o NPO I findings on the Pacific Highway Commercial Area state

- that businesses located on any strip highway are primarily
divided into two general catagories: those oriented to the
, passing traffic and those serving daily shopping needs of the •
' residential community. The latter type of business is poorly
. located on the strip because it is a generator of shopping
traffic, drawing people to it from the surrounding community
for their every day shopping needs. Therefore, the highway ,
oriented businesses should have priority use of thorough

fare frontage because they rely on the passing motorist and
offer service for thorough traffic while minimizing the
attraction of additional neighborhood traffic,

Highway should be clustered and share common parking facilities

FINDINGS:
o The proposed Fabric World will occupy a 14 , 400 square foot
space previously occupied by a Wigwam and a Plaid Pantry
store.
o The Village Square complex pre-existed the code.
• The surrounding land uses are a drive-in restaurant to the
south, a medical/dental clinic to the north, service station
and lumber yard directly across Pacific Highway.
o Heritage Village at the present time is occupied by offices,
beauty school, and a small bookstore, a Dairy Queen is also
located on the site at the corner of Pacific and McKenzie.
o The site has 2 - 30 ' curb cuts on S .W. Pacific and 1 - 30 '
curb cut on McKenzie.
o The site has a 5 foot sidewalk located along the curb . There
is no landscape buffer along Pacific or McKenzie and no
landscaping in the parking lot .
o Signs on the site consist of :
o one free standing sign which serves all the tenants. There
is no uniformity to the signs and it presently contains
one illegal sign and one abandoned sign.
o one projective sign advertizing the Plaid Pantry. This
sign is illegal according 36 .40 . 070 item 6 ( "No projecting
sign shall extend more than three feet above the roof line
at the wall or the top cf a parapet wall whichever is
higher. ")
o Adequate parking is available for the proposed use.
o The introduction of a fabric store in this shopping area is
compatable with the surrounding existing uses.
n The site is well suited for the proposed use in that a
fabric store is a low traffic generator and it is riot located
directly on Pacific Hwy, Therefore the proposed use conforms
to the NP I .

Herewith is a proposal in behalf of the Village Square As-
sociates that Fabric World Stores be granted a conditional
use permit to occupy the former Wigwam Store and Plaid Pan-
.
try Store spaces known as 12740-12760 S . W. Pacific High-
way in the Village Square
1. NATURE OF THE PROPOSAL AND THE REASON FOR REQUESTING
THE PARTICULAR ACTION .
This proposal concerns the use of 14 ,400 square feet
of the ground floor space in an existing building, The
Village Square. This space has been occupied since
1966 by the Wigwam Outdoor Stores and Plaid Pantry Mar-
kets. both of these leases expired early this year and
the two subject spaces are currently vacant.
The reason for requesting this action is that the Fabric
World is an established retailer with other stores in
Oregon and will provide a worthwhile service to the res-
idents of Tigard and surrounding area. Also, this vacancy
• represents 52% of the building rentable area and there-
by creates a hardship to the property owners for meet-
ing the building operating expenses .

2 . HOW THE PROPOSED USE IS IN CONFORMANCE WITH TIGARD'S
ADOPTED COMPREHENSIVE PLAN.
The Tigard Comprehensive Plan (Neighborhood Plan One -
Ash Avenue Downtown Area) has The Village Square zoned
• for highway-commercial uses and commercial-professional

uses .
Highway-Commercial uses include most types of drive-
in businesses , service stations , car washes , motels ,
4 restaurants , night clubs and gift and antique shops .
These are uses that are one-stop in nature , serving
primarily the existing highway traffic and avoiding
the quick in-and-out nature of impulse shopping that
should be clustered in shopping centers .
The full-sized, full-line fabric center as Fabric World
will operate in this 14,400square feet of space conforms
to Tigard's Comprehensive Plan as a one stop shopping
situation. The reason simply stated is that a person
recognizing a need to make clothing seeks the most com-
plete selection of sewing patterns , fabric yardage, linings ,
buttons5 zippers , etc. and then usually returns home to
. start this important project. This person does not or dinarfly seek a shopping center at the same time for
store to store shopping as this delays the completion of
the creative sewing need.
Also, considering the sewing work involved after the
fabric purchase , the fabric store is not an everyday
shopping event for the customer. And, because of the
time and effort invested in sewing the product, the
average customer spends considerable time in the store
selecting the proper sewing pattern, fabric yardage and
accessory items .
By nature of the large, bulky size and comparably modest
price of the merchandise it sells , a full line fabric
store needs a larger store area and lower footage ren-
tal rates than men's and women's apparel and shoe stores.
This size fabric store cannot survive at today's covered
mall shopping center rental rates .
For the above reasons , the fabric center use complies
with the one stop , one trip shopping criteria of Tigards
highway-commercial use.

3. COMMUNITY NEED AND/OR PUBLIC BENEFIT DERIVED FROM THE '.
PROPOSED ACTION.
The City of Tigard will benefit by the addition of a
major fabr:,c store to its business community. It is
safe to say a good half of the city' s residents were
taught sewing in elementary or middle school.
Much of the public now makes some of their own clothing.
There is usually considerable saving over ready-mades
in sewing family clothing and household furnishings .
The fabric store is a great source of material for the
benefits of self expression. It promotes thrift and
encourages a useful work ethic.
4, ANY CHANGES IN ENVIRONMENTAL, ECONOMIC OR SOCIAL CONDI-
TIONS AND/OR CHANGES IN AVAILABILITY OF PUBLIC SERVICES ,
OR ACCESS, AND/OR ANY OTHER ASPECT OF COMMUNITY DEVELOP-
°. MENT DIRECTLY AFFECTING THE SUBJECT SITE THAT WOULD JUS-
TIFY THE REQUESTED ACTION.
The tremendous increase in the cost of living this past
decade created the economic need for a store merchan-
,. dising a complete selection possible of sewing fabrics
and accessories . While department stores historically
included a fabric department, the astronomical increase
in clothing prices increased the demand for fabrics to
the point that large fabric stores have successfully
moved to highway locations as one-stop sewing supply
centers to serve customer needs . With continuing price
increases forseen in ready-made clothing, the fabric
store will probably serve an even greater economic need
in the future.
S . WHY THE PROPOSED LOCATION FOR YOUR PROPOSED LAND USE
IS MORE SUITABLE THAN OTHER LOCATIONS IN THE CITY ZONED
TO ALLOW THE PROPOSED USE?
This building has been used as a retail store since
construction in 1966 . The space was occupied by the
Wigwam Outdoor Clothing Stores and a Plaid Pantry grocery
store up to the first of this year. The Village Square
has approximately 13 ,400 square feet of office space
in addition to this retail area and it is important to
these office tenants that the retail space use is low
volume, low key to maintain the desirability of the
office space.
This is the only retail space in the City of Tigard that
offers this combination of adequate square footage, modern
building, off-street parking and low rental cost.

• 6 . THE IMPACT OR EFFECT THE PROPOSED DEVELOPMENT, USE OR
ACTIVITY WILL HAVE ON ADJACENT SITES, OCCUPANTS OR AC-
TIVITIES AND ON THE IMMEDIATE NEIGHBORHOOD.
This proposed retail use of an existing building which
was constructed as a retail store in 1966 and used for
retailing the last ten years should have beneficial im-
pact and effects on the adjacent sites , occupants and
the immediate neighborhood for the following reasons :
A. The two separate former store spaces will be com-
,
bined into one larger 14 ,400 square foot unit which
will have better identity from Pacific Highway and
• simplify and reduce the traffic in and out of the
property.
B. Fabric World is a Portland company owned by Miss
Rosu Gospodinovic. This will be her seventh and
one of her larger stores . Miss Gospodinovic will
maintain the company offices as well as her own office
in this store. For these reasons , the store will
be attractively maintained and be a good neighbor.
C. The property has more than adequate off-street park-
ing with spaces for in excess of 80 cars . This pro-
. posed use will not cause crowded parking conditions
on neighboring streets ,
D. Adjacent sites are occupied by Davidson's Drive-In
Restaurant to the south, a medical dental clinic to
the north, a Mobil-service station and Copeland Lum-
ber Yard directly across Pacific Highway. These
businesses are all served by their own off-street
parking areas and were in existence during the Wig-
warn Stores and Plaid Pantry leases , There should be
no added traffic congestion caused by the change to
a Fabric World, in fact, its shorter hours should re-
lieve traffic at rush hours ,
E. The sale of fabric yardage is a quiet, non-odor
producing business . It does not involve late hour
shopping or noisy groups of people

F. This proposed use is a service to creative people
who enjoy making their own clothing and household
furnishings . It also serves a vital economic need
in the neighborhood as stated under paragraph 4. A.•
This retail space is large by today' s retail stan
dards and is limited to the types of merchandisers
. ,. that can use it. However, in this case, the greater
the selection of fabric available' the less often
the customer has to drive to the fabric store.
I 7 . THE TYPES OF PUBLIC SERVICES NECESSITATED BY YOUR PRO--
POSED DEVELOPMENT AND THE IMPACT THAT YOUR PROJECT MAY
HAVE ON THESE PUBLIC SERVICES . (EXAMPLES OF SUCH PUB-
LIC SERVICES MAY BE FIRE PROTECTION, POLICE PROTECTION,
WATER AND SEWER SERVICE, SCHOOLS , PARKS , STREETS , ROADS ,
PUBLIC TRANSPORTATION AND/OR UTILITIES) .
This proposed use requires no special addition of pub-
lic services not already available on the site. By
combining the former Wigwam Store and Plaid Pantry into
one larger space, the resulting store should simplify 0
the traffic mix in and out of the property onto Pacific
f° Highway. And, since the new store 's hours will be con-
siderably shorter than the former stores , the proposed
use should tend to lessen the traffic onto the highway,
especially during rush hours and late evenings thereby
diminishing traffic hazards .
Thank you for yoi1r attention to this lengthy narrative. I
close by repeating that this is a logical and worthwhile
use for this particular property and the inclusion of Fabric
World in the Tigard community will prove beneficial to all
of its citizens .
