) This proposed use is in conformance with Tigard' s
adopted comprehensive plan.
3) Electronic games, pool tables and foos ball tables
have become in great demand in recent times by the public in
general for all ages.
4) The nearest business of this type is the Malibu
Grand Prix near Washington Square which is several miles away,
There is no other business in the Tigard area that can provide
this public demand that we are satisfying,
5) This particular type of business is not available
presently in the Tigard area and it will definitely fill a need
to the public in general, Environmental, economic and social
conditions would be enhanced by having these services available
and would be an asset to the community development of the Tigard
area.
6) This is especially a suitable location because
access faces S. W, Central Street and does not impede general
traffic patterns in the areas nearby.

7) This proposed use will have no adverse effect on
any of the additional retail shops the area, occupants or

activities in the immediate neighborhood. This is because
the site fronts Central Street and although it is part of a
larger retail complex, most of the patrons will be arriving by
bicycles or on foot.
8) This particular type of activity will be of
great benefit to the public and especially the community in
general, as well as the Police Department, since this gives
the younger persons in the area a controlled environment and
location where they can be supervised with no immoral
influences.
