REQUEST: To locate four duplexes in an R-7 zone.
LOCATION: Northwest of the intersection of S.W. Hall Blvd. and S.W.
Bonita Road.
APPLICANT: Travport Inc,
I . BASIC FACTS
1 . The site is designated "Urban Low Density Residential" and
zoned "R-7, Single Family Residential" .
2. Section 18. 20 . 020 (1) of the Tigard Municipal Code allows
duplexes in an R-7 zone on a 10,000 square foot lot.
II . FINDINGS
0 . 1 . The applicant is requesting a conditional use permit to
locate four duplexes on four 10,000 square 13ot lots adjacent
to S,W, Hall Blvd, which are in the process of being created
as part of the "Greensward Subdivision" .
2. The proposed location for the duplexes is relatively flat
and above grade from SW. Hall Blvd,
3. The surrounding land use is a single family residence to the
south and one to the north; when fully developed there will
be single family dwellings to the oast; and there is a 46
unit apartment buLkling across S .W. Hall Blvd.
4 Tri-Met provides bus service by the site In order for mass
transit to economically operate, the iniensity of uses along
the transit corridors should be higher than single family
density.
5 . The location of duplexes fronting the interior street with
vegetative screening would provide a buffer between the
future single lamily residences, Hall Blvd, and the apartments
beyond.
6. The specific site plans are subject to Design Review Board
approval .

III . CONCLUSIONARY FINDINGS
1 . Duplexes in this subdivision conform to the density limita-
tions of the "Urban Low Density Residential" designation of
the Tigard Community Plan.

2. There is a public need to provide low cost housing and
intensive uses along major transportation corridors.
3. This site is more appropriate than other sites because it
abuts an arterial and will provide a buffer to the future
single family residences within the subdivision .

Gentlemen:
On behalf of our client, Travport, Inc, we are requesting a
conditional use allowing duplexes to be constructed on lots 1,
33, 34, and 35 of the concurrently submitted preliminary plat of
"Greensward Park" (S-9-76) . We are making this request in order
to provide a variety of housing in this area with the higher
density use being located along Hall Boulevard, a state highway
with anticipated widening and increased arterial use. These
lots would not front on but rather back up to Hall Boulevard.
The lots would front on an interior street created by the subdivision.
This use conforms to the Tigard Community Plants Urban Low Density
Residential Designation as 39 lots would be allowed on this plat;
however, p acre . Therefore, by
placing two units
lots, we have retained the
original allowed density,
The community ill be sel ved by this use by the provision of higher
density and lower cost housing adjacent to a main arterial and to
present and future bass transit
There will be no impact on services and access from this use since
it provides only four additional units to the proposed subdivision.
Since there is no ;lone for duplexes in particular (only a conditional
use of the single family esidential zones) we feel that this
site is equally or more ,suitable than other locatirns zoned R--7
because of corresponding uses of duplexes, 4-plexes and apartments
on the opposite side of Hall Boulevard. Also we feel the placing

f higher density uses along major arterials has many advantages
when considering future planning as discussed above.

This requested use should have no appreciable impact on adjacent
property. The lots proposed for duplexes will front on an interior
street of the subdivision and will not affect the single family
development to the south or the multifamily uses to the east. As
the duplexes will be constructed at the same time as single family
dwellings in the proposed subdivision, there will be no impact on
the immediate neighborhood.
The addition of four units to a proposed subdivision of 3: units
should have minimal impact on public services . Police and fire
protection will not be affected. Water, sewer and streets will
be available as part of the improvements in the subdivision.
Parks and schools will only be minimally affected.
In conclusion, duplex lots are a conditional use of the R-7 zone
if they meet the minimum area requirement of 8,000 square feet.
The four lots in question are 8,000 to 10,000 square feet in
size, will have all public utilities required, and will have
virtually no impact on public services since the total number
of units proposed is the same as would be called for in this area
if the total site were developed as single family.
