4 Staff recommends approval with the following condition:
1. That a pedestrian pathway, beginning at the access
point from the Launda Lynda subdivision to the school
playground, be extended in a northerly direction
connecting with the Templeton School buildings, lo-
cation of path be subject to school district approval.
E. Commission Discussion:
.• Discussion on drainage problems
o Sokoto stated that she would be abstaining on this
ft matter because of a conflict of interest.
o Tepedino asked if the applicant could avoid aggravat-
ing the existing drainage pFoblem.
o Vermeil agreed to this solution.
Tepedino moved and Brian seconded for approval b'ased on
staff findings and with staff conditions, including that

Requesting a Conditional Use Permit for:
a printing shop to be built upon Lot #46 in the present Evergreen
Knoll Business Center. The business park within which the site
resides is being prepared in conformance with the parameters out-
lined in Ordinance No 76--37. This ordinance allows for ''E.
Publishing, Printing and Bookbinding Facilities" to be constructed
on the land under a conditional use permit. A General Development t.
Plan and Program for the Evergreen Knoll Business Center, prepared
t . by Campbell, 'host, Grube Architects, outlines a project that
provides for a commercial park that a mixture of commercial office,
commercial professional and limited light industrial use. Park
owners market analysis showed a need for sites of half acre sizes
that small business and small industries could be built upon.
The site has good access, the highway, and is a comfortable distance
from the main business district of Tigard. The park 1.8 s1".rrounded
North, East and South by similar small business and light industri-
als. Tigard iS a small growing community that can benefically
• absorb a printing shop of this caliber. A small printing industry
would provide skilled jobs for the community while subtracting
nothing from the resources of Tigard. Printing is non polluting .
and requires very little large scale vehicular traffic to and from
the site. It is an industry that the client must come to in order
to do business. Logically, a printing shop that can handle all
phases of printing from design to the finish product will ecoonomic
ally import and add to the financial welfare of the Tigard community
The proposed building is designed and situated on the site to meet
codes, set-back requirements and preservation of as much existing
landsc a pe as is possible. Access to the site is shared with Lot 9

Storm drainage, sewage, electrical, and mater lines will be tied
into those lines provided up to the site by the business park
owners.
